VATICAANSE UNIVERSITEIT START OPLEIDING KINDERBESCHERMING

(Kerknet)

Report: U.N. peacekeepers in Haiti had ‘transactional sex’ with hundreds of poor women

¨Jouw moeder danste de Hockey Pokey ¨

UNITED Nations peacekeepers sexually abused hundreds of vulnerable Haitian women and girls desperate for food and medication, an explosive new investigation has revealed.
A draft report by the Office of Internal Oversight Service, which audits the UN, found peacekeepers engaged in “transactional sex” with more than 225 women and girls in the stricken Caribbean country.
Investigators interviewed 231 people in Haiti a year ago who said they’d had sex with UN peacekeepers for emergency supplies.
“For rural women, hunger, lack of shelter, baby care items, medication and household items were frequently cited as the ‘triggering need’,” the report said.
Urban and suburban women received “church shoes”, mobile phones, laptops and perfume, as well as money.
“In cases of non-payment, some women withheld the badges of peacekeepers and threatened to reveal their infidelity via social media,” the report said
“Only seven interviewees knew about the United Nations policy prohibiting sexual exploitation and abuse.”

Het verhaal van de aal
None of the women knew about the mission’s hotline for reporting abuse and exploitation.
Each of those instances of “transactional sex”, the report said, would be considered prohibited conduct under UN guidelines, “thus demonstrating significant underreporting” of sexual abuse.
It was not clear how many peacekeepers were involved.
The bombshell report, obtained by The Associated Press, also found that about a third of alleged sexual abuse involved girls aged under 18, with assistance to victims “severely deficient.”
The draft report doesn’t say over what time frame the “transactional sex” in Haiti occurred.

The peacekeeping mission there was first authorised in 2004 and, as of the end of March, had more than 7000 uniformed troops.
Haiti has been devastated by a string of major disasters, including floods in 2004 which caused thousands of deaths and a 7.0-magnitude earthquake in 2010 which killed more than 222,000.
The Haiti mission is one of four peacekeeping missions that have accounted for the most allegations of sexual abuse and exploitation in recent years, along with those in Congo, Liberia and South Sudan.
One of the UN staffers who produced the report would not comment, saying it was better to wait until it was released publicly.
A spokesman for the peacekeeping office didn’t immediately respond to a request for comment.
An average investigation by OIOS, which prioritises cases involving minors or rape, takes more than a year.
They look at the way UN peacekeeping, which has about 125,000 people in some of the world’s most troubled areas, deals with the persistent problem of sexual abuse and exploitation.
The report, expected to be released this month, says major challenges remain a decade after a groundbreaking UN report first tackled the issue.
One of the problems is that sexual exploitation remains significantly underreported in such missions.
The UN doesn’t have a standing army and relies on troops contributed by member states.
The states are responsible for investigating alleged misconduct by their troops, though the UN can step in if there’s no action.
In their response to the report’s findings, which is included in the draft, UN peacekeeping chief Herve Ladsous and field support chief Atul Khare point out that while the number of peacekeepers has increased dramatically over the past decade, the number of allegations of sexual abuse and exploitation have gone down.
For all of last year, the total number of allegations of sexual abuse and exploitation against members of all UN peacekeeping missions was 51, down from 66 the year before, according to the secretary-general’s latest annual report on the issue.
The UN prohibits “exchange of money, employment, goods or services for sex,” and it strongly discourages sexual relationships between UN staff and people who receive their assistance, saying they are “based on inherently unequal power dynamics” and undermine the world body’s credibility.

Frustration mounts as Neskantaga First Nation goes more than 20 years without safe drinking water

Feds spent $1M on bottled water in First Nation with broken water plant, chief says

The chief of Neskantaga First Nation in northwestern Ontario says, after 20 years under a boil water advisory, he can't understand why his community has slipped down the federal government's priority list for safe drinking water.
Chief Wayne Moonias met with officials from Aboriginal Affairs and Northern Development Canada in Thunder Bay on Thursday.
bron
He said department officials told him that Neskantaga is number 19 on the government's priority list for spending on water plants. Previously, Moonias said the community was told it was fourth on that list.
"We're over 20 years already where our people haven't been able to get the water they need to drink from their taps or to bathe themselves without getting any rashes," Moonias said.

Boil water advisory since 1995

The boil water advisory was issued for Neskantaga in 1995 because the water from the community's then two-year-old water plant often tested positive for high levels of chlorine and harmful disinfectant products.
Now, some people are walking more than a kilometre each day and carrying fresh water home from the lake or from the reverse osmosis water system that is not connected to the community's water mains, Moonias said.
The limited capacity of the reverse osmosis system means bottled water is sometimes flown in, at a hefty cost, he said.
"Our accountant estimates that at least a million dollars has been spent on bottled water," Moonias said. "Yet the government says they don't have any money."

$1M for bottled water vs. $5.8M for water plant

A 2013 report, funded by the federal government, set the total cost to design and build a new water plant in Neskantaga at $5,851,200. Moonias said after Thursday's meeting he's frustrated that the government appears unprepared to act on that report, or offer any help at all.
A spokesperson for Aboriginal Affairs confirmed to CBC News that department officials met with Moonias, but said she could not meet CBC's request for information about the outcome of the meeting.
Meanwhile, former Liberal leader Bob Rae wrote a letter asking the Minister of Aboriginal Affairs to fund a new water plant in Neskantaga. Rae is the negotiator for the community and eight other First Nations in their talks with Ontario about the Ring of Fire mining development.
"There is no time to waste," Rae wrote in the letter dated May 27. "Lives are at risk."
In response to Rae's letter, a spokesperson for Aboriginal Affairs Minister Bernard Valcourt said that since 2006 the federal government has invested approximately $3 billion to complete more than 220 major projects and funded maintenance of over 1,200 water and wastewater treatment projects.

Want alle mannen wreven in d'r handen

Canada must confront the truth

By: Murray Sinclair and Stuart Murray
11/1/2014

In 2008, the Canadian Museum for Human Rights began its formative work by travelling across the country to listen and learn from people about their human rights experiences. In the same year, the Truth and Reconciliation Commission of Canada began its work of listening and learning from Indian residential school survivors and their descendants. The stories people told both the museum and the TRC were powerful and reflected different ways of understanding justice and equality. The stories provide a foundation to approach the challenging issues and conversations around both human rights and indigenous rights.

Since the TRC began its work, the public conversation around residential schools and the devastating effects of colonization has grown. Survivors have been vocal in rejecting a society marred by racism and exclusion, and the result is that all Canadians are looking for new ways to listen and understand each other. There are many unknowns, but what we do know is we cannot continue as we have in the past and that reconciliation will be a long journey. After all, Indian residential schools operated for more than 100 years in Canada, but it's only recently people have begun to listen.

In 2008, the Canadian government delivered a formal apology to residential school students for the abuses they endured, for the schools themselves, and committed itself to a new relationship.

In 2010, the first national event of the TRC took place in Winnipeg, which marked the beginning of a five-year process and six more national events. These events are important steps in publicly acknowledging and taking responsibility for the damage these schools inflicted on indigenous communities and individuals. On Nov. 12, 2010, Canada endorsed the United Nations Declaration on the Rights of Indigenous Peoples, further reflecting the ongoing need in Canada to take indigenous rights seriously.
Today, the desire for appropriate acknowledgement of the harm done by colonization, including the residential school experience, is more and more framed in terms of genocide.

The term genocide was developed by legal expert Raphael Lemkin, who also led the successful effort to make genocide a crime under international law. Lemkin's writings clearly connected genocide and colonization.
Among the events he considered genocide included the colonization of Tasmania and the invasion of North America by the Spanish. Lemkin's understanding of genocide and its relationship to colonization is examined in depth within the Canadian Museum for Human Rights. Many of the exhibits in the museum rely on the voices of people who have direct experiences with human rights issues, and the exhibits on residential school experiences in Canada are no exception.

They include testimony gathered at TRC events from residential school survivors, some of whom name their experience as genocide. Alongside these testimonies are exhibits that document the buildup to establishing residential schools, the violations against the indigenous and human rights of indigenous people, and attempts to deny, minimize or hide the violations. Finally, the struggle to break the silence about the horrors experienced by many is profiled. These exhibits highlight ongoing efforts to have these violations recognized as genocide.

The right to declare a particular act as criminal is one reserved exclusively to properly constituted courts. Therefore, neither the museum nor the TRC have the authority to declare Canada's treatment of aboriginal students in Indian residential schools as an act of genocide.

However, based on Lemkin's published and unpublished works, the entire process of colonization of North America from the time of contact, including the forcible removal of aboriginal children from their families to send them to residential and boarding schools, would appear to have been aimed at eliminating aboriginal peoples of North America as a distinct racial group.

We need to take seriously the perspective that the entire process of colonization in Canada would fall within the definition of genocide as contained in the UN Convention. Confronting honestly and deeply such realities of colonialism in Canada is one of our most important human rights tasks. Taking the question of genocide seriously is part of that conversation, a conversation that can only move forward with education and awareness. Both the TRC and the museum are committed to providing essential spaces for truth-telling, education, conversation and reflection. Each of us has a responsibility to take part in these conversations, within families, within schools and workplaces, and within the broader community.

The Honourable Justice Murray Sinclair is the chairman of the Truth and Reconciliation Commission of Canada. The commission's final report is expected in June 2015. Stuart Murray is the outgoing president and CEO of the Canadian Museum for Human Rights.

THE FORMER papal nuncio to Ireland archbishop Gaetano Alibrandi left Dublin and the Vatican’s diplomatic service in 1989 after it emerged there were large amounts of unaccounted for money in three Irish bank accounts belonging to him.

The money is believed to have originated in South America. He had been papal nuncio to Chile from 1961 and led the Chilean delegation to the second Vatican Council, which opened in October 1962.
Dr Alibrandi was papal nuncio to Ireland from 1969 and during his 20 years in the Republic he is believed to have been involved in the appointment of 26 Catholic bishops.

The disclosures about the circumstances of his departure from Ireland and the Vatican’s diplomatic service were disclosed in the Dr Garret FitzGerald Memorial Lecture at UCC last night by Seán Donlon, former secretary general at the department of foreign affairs.

Speaking to The Irish Times yesterday, Mr Donlon said: “It came to our [Department of Foreign Affairs] attention that a substantial amount in three bank accounts in Dublin [held by the archbishop] were way in excess of what was needed to run the nunciature. The source [of the money] appeared to be South America.”

He continued: “Because of its size, we thought it appropriate to ask if the funds belonged to the Holy See.” When contacted for an answer, Dr Alibrandi “quickly answered ‘no’ and that they belonged to ‘family’. When it was pointed out to him that the money was then liable under Irish taxation law to Dirt, he said he would retire shortly and the accounts would be closed”.

Shortly afterwards Dr Alibrandi returned to his native Sicily, where he died in 2003, at the age of 89. A former personal secretary to cardinal Giovanni Battista Montini, who became Pope Paul VI in 1963, Dr Alibrandi was a noted Provisional IRA sympathiser during his tenure in Ireland. He had “a very testy relationship with three taoisigh – Jack Lynch, Liam Cosgrave and Garret FitzGerald,” Mr Donlon recalled.

The archbishop put pressure on the government over the hunger strike by IRA chief-of-staff Seán Mac Stíofáin in 1972, during which the latter was visited at the Mater hospital in Dublin by Catholic archbishop of Dublin Dermot Ryan and his predecessor John Charles McQuaid.

Similar pressure was applied by Dr Alibrandi in 1977 when Martin Ferris and other republican prisoners went on hunger strike at Portlaoise prison.

Mr Donlon also recalled a terse meeting between Pope Paul VI and then minister for foreign affairs Garret FitzGerald in March 1977 over an appeal by the Irish government that the 1907 Ne Temere mixed marriage decree be relaxed for Ireland. This appeal was refused.

The not forgotten Irish Reward 2011 to Phyllis Morgan and Sally Mulready

IFGB co-Chairs Ruth McCarthy and Basil Geoghegan presented the 'Forgotten Irish' Award to Phyllis Morgan and Sally Mulready for their outstanding support of survivors of abuse in Irish institutions. Sally and Phyllis are survivors themselves and they have worked tirelessly for over 10 years to give survivors in the UK a voice.

Guests were welcomed to the magnificent House of Lords by IFGB Director Sheila Bailey. Basil Geoghegan spoke about his time on Everest and was delighted to announce that he has raised almost £112,000 to be used to help survivors of industrial abuse in the UK, presenting the award to Sally and Phyllis Basil said that survivors of abuse "have their own Everest to climb every day, and not one which they chose, but one that was thrust upon them".

Irish ambassador Bobby McDonagh also attended the ceremony, he likened the indifference shown to children in Irish institutions and the women of the Magdalene laundries to a famous Bob Dylan quote "How many times can a man turn his head, pretending he just dosen't see?" and was delighted to see these people being recognised through the Ireland Fund.
