De bisschop van Antwerpen, Johan Bonny, vraagt de Interdiocesane Commissie tegen Seksueel Misbruik in de Parochiale Sfeer om het afgesloten dossier van priester Jef V.d.O. opnieuw te bekijken.

Die priester misbruikte sinds 1982 minstens drie jongens in Schoten, en werkt momenteel als schoolhoofd in Peru.

De bisschop vraagt aan de commissie, onder leiding van Peter Adriaenssens, "om het betreffende dossier kritisch te bekijken en hem te adviseren over eventuele verdere stappen. De referent magistraat, benoemd door het ministerie van Justitie, kan in deze wellicht ook zijn rol vervullen", zo staat in de mededeling van het bisdom van Antwerpen.

Schadevergoeding
De vraag van de bisschop komt er na een artikel dat zaterdag in De Morgen verscheen. Daarin wordt het verhaal verteld van een van Jef V.d.O. zijn slachtoffers, die vanaf 1982 jarenlang misbruikt werd.

Het slachtoffer nam in 2003 contact op met de commissie tegen seksueel misbruik. Die stelde in 2006 in een eindrapport een schadevergoeding van 106.845 euro vast voor het slachtoffer, een bedrag dat ook betaald werd door het Antwerpse bisdom, dat toen nog geleid werd door bisschop Paul Van den Berghe.

Maar er werden volgens De Morgen geen maatregelen genomen tegen de priester, die intussen in Ichuña (Peru) een school heeft opgericht. Volgens woordvoerster van het bisdom van Antwerpen Rita Boeren wil bisschop Johan Bonny er zeker van zijn dat het dossier destijds correct werd afgehandeld.

Activists Concerned Measure Could Lead To Increases In Child Sex Abuse(AP)

Peru's Congress has voted overwhelmingly to lower the age to 14 for participating in consensual sex, a move some activists said could expose children to sexual abuse.

Lawmakers voted 70-10 on Thursday to approve the measure lowering the age at which criminal law recognizes the legal capacity of a person to consent to sexual activity.
It was previously 17.
The age of consent for sex in many U.S. states is 16 or older.

The Peruvian measure was written by a member of President Alan Garcia's center-left Aprista party and Garcia is expected to sign it into law.One supporter of the measure, lawmaker Raul Castro, said the law will bring Peru in line with “the progress and development of a modern society.”

“There are young people who get pregnant but they don't go to health centers, fearing that their partners will be arrested and charged,” he said.

Some organizations cheered the law, saying it would keep young people out of jail on statutory rape charges.

But Virginia Borra, head of the Ministry of Women and Social Development, said that the law will invite cases of “flagrant rape that can be passed off as a consensual relation.”

Maria Pia Hermoza, the coordinator of the Peruvian organization Action for the Children, complained that the law will expose children to sexual abuse.
Rapists will “use consent to evade justice,” she was quoted as saying in the Peru21 newspaper Friday.
“They will continue using blackmail and threats to rape minors.”

Considering that most 14 year old girls aren't competent enough to handle pregnancy on their own without parental input, it's a bad law as is.
Consent should be conditional.
The girls should, for instance, have the approval of parents and any mating should be in a structured relationship, especially when more adult males are concerned.

However, that is Peru. How they want to run their society is their business, so long as they keep out the European perverts who tour the world looking to mate with children.
