afgezakte eksterogen

Time to be heard; Survivors Scotland

Knowledge not used is abused.

Dear Former Resident of Quarriers

I am writing to invite you to apply to take part in Time to be Heard. This is a pilot that will give up to 100 survivors and other former residents in Quarriers the chance to describe what it was like to be in care as children and the impact of that experience on their lives.

The Scottish Government has given funding and is helping with the preparations for the pilot. But Time to be Heard will be independent of government. I and one of two Commissioners, Anne Carpenter and Kathleen Marshall, will listen to each participant individually and with understanding and respect. Everyone who decides to take part will be offered support, help and advice before, during and after their involvement in the pilot. Time to be Heard is confidential and the identity of those who take part will not be made public.

Time to be Heard will begin on 17 May 2010 and will run for at least three months in central Glasgow. Travel costs will be paid for those who take part and for up to two supporters who can come with them. But if you are an older person, or are ill, or have other reasons why you can’t travel, we will make arrangements to meet you at a location convenient for you.
Time to be Heard, as a pilot, will test how useful this approach to listening to and acknowledging the experiences of former residents could be. I will be writing a report on Time to be Heard, including a record of what the participants say about their experiences and what taking part meant for them. My report will be available early in 2011.

If you take part you will be helping to develop appropriate means of acknowledging the experiences, both good and bad, of adults who were in care as children in the past. You will also be helping to improve the provision for children who are in care now.
Further information and an information pack can be found from 7 April at: http://www.survivorscotland.org.uk/

or by phoning 0131 244 3633 or 0131 244 3214 between 9am and 5pm on weekdays or by writing to the SurvivorScotland team, Area 2ER, St Andrews House, Edinburgh EH1 3DG.

Clericalism, Religious Duress and its Psychological Impact on Victims of Clergy Sexual Abuse

Marianne Benkert and Thomas P. Doyle

Abstract: Religious duress is a unique kind of threat and constraint involuntarily experienced by some members of the Roman Catholic Church as a result of religious indoctrination and training. Fear, awe and respect for the clergy foster the development and actualization of religious duress. This phenomenon can seriously impede a person’s capacity to accurately perceive and evaluate abusive actions perpetrated on them by clergy. This constraint poses an impediment to emotional and spiritual development. Internalized religious duress confuses and psychologically overwhelms such individuals and renders them incapable of absorbing their sexual trauma. The consequent feelings of numbness and immobility distort the perception of reality. It then becomes impossible for the individual to act in a manner that would protect and promote emotional growth and spiritual well being.

Confirmations go ahead without Magee!

It was the rising crescendo of the children’s choir that did it.
Like a baby laughing from the pit of its stomach, a good children’s choir can be the sound of innocence and something that can sneak a smile on even the most drily cynical face.
With good direction, it becomes a purity of sound that can stop you breathing.
And so it was in Midleton, Co Cork yesterday, as children from the town and its hinter- land were Confirmed.

This year, the Confirmation ceremony was somewhat different to previous years, as Bishop of Cloyne John Magee did not preside over the ceremony. Instead, it was Dean Eamonn Gould.
Bishop Magee had said he was overburdened with the workload stemming from the Dublin Archdiocese’s Commission of Inquiry into child protection practices in the diocese.

Hearing the children sing in unison, watching the dean raise his hands over the Confirmation candidates and then offer each of them a warm smile and a little word of congratulations before they marched back down the aisle beaming, you couldn’t help but feel the children’s bursting pride and sense of occasion.

You also couldn’t help but think — in light of the damning accusations stemming from the National Board for Safeguarding Children’s report — Bishop Magee could never have stood there surrounded by the children of the diocese. It would have insulted his congregation. It was children like these that he was accused of putting at risk by not immediately reporting abuse complaints to gardaí or the HSE.

Confirmation day, like communion day, is all about the children.
Yesterday, they sang, they decorated the church with their artwork and they hung garlands around the church grounds. They played the violin, tin whistle and the flute. They sung their hearts out in the school choir and they brought their hopes and dreams into the Church in their prayers of the faithful.
It was also a day for parents as they watched another milestone being laid: their children becoming adult members of the Church.
It was also a day when extended family members came from far and near to be sponsors or to enjoy a big day in the children’s lives.

"It was a lovely day today. It was lovely to have Dean Gould. He is a gentleman. I didn’t think anyone thought that we lost out by not having the Bishop," said one member of the congregation.
Another woman smiled and pretended to zip her mouth when I asked her how parents felt about Bishop John Magee not being here. "People here won’t want to say anything but there is relief that we weren’t made to feel uncomfortable. It would have been difficult to see him up there with them after everything that has happened. Today, we got to concentrate on the children instead. It was a lovely Mass wasn’t it?" she beamed.

Another said: "It was nice having the Bishop but we didn’t really know him. We know the Dean. He’s a lovely man and I think that really came across today."

Rabbi cross-examines daughter in sex trial

JTA
March 4, 2009

NEW YORK (JTA) -- A fervently Orthodox rabbi accused of sex crimes cross-examined his own daughter.
Rabbi Israel Weingarten, whose daughter accuses him of molesting her from age 9 to 16, is representing himself at the trial in Brooklyn federal court.
Weingarten, 59, questioned his daughter Tuesday, the day after she testified to the abuse she allegedly suffered by her father.
The presiding judge called the situation "awkward" and "fairly untenable," The Associated Press reported.
A member of a Satmar Chadisic community in upstate New York, Weingarten was arrested last year on charges he traveled outside the country to have sex with a minor. He is said to face up to 210 months in prison under sentencing guidelines.
In his opening statement Monday, he said he was falsely accused by his daughter, now 27, and asked jurors not to judge him by his Chasidic garb, which he compared to that worn by George Washington.
"I'm not that different when it comes to our forefathers who were fighting for freedom," he said.

Oregon Province of Society of Jesus files for bankruptcy

Joshua Lynch
Issue: 2/19/09 Section: News

TUES., FEB. 17, 9:20 P.M.--The Oregon Province of the Society of Jesus filed for bankruptcy Tuesday in Portland Federal Bankruptcy Court.

The province--which includes Alaska, Idaho, Montana, Washington and Oregon--filed for reorganization under Chapter 11 of the U.S. Bankruptcy Code in response to a lawsuit in which 63 Native Alaskan victims have alleged they were sexually abused by Jesuits and that leaders of the province covered up the abuse.

More victims will join the lawsuit in the coming weeks, according to the plaintiff's lawyers.Fr. Patrick Lee, S.J., current provincial of the Oregon Province, did not respond to requests by The Spectator for comment but told the Fairbanks Newsminer, "Our decision to file Chapter 11 was not an easy one, but with approximately 200 additional claims pending or threatened, it is the only way we believe that all claimants can be offered a fair financial settlement within the limited resources of the Province."

Seattle University President Stephen Sundborg, S.J., was named as a defendant Jan. 14. in that lawsuit for allegedly covering up sexual abuse of minors when he was provincial of the Oregon Province from 1990 to 1996.

Sundborg did not respond to an e-mail requesting comment regarding the bankruptcy late Tuesday night.
Sundborg denies all of the allegations that have been made against him.

According to bankruptcy documents, the Society of Jesus has $4.8 million in assets and $61.7 in liabilities. The province paid $50 million in settlements in November 2007 in response to a previous sexual abuse lawsuit.

Patrick Wall, a representative of the victims, said the bankruptcy is an acknowledgement of the sexual abuse and its cover up.

"We believe that this is an affirmation that the Society of Jesus knowingly and purposefully dumped priest perpetrators in Alaska," Wall said.
"The data is overwhelming. Twenty-eight priests from 11 provinces in five countries resulted in over 300 Native Alaskan kids being sexually abused from 1948 to 2001."

Frankrijk: pedo priester en internet. Saint-Maurice-des-Champs. Heel goed nieuws!

Heel goed nieuws dus over openheid.

Jazeker, internet is gevaarlijk.

CHILD ABUSE MARCH: Grandola vila morena

Archbishop praises 'man of principle' as atonement priest ends epic walk
Wednesday, January 7, 2009
RONAN McGREEVY

CHILD ABUSE MARCH: FATHER MICHAEL Mernagh ended his 300km walk of atonement yesterday afternoon with applause from a waiting crowd and an embrace from Archbishop of Dublin Diarmuid Martin.

The archbishop was waiting on the steps of the Pro-Cathedral to welcome back a priest who has been calling for the resignation of the Bishop of Cloyne, Dr John Magee, since it emerged that the Catholic Church's own investigation had revealed serious flaws in the Cloyne diocese's handling of allegations of clerical sex abuse.

Though he is 70, Fr Mernagh, a former marathon runner, began his walk from the seat of the diocese at Cobh Cathedral on December 30th without training or preparation and at a time when most people's minds were on festive matters.

"He's a man of principle. I respect anybody like that. I appreciate very much his gesture, but it's his day and it's a credit to him," said Archbishop Martin whose public gesture of support for Fr Mernagh is likely to make life more uncomfortable for the embattled bishop.

Fr Mernagh was anxious to arrive on time, but, despite visits to Our Lady's Hospice in Harold's Cross and Christ Church Cathedral, the sprightly pace that the Augustinian priest has kept throughout his 300km odyssey meant that he arrived 11 minutes before his scheduled 1.30pm finish.

At 10am the priest set out from the Augustinian Novitiate in Templeogue in the company of about a dozen supporters including a Traveller couple, Mick "The Man" Connors and his wife Nan, who Fr Mernagh had helped back in 1984 when he stood in front of a bulldozer to prevent them being evicted from a site.

By the time he completed his journey he was joined by at least 50 others. They included Paddy Doyle, the wheelchair-bound author of The God Squad, the searing autobiography which was published in the 1980s before the trickle of clerical sex abuse allegations became a flood, fellow abuse victim Marie Collins and the co-ordinator of Irish Survivors of Child Abuse (SOCA) John Kelly.

They were joined by Barnados' chief executive Fergus Finlay, Sister Stanislaus Kennedy and Travellers from the Pavee Point project. Augustinian priests Fr Liam Ryan and Fr Ben O'Brien also shared the journey.

Fr Mernagh's first act on arrival at his final destination was to praise the weather, which has been remarkably dry throughout his walk given the time of year, the Irish countryside and the support of so many people.

"I realise one thing, though, as I'm ending this part of my journey: our journey to give justice and to make atonement is only beginning," he said.

"I have called, as I've called in the past, on the priests and bishops for a new heart of atonement. We must recognise that we are all at fault to allow this horrific history of clerical child abuse to go on. We need to come out of our denial, all of us, and ensure that this never happens again.

Before he began his walk, Fr Mernagh paid a visit to Bishop Magee. "As I told him in the sacristy in Cloyne, he must carry out his responsibilities. If he has failed, or I have failed, then I have to take the consequences of that.

"For the sake of his own clergy and his people, he has admitted he has been at fault. It is logical for him to step aside on all accounts.

Fr Mernagh laid the placard which he carried around his neck on the altar of the Pro-Cathedral and, after leading the congregation in the Magnificat, received a standing ovation from the crowd.

An Argentine priest went on trial Tuesday, charged with 17 counts of sexual abuse and corruption of three young boys in one of the first major public sex scandals involving the Catholic Church there.

Prosecutors say Julio Grassi, 52, sexually abused three boys, including two minors, who attended his well-known "Happy the Children" Foundation for underprivileged youth. The boys are three of the more than 350 witnesses who will testify against Grassi over the next few months, including the archbishop of Buenos Aires.

"Happy the Children" Foundation, created in 1993, converted Grassi into a renowned charity figure in Argentina, allowing him to bring in thousands of dollars in donations, many from important public figures who have since distanced themselves from the priest.

Grassi reiterated his innocence Tuesday during an abruptly called recess due to alleged "irregularities" in the case, according to his lawyers. The priest has a Web site on which he also declares his innocence and says his life's purpose is "to save children from a life on the street."

Grassi's case went public in October 2002 when a local television station aired an investigative report detailing the priest's alleged sexual abuse.

In another well-publicized case a month earlier, Monsignor Edgardo Storni had to step down as archbishop of the central Argentine town of Santa Fe following accusations he sexually abused seminarians and young priests. Storni denied the charges.

More than 90 percent of Argentines identify themselves as Catholics, although less than 20 percent are practicing. (Jeannette Neumann, AP)

************
The pope has accepted the resignation of Archbishop Edgardo Storni of Santa Fe, Argentina, following reports of Storni being involved in sexual assaults against seminarians.
Conscience, December, 2002
********************
In 1994 Storni was subject to an investigation ordered by the Vatican, led by Monsignor José María Arancibia, after allegations of sexual abuse on 47 young seminarists, who were questioned, together with some of their family members, by Arancibia and a psychologist, at the home of Monsignor Estanislao Karlic in Paraná.

Soon after the scandal broke out, in February 1995 Storni employed his contacts with then-Apostolic Nuncio Ubaldo Calabressi to arrange a trip to the Vatican. There he was received and ratified in his post by Pope John Paul II.
The investigation was set aside.

In 2002 the book Our Holy Mother, by the renowned Misiones-born journalist Olga Wornat, was presented at the Santa Fe Book Fair. The book recounted the history of the accusations against Storni, and mentions an episode of threats against a priest, José Guntern, who had written a letter to the Archbishop asking for him to resign on account of his misconduct (sexual activity with a seminarist).

According to Guntern, he was taken practically by force to Storni's house and forced to recant and stay silent.

The political climate had changed. While Storni has close relations with members of the local élite, the Catholic Church had been shaken by the wave of abuse allegations in the United States. Storni travelled to Rome on 28 August, where he met the Pope and several other Argentine bishops.

Storni resigned his post on 1 October, stating that this did not signify guilt.

He returned to Argentina and went to live at Los Leones, a large farm and horse ranch owned by Eduardo González Kess near Llambí Campbell, 60 km away from Santa Fe's capital. He then moved to a secluded ecclesiastic residence in La Falda, Córdoba; since he is formally still a bishop, he receives a pension paid by the state, as per the financial support of the Church mandated by the Argentine Constitution.

Licensing for Child Care facilities

Monday, 28 July 2008

A licensing regime is to be put in place immediately to ensure that all child care facilities, state-run or private, are operated under the Child Care and Protection Act.
The decision came out of a meeting on Monday with officials of the Ministry of Health, the Child Development Agency (CDA) and other stakeholders.

It was revealed during the meeting that none of the island's childrens' homes is registered.

According to Jamaicans for Justice, JFJ Executive Director, Dr. Carolyn Gomes, the homes are registered under the Juvenile Act which has been repealed.

She says in light of the seriousness of the issue, the Minister announced that the homes are to be licensed."The ministry is to write to the homes to ask them to apply for the license within 21 days, under this licensing process should take no longer than 28 days, so that we are looking forward to for the end of October having a proper regime in place," she said.

She added that the regulations governing childrens' homes are to be reviewed. However, no time line has been given.

The JFJ had expressed concern that regulations were not being enforced by the Child Development Agency.
Monday's meeting came in light of reports last week of a case of buggery at a residential child care facility.

It's reported that a Pastor in the eastern parish of St Mary who is also a supervisor at a boys' home was charged with 30 counts of buggery when he appeared in court last week.

Child Care and Protection Act reaps results
2008-02-23
Carlalee Gowie

The implementation of the Child Care and Protection Act is having a positive effect on the troubling issue of carnal abuse, as the police have reported an increase in the number of cases being reported.

Head of the Centre for Investigation of Sexual Offences and Child Abuse (CISOCA), Deputy Superintendent Herfa Beckford, said there has been a noticeable increase in the number of carnal abuse cases being reported to that unit.

“One of the factors that has influenced the reporting is the Child Care and Protection Act,” she said. DSP Beckford said a number of persons, including guidance counsellors and medical doctors, have now been making reports to the centre.

Under the Child Care and Protection Act, which was signed into law on March 25, 2004, and is aimed at affording greater protection to the nation’s children, persons can be charged up to $500,000 or face six months in prison for failing to report incidents of abuse of children or children in need of care and protection. DSP Beckford said the threat of the penalty has forced many persons who would not normally make reports, to do so.
“The law has been amended and it is being implemented and implemented properly,” she said of the Act.

Alarming number of cases
In recent times there has been outcry from several quarters on the alarming number of carnal abuse cases that have been flooding the courts.
Statistics from the police revealed that for the last five years, there have been 1,993 reported cases of carnal abuse.

In 2003, 377 cases were reported.
This figure increased to 409 in 2004, but then decreased by over 50 to 346 in 2005. In 2006 the police received 434 reports of carnal abuse, while inconclusive figures for last year showed that the number of cases declined by seven to 427.

Though the police have reported a decline in reports of carnal abuse for the month of January 2008, compared to the same period last year, the annual figures are still being viewed as cause for concern.
DSP Beckford pointed out that although there has been an increase in the number of cases being reported to the centre, it does not mean that the crime has increased. She said some of the reports are for cases that date back as long as five years ago.

“We have no information to suggest that there is an increase in the crime. There is an increase in the reporting, but there are cases that are from recent years,” she said.

The increase in the reported cases has also initiated a chain reaction, leading to an increase in the number of arrests made for carnal abuse.
“A lot of arrests are being made. I can safely say that for over 50 per cent of the reported cases, arrests are being made,” DSP Beckford said.

Of the 1,993 cases of carnal abuse reported for the period 2003 to 2007, 1,217 of the cases have been cleared up, an average of over 50 per cent of cases being cleared up each year.

Some convictions
DSP Beckford while commending members of her team whom she said worked very hard in bringing the perpetrators to justice, said carnal abuse cases were some of the easiest cases to investigate, as most times the victims are able to identify the perpetrators.

“Most of them are co-operative and with the help of counseling, even those with whom we have a difficulty, they normally come around,” she said.

The CISOCA head said victims are from varying age groups and also added that although most of the victims are female, there are also male victims.

The Sunday Herald was unable to get statistics for the number of convictions in carnal abuse cases, but DSP Beckford said there have been some convictions.
“We have a very good conviction rate,” she said. She explained that when convictions are not gained, it is not a reflection of inadequate investigation, as many times cases are derailed before going through the required judicial process.

Victims many times have expressed dissatisfaction with the outcome of carnal abuse cases in the courts. In some instances, the cases drag on for so long that the victims become frustrated and stop going to court.
But DSP Beckford said delays are not only confined to carnal abuse cases, but other cases as well.

Ferns priest accused of abusing children defrocked by Vatican

.. John Kinsella, formerly of The Ballagh, Co Wexford, becomes the sixth priest in the Ferns diocese to be dismissed by papal decree.

News of the latest Irish priest to be laicised, following a recent canonical hearing in Rome, comes as the Dublin archdiocese braces itself for a damning report on clerical sex abuse in the country's largest diocese.

The report of the Dublin Archdiocese Commission of Investigation, chaired by Circuit Court Judge Yvonne Murphy, is set to dwarf the Ferns inquiry in the scale of abuse of children and the failure of senior Church officials to prevent it.

The Ferns investigation identified more than 100 allegations of sex abuse made between 1962 and 2002 against 21 priests.

The report will be published months after the former archbishop of Dublin, Cardinal Desmond Connell, dropped his controversial High Court action claiming privilege over 5,586 documents submitted to the Dublin inquiry by his successor, Archbishop Diarmuid Martin.

The Ferns diocese has confirmed to the Irish Independent that six of its priests have now been defrocked, and insisted that all allegations of abuse are handled in line with papal directions received in 2001.

The defrocking of . Kinsella brings to an end a fraught history for the diocese, as he never faced criminal charges arising from allegations of abuse.

Six years ago, . Kinsella stepped down from ministry in The Ballagh, Co Wexford.

He was cleared of any wrongdoing by an inquiry set up by former Bishop of Ferns Brendan Comiskey after the allegations emerged some years earlier.

When the claims resurfaced, caretaker Bishop Eamonn Walsh initiated another inquiry.

After a separate garda inquiry, a file went to the Director of Public Prosecutions, but there was no prosecution.

Last year, . Kinsella was at the centre of a civil case taken by three men who claimed they had been abused by him and that the Ferns diocese was liable. It was struck out mid-hearing at the High Court.

One of the men who took part in the civil action last night welcomed reports of . Kinsella's dismissal.

"The terms of the settlement of the litigation preclude me from discussing the case," said Anthony Doyle.

"But if that is the case [that he has been defrocked], then people can draw their own conclusions.

Former priest slams diocese
Wednesday June 11 2008

A PRIEST defrocked by the Pope has accused the Diocese of Ferns of a serious miscarriage of justice'.

Fr. John Kinsella, who served as a curate in Enniscorthy in the ealy 1970s and the Ballagh from 1991, says the first he knew of his defrocking was when he read about it in a newspaper.

Despite overhwhelming evidence against the accusers, the Diocesan Authority callously pursued the path of a kangaroo court to judge me in the harshest way possible,' he claims in a letter sent to this newspaper.

The priest, who was formerly accused of child sex abuse offences against boys from the Enniscorthy area, said allegations were invstigated by the Gardai in 1996, were subsequently investigated by the Garda authorities and dismissed by the DPP.

I devoted the best years of my life to ministry in the Diocese of Ferns. I looked to that institution for due process and the truth. Sadly I got neither,' he says in the letter.

A native of Monamolin, he was ordained in 1974 and remained a priest until earlier this month.
Diocesan spokesman Fr. John Carroll said it was not policy to comment on individual allegations of sex abuse involving priests. Six priests have been dismissed over the past few years.

De ontkennende Kerk: Conference examines how clergy abuse is handled by dioceses worldwide

By Dennis Sadowski
Catholic News Service
WASHINGTON (CNS)

-- Father Joe Mathias sat and listened, scribbling notes at times, paying careful attention to Teresa Kettelkamp, executive director of the U.S. bishops' Office of Child and Youth Protection.
Kettelkamp was talking about the latest efforts by dioceses across the country to protect children from abuse. For the Jesuit priest from India, it was an education.

As the Indian Catholic Church's lone representative at Anglophone Conference 2008 May 27-30, Father Mathias took in all he could during the gathering of 40 church representatives from English-speaking countries who handle allegations of child sexual abuse and oversee child protection programs in their home dioceses.

Afterward, Father Mathias, secretary of the Commission for Clergy and Religious for the Catholic Bishops Conference of India, didn't hesitate when asked where the Indian church stood in responding to abuse. "Stage zero," he told CNS.
Father Mathias knows that when he returns to New Delhi he will be the go-to man as the Indian bishops put together their own system to report abuse and to protect children."

One thing that has impressed me is the commitment and seriousness of the participants," Father Mathias said. "They have done their homework well."

He said what he learned at the conference will help as the bishops also prepare a plan to educate the broader community about child sexual abuse. A recent survey of 12,000 children between 5 and 12 years old by the Indian Ministry of Child and Women Welfare found that nearly half had reported being abused, he said.

Those who joined the Anglophone Conference at the U.S. Conference of Catholic Bishops' headquarters came from countries with vast experience in dealing with abuse issues -- the United States, the United Kingdom, Ireland and Australia -- and developing countries where the topic of sexual abuse is taboo, such as India, Zimbabwe, South Africa and Papua New Guinea.

In his report to the conference, Jesuit Father Michael Lewis, coordinator of the Professional Conduct Committee of the Southern African Catholic Bishops' Conference, said cultural traditions that prevent people from discussing sexual abuse lead to the underreporting of abuse cases, even when clergy is involved.

Later he told CNS that sexual abuse by clergy is rare in Botswana, Swaziland and South Africa, the countries that make up the Southern African conference, saying there were about 60 reported cases during the last 14 years. In most cases, he said, abuse has occurred between adults with very few cases involving children.

Even when abuse comes to light, incidents are more likely to be handled by a tribal chief or local community leaders rather than by the courts, he explained. In such cases, it's the accused and his family who must deal with shame and the loss of respect within the community.

"This has never been challenged in a South African court of law and it is very unlikely to be challenged," he said.

Overall, the conference gave all the participants a chance to compare notes, to see what has worked and what has not, and to learn about new ways to protect children, not just from sexual abuse, but also from the violence of pornography, exploitation, physical abuse and human trafficking.

Bishop Gregory M. Aymond of Austin, Texas, chairman of the U.S. bishops' Committee on the Protection of Children and Young People, said the annual gathering helps even those countries where sophisticated abuse programs are in place.

"We are able to share best practices, able to communicate with one another the unanswered questions," Bishop Aymond told CNS."

This conference is very important because for those of us who are moving forward and sometimes on the cutting edge of asking these questions and because we have been very wounded by the questions, we can be of support to one another.

We can begin to look speculatively at the questions that really have no answers yet," he explained.Archbishop Philip E. Wilson of Adelaide, Australia, president of the Australian Catholic Bishops Conference, called the gathering a time of renewal.

"Dealing with the realities of these sorts of things are really quite deadening and worrying," he said in an interview.

The six-member delegation from Scotland, which sent along a 70-page report detailing its activities during the last year, left knowing the church is moving forward in minimizing abuse incidents."

We feel comfortable and confident about what we're doing," said Jack McCaig, national coordinator for the protection of children and vulnerable adults for the Roman Catholic Bishops' Conference of Scotland. "We certainly feel we have a tremendous amount to contribute, and we're not really finished. We've got a lot more work to go."

The conference included presentations by:
-- Conventual Franciscan Father Paul Lininger, executive director of the Conference of Major Superiors of Men, on how the organization developed an accreditation program related to standards to prevent sexual abuse.
-- Michelle Collins, executive director of Exploited Children Services at the National Center for Missing and Exploited Children in Alexandria, Va., who explained how investigators track down abusers who peddle Internet violence against children.
-- Monica Applewhite, a Texas-based researcher who assists organizations in developing best-practice standards, examined ways of monitoring accused clergy.
-- Msgr. Stephen Rossetti, president and CEO of St. Luke Institute, an assessment and treatment program in Silver Spring, Md.
-- Margaret Leland Smith, quantitative criminologist and senior researcher at the Institute for Criminal Justice at John Jay College of Criminal Justice in New York who was the data analyst for a study commissioned by the U.S. bishops on the causes and context of clergy sex abuse in this country.

The study is set for completion in 2009.

C of I man to run Catholic child protection board
The Catholic Church's National Board for Child Protection has appointed a member of the Church of Ireland, Ian Elliott, as its first chief executive.

The board has responsibility for monitoring the implementation of child protection measures within the Catholic Church and its agencies on the island of Ireland. It is chaired by Mr Justice Anthony Hederman, a former judge of the Supreme Court.

Mr Elliott is director of the National Society for the Prevention of Cruelty to Children (NSPCC) in Belfast and has been on secondment to the Department of Social Services in Northern Ireland since 2005, where he led major reforms in child protection services. He will take up his new post on July 1st.
From Dublin, he attended school at St Andrew's College before going to TCD, where he secured an economics and philosophy degree. In 1976 he took an MSc in applied social studies at the University of Ulster and an Open University MBA in 1995.
In 1976 he qualified as a social worker and acquired a certificate in advanced social work in 1983. He worked with the Northern Ireland Health and Social Services Board from 1974 to 1985, when he began with the NSPCC.

His published papers include Management of Child Protection Concerns in Schools, in the North's Child Care Journal; Keeping Children Safe and the Internet, a joint paper presented to the European Parliament; and The Vermont Model - An Examination of Child Protection Systems in the State of Vermont.

Mr Justice Hederman said the board was confident Mr Elliott's combination of energy, commitment, professional expertise and experience would greatly strengthen the church's capacity in the area of child protection.

Mr Elliott said he saw his role as one of "helping the church to move beyond apology". He continued: "Mistakes are tragic when not learned from, and it is imperative that - in future - we don't put the rights of anyone above the rights of the child."

Bishop Colm O'Reilly, who chairs the One Church Committee on Child Protection, said: "The church is extremely pleased to have secured a person of Ian's proven integrity, expertise and stature to head up this most important role at this moment in the church's history."

Archbishop promises sex abuse review |

The Church of England is seeking advice on how it can investigate historic cases of sexual abuse, the Archbishop of Canterbury said today.

Rowan Williams apologised for past mistakes, admitting the church's response to the issue had sometimes been "very
inadequate".
Dr Rowan Williams admits
errors were made.
Photograph: Stefan Rousseau/PA. "I fully acknowledge that errors were made in the period that is being discussed," Dr Williams told BBC Radio 4's Today programme.

"Certainly, before 1995, practice was very variable, very uneven and often not very competent or well-informed about the law or best practice."

The church has been hit by claims in recent months that it failed to adequately investigate allegations of abuse, allowing some people to remain in the church despite their behaviour being known.

Earlier this month, a vicar was jailed for sexually abusing six boys over a 30-year period. David Smith was able to groom and abuse the boys despite warnings about his actions, first in 1983 and again in 2001.
On both occasions, the complainants were assured the matter had been "dealt with", but Smith continued to abuse boys in his parish.

A week before Smith was jailed, a Church of England choirmaster, Peter Halliday, was jailed for abusing boys in the late 1980s. He had admitted his actions to church officials but they did not go to the police, allowing Halliday to continue working with children.

The Bishop of Manchester, the Rev Nigel McCulloch, announced last week that he would appoint an independent lawyer to examine 850 clergy files held by his office following recent child abuse cases.

The church now had "a very clear policy about this [abuse] which involves avoiding some of these very inadequate responses", Dr Williams said.

"That, of course, is a policy. We have got to make it work. We have got to get this into the bloodstream. And while I think the policies are good, they need to be constantly reviewed and they need to be challenged and probed.

"What we need to do quite clearly, and we've agreed to do it, is to take advice from the church's central safeguarding liaison group ... on how we should best conduct a review.
"We don't just want to look good, we want to do it properly, and so we need to have the best professional advice on how we might review these historic cases."

Dr Williams added that he was hopeful an independent inquiry would not be needed.
"I hope that if we can get adequate professional independent advice on how we review this, that will meet the needs, but meanwhile we need to remind our parishes and people of the commitment they have entered into," he said.

"Every parish has got to have a child protection policy and it needs to work properly."

The head of the Church Child Protection Advisory Service, an independent body which assists churches and similar organisations in tackling the issue, said Dr Williams's statement was welcome but warned mistakes could still be being made.

"The archbishop said that in the past the church, and individuals in the church, haven't always been well-informed by the law and best practice, and I fear that is still the situation today in some quarters," David Pearson told the Today programme.

Sex abuse figures released by Down and Connor diocese

Fifteen priests have been accused of sex abuse in a 50-year period in the North's largest Catholic diocese, according to figures published today.

Down and Connor released the statistics following a similar move by the Derry diocese in the wake of the publication of the Ferns Inquiry.

According to the latest revelations:::
Three priests have been convicted.::
Five priests were dead at the time the allegations were made.::
£102,000 (€150,000) was paid to 10 people because of two clergymen.::
Two civil actions against one priest are pending.::
Two other priests have been suspended.::
A further two have retired.::
Three of the priests are still in ministry and one investigation has recently been reopened by police.

The priest in question denies the allegations - which dated back more than 20 years - while the other two priests were returned to ministry after their cases were investigated in 1992 and 1996.

Bishop of Derry Dr Seamus Hegarty yesterday confirmed allegations of child sex abuse have been made against 26 priests serving in the diocese over the past half century.

But the bishop, who investigated past and present claims with an independent expert, confirmed there had only been one successful prosecution.

One priest was stood down and was professionally assessed to be no risk and another paid money to a claimant but admitted no liability.

In another case, the alleged abuse happened outside Ireland while a separate probe is recent and ongoing, the bishop said.

The diocese released its figures following the Ferns Inquiry which found 21 priests had abused children in Co Wexford in the past 40 years.
