CHILD ABUSE MARCH: Grandola vila morena

Archbishop praises 'man of principle' as atonement priest ends epic walk
Wednesday, January 7, 2009
RONAN McGREEVY

CHILD ABUSE MARCH: FATHER MICHAEL Mernagh ended his 300km walk of atonement yesterday afternoon with applause from a waiting crowd and an embrace from Archbishop of Dublin Diarmuid Martin.

The archbishop was waiting on the steps of the Pro-Cathedral to welcome back a priest who has been calling for the resignation of the Bishop of Cloyne, Dr John Magee, since it emerged that the Catholic Church's own investigation had revealed serious flaws in the Cloyne diocese's handling of allegations of clerical sex abuse.

Though he is 70, Fr Mernagh, a former marathon runner, began his walk from the seat of the diocese at Cobh Cathedral on December 30th without training or preparation and at a time when most people's minds were on festive matters.

"He's a man of principle. I respect anybody like that. I appreciate very much his gesture, but it's his day and it's a credit to him," said Archbishop Martin whose public gesture of support for Fr Mernagh is likely to make life more uncomfortable for the embattled bishop.

Fr Mernagh was anxious to arrive on time, but, despite visits to Our Lady's Hospice in Harold's Cross and Christ Church Cathedral, the sprightly pace that the Augustinian priest has kept throughout his 300km odyssey meant that he arrived 11 minutes before his scheduled 1.30pm finish.

At 10am the priest set out from the Augustinian Novitiate in Templeogue in the company of about a dozen supporters including a Traveller couple, Mick "The Man" Connors and his wife Nan, who Fr Mernagh had helped back in 1984 when he stood in front of a bulldozer to prevent them being evicted from a site.

By the time he completed his journey he was joined by at least 50 others. They included Paddy Doyle, the wheelchair-bound author of The God Squad, the searing autobiography which was published in the 1980s before the trickle of clerical sex abuse allegations became a flood, fellow abuse victim Marie Collins and the co-ordinator of Irish Survivors of Child Abuse (SOCA) John Kelly.

They were joined by Barnados' chief executive Fergus Finlay, Sister Stanislaus Kennedy and Travellers from the Pavee Point project. Augustinian priests Fr Liam Ryan and Fr Ben O'Brien also shared the journey.

Fr Mernagh's first act on arrival at his final destination was to praise the weather, which has been remarkably dry throughout his walk given the time of year, the Irish countryside and the support of so many people.

"I realise one thing, though, as I'm ending this part of my journey: our journey to give justice and to make atonement is only beginning," he said.

"I have called, as I've called in the past, on the priests and bishops for a new heart of atonement. We must recognise that we are all at fault to allow this horrific history of clerical child abuse to go on. We need to come out of our denial, all of us, and ensure that this never happens again.

Before he began his walk, Fr Mernagh paid a visit to Bishop Magee. "As I told him in the sacristy in Cloyne, he must carry out his responsibilities. If he has failed, or I have failed, then I have to take the consequences of that.

"For the sake of his own clergy and his people, he has admitted he has been at fault. It is logical for him to step aside on all accounts.

Fr Mernagh laid the placard which he carried around his neck on the altar of the Pro-Cathedral and, after leading the congregation in the Magnificat, received a standing ovation from the crowd.

Atonement priest nears end of walk

A PRIEST who has been walking for nine days to atone for clerical sex abuse will finish his walk tomorrow when he arrives at Dublin’s Pro-Cathedral.
Fr Michael Mernagh (70) began his trek in Cobh, Co Cork, on December 29th and has walked more than 150 miles to date.

He held a vigil on Christmas Eve outside St Colman’s Cathedral to protest against the Diocese of Cloyne’s handling of sex abuse claims and the Church’s other failings over clerical sex abuse.

Fr Mernagh said he had been blessed by the weather on his journey which has been remarkably dry for the time of the year and by the dozens of people who had joined him on his walk.

“The more I have walked the more I feel it [child sex abuse] is widespread beyond our comprehension. I don’t think priests or bishops understand how widespread and serious it is.”

He will walk from Blessington, Co Wicklow, to Rathfarnham, where he trained as a priest, today.
People will be shocked by sex abuse report, says archbishop
Archbishop Diarmuid Martin: "The Ferns Report shocked clergy, the church, the nation. It would be foolish not to realise that this will also be the case now."
'staggering' 400 people are known or suspected to have suffered clerical sex abuse at the hands of priests in the Dublin diocese, Archbishop of Dublin Diarmuid Martin tells Patsy McGarry

It would be fair to say that few institutions face 2009 with such dread as the Catholic Church in Ireland. Not alone will it have to deal with the effects on its services of the economic downturn and its losses on the stock market, but it must also anticipate publication of four separate reports on clerical child sex abuse from among those in its ranks.

It begins this week, on Wednesday, when Minister of State for Children Barry Andrews will present a HSE national audit on child protection practices in all the State's Catholic dioceses, including Cloyne, to the Cabinet.

Later this month the church's own independent watchdog, its National Board for Safeguarding Children (NBSC) in the Catholic Church in Ireland, will present its audit of such practices in all Catholic dioceses on the island.

Then, at the end of the month, the report from the Dublin Archdiocese Commission of Investigation into how the archdiocese handled allegations of clerical child sex abuse between January 1st, 1975, and April 30th, 2004, is expected to be published.

No one believes it will make for pleasant reading.

And in February, the Commission to Inquire into Child Abuse is expected to publish its report on the abuse of children in reformatories, industrial schools and orphanages run by 18 Catholic religious congregations throughout the State. This year promises to be yet another annus horribilis for the Catholic Church in Ireland.

Where the Dublin Commission is concerned, Archbishop Diarmuid Martin is "happy it is coming to a conclusion. I hope they have time to finish it and don't have to truncate its work unilaterally". He is under no illusions as to what is expected.
"People are going to be shocked," he said.
...
Archbishop Martin said he had been giving out figures covering the 68-year period since 1940, which is over twice the time span being inquired into by the commission as he wished to accommodate living memory and every priest of the archdiocese ordained since 1940. It was also the case that "our detection rate, as opposed to the rest of society, is very high", he said.

He recalled how "over the last few years there has been a growing awareness of the effects abuse has on children and how it doesn't go away. I presented 66,000 documents to the commission, which I read in large part. It was not nice reading. It was revolting. Saying 'sorry' is all I can say, but it doesn't mend people's lives," he said.

In the weeks before Christmas he had meetings with priests of the archdiocese to prepare them for publication of the commission report. He couldn't even tell them about his own dealings with the commission, as "it's an offence".

But as a general observation on its work, he found the commission's conduct of the investigation "very beneficial . . . with no leaks".

He won't know what is in the report until it comes out, but suspects that "a lot of priests will be very hurt" by its findings.
Charity wants gardaí to deal with clerical abuse cases

ONE IN Four, the charity that provides support for people who have suffered sexual abuse, has said "all discretionary action regarding the safeguarding of children be removed from the church".

Responding to the ongoing controversy about how allegations of clerical sex abuse were handled in Cloyne, the charity said at the weekend that all allegations of sexual abuse should be "referred immediately as a matter of course to the HSE and the gardaí, the only authorities who have the expertise and competence to investigate allegations".

However, Catholic bishops have repeatedly called for changes in legislation to be made in the Republic so they can fully comply with State requests for all information they possess on child sex abuse allegations.
Bishops in cross-Border dioceses have been supplying all such information to the Northern Ireland authorities, while still being unable to do so in the Republic.
Bishop Leo O'Reilly of Kilmore diocese and chairman of the Bishops's Commission on Education, has told the Joint Oireachtas Committee on Education and Science in the past that the Catholic Church here was fully in favour of mandatory reporting where this was protected by law and State policy.

He said the Ferns Report (2005) had called for legal changes to be made in relation to reporting of cases and on "executive privilege", to protect those participating in inter-agency groups with gardaí and health authorities from potential legal actions relating to suspicions, rumour, innuendo or complaints that were "demonstrably untrue".

He also called for the "introduction of a system of vetting and clearance similar to the Protection of Children and Vulnerable Adults (Pocva) system operated in Northern Ireland ".

He said an all-island system was required. "Indeed a European-wide system would be welcome," he said.

The Pocva system allows for agencies to share what was described as "soft information" - rumour or anecdotal evidence that a person could pose a danger to children.

Last March, in a submission by the Catholic bishops to the Joint Oireachtas Committee on the Constitutional Amendment on Children they described as "a critical area" under consideration by the committee, "the provision of legal authority for the collection and exchange of information relating to the risk or actual occurrence of child sexual abuse".

From the late 19th century right up to the 1970s, an estimated 150,000
native children – First Nations, Inuit and Métis – were packed off to the
schools, funded by the state and run by the Catholic, Anglican and United
churches.

The story has taken a more sinister turn, with allegations about death
by torture, fatal medical experiments, forced sterilisation and secret burials
in mass graves filtering into the public domain.

These allegations have been gathered and disseminated by Kevin Annett,
a defrocked minister who was thrown out of the United Church in 1996 for his
part in exposing the schools scandal and the clergy's sale of entrusted native
lands to a logging company.

Fred Hiltz, primate of the Anglican Church of Canada, apologised last
year on behalf of the religious authorities.

"We failed them, we failed ourselves, we failed God. We failed because
of our racism and because of the belief that white ways were superior to
aboriginal ways," he said. Canada's Truth and Reconciliation Commission (TRC)
has responded to the claims over Mr Annett's allegations by ordering maps to be
drawn up of possible burial sites and research into numbers and causes of death.

"We have built false models of God and we have built false models of Church which become ideology or rule book or power structure rather than the place where in our vacillation we can turn to a God who is always faithful and who will bless us and protect us. " Diamud Martin 01-01 -2009

The Vatican will no longer automatically adopt Italian laws as its own when a new statute comes into effect on Thursday, according to Vatican daily Osservatore Romano.Jose' Maria Serrano Ruiz, president of the Commission for the Revision of the Code of Vatican Law, said the move was motivated by the ''exorbitant number'' of Italian laws, as well as their ''instability'' and frequent contrast with ''the irreversible principles of the Church''.Although the Vatican is an independent city-state, its residents are largely recognised as Italian citizens.Under the current statute signed by Pope Piux XI in 1929, Italian laws are accepted by the Holy See except in cases where there is ''radical incompatibility'' with the basic principles of canon law, Ruiz said. But the new statute signed by Pope Benedict XVI will mean all Italian laws will have to be examined by Vatican authorities before they are adopted as part of the city-state's own legislation.Italian Parliament Relations Minister Elio Vito said Wednesday that he agreed ''from a technical point of view'' with some of the criticism published in Osservatore Romano.''There's no doubt that there are too many laws, they are often written badly and they are sometimes not very understandable,'' he said. But he pointed out that Simplification Minister Roberto Calderoli has been working to cut more than 36,000 laws, most of which were passed before Italy's Constitution went into effect in 1948, from the Italian code.Vito added that an ad hoc committee in the Chamber of Deputies was at work to eliminate ''those mysterious references and paragraphs and articles with which everyone has come unstuck at least once'', while the government also plans to publish laws online to improve accessibility.Opposition Democratic Party Senator Giorgio Tonini meanwhile leapt to the defence of Italian law in daily newspaper La Stampa, expressing surprise at what he described as the Vatican's ''peremptory failing'' of the democratic Italian system. ''Parliament produces laws based on the changeable course of public opinion, there is a continuous political discussion and the general vision changes according to whether the centre-right or centre-left are in power,'' he said. The Vatican's new statute also states that the Holy See will scrutinize international treatises before deciding whether to sanction ''the explicit admission of conformity of the Holy See'' - a measure that has been implicit in the past. The move comes in the wake of a flap over a French proposal that the United Nations approve a declaration decriminalising homosexuality, which was backed by Italy but which the Vatican partly condemned, enraging gay rights groups. The Vatican delegation at the UN urged countries around the world to decriminalise homosexuality but criticised the wording of the proposal, saying it went too far in an attempt to place different sexual orientations on the same level.

Priest's long march: Cobh to Dublin

A Dublin-based Augustinian priest will this morning begin a nine-day "walk of atonement" for all who have suffered clerical child sex abuse, from Cobh to Dublin's Pro-Cathedral.
Fr Michael Mernagh (70) has invited everyone to join him "if only for a few yards of the road".
He leaves Cobh at 9am with the aim of arriving at Dublin's Pro- Cathedral on January 6th, the Feast of the Epiphany.

His walk was prompted by the recent critical report by the National Board for Safeguarding Children in the Catholic Church in Ireland.

Fr Mernagh has spent two nights over Christmas outside St Colman's Cathedral in Cobh, in a vigil for victims of clerical child sex abuse. Fr Mernagh said Bishop of Cloyne Most Rev John Magee had given his blessing to the venture.

Fr Mernagh said clergy in Cloyne were "in a state of stress. Everybody is really suffering." Today he hopes to get as far as Youghal.

Pope Benedict XVI celebrated Christmas Midnight Mass early Thursday by sending out an appeal for children who are abused, forced to live on the street or serve as soldiers.
In the splendor of St. Peter's Basilica, Benedict marked the birth of Jesus with a call to the faithful to help children who are denied the love of their parents and those who are exploited across the world.
"The Child of Bethlehem summons us once again to do everything in our power to put an end to the suffering of these children," he said.
Delivering his homily in Italian, Benedict recalled the plight of "street children who do not have the blessing of a family home, of those children who are brutally exploited as soldiers and made instruments of violence, instead of messengers of reconciliation and peace."
He also spoke of minors who are "victims of the industry of pornography and every other appalling form of abuse, and thus are traumatized in the depths of their soul."

De incestueuze Kerk: How can I baptise innocent children into a system when they run the risk of being abused and never see justice?

Ex-Cloyne priest joins calls for bishop to resign
By Claire O’Sullivan
Monday, December 22, 2008

A PRIEST who left the Diocese of Cloyne nine years ago over his deep disgust at how child sex allegations were being covered up has joined the growing number of people calling for Bishop John Magee to resign, saying it is in the best interests of the Church.

Father Matthew Ring stood down from the diocese in 1999 due to his “utter disillusionment and deep disgust” with its handling of sex abuse complaints. He called on the Minister for Children, Barry Andrews, to ask the Dublin Archdiocese Commission of Investigation to further examine practices in Cloyne.

“I posed the question to Bishop Magee at the time of my resignation: how can I baptise innocent children into a system when they run the risk of being abused and never see justice? What I got was a stoney silence,” he said.

Just last Easter, Fr Ring, from Ballyhea, near Charleville in Co Cork, approached the bishop about a family who had made a complaint against the diocese “but were getting the runaround”.

“I got the same reaction as ever. I pressed upon him that victims of abuse require truth, validation, redress and closure. He went silent.
What has been allowed to happen is vile in the extreme.”

Opposition politicians, victims of alleged abuse in Cloyne and the lay religious organisation Voice of the Faithful have all said Bishop Magee’s position is untenable. However the bishop has said he won’t resign, emphasising the allegations in the report were not proven and he is implementing all of the recommendations.

Fr Ring, 48, now lives in Southampton. “I am still a priest. But I believe the Church has forgotten about its people,” he said.

A spokesman for the Minister for Children said a HSE report being compiled on the handling of abuse claims in Cloyne is being examined by legal teams and could not give a date for its publication.

Cloyne ondanks Ferns: geheim gehouden misbruik. Church 'cannot be trusted' with the safety of children

THE CATHOLIC Church “cannot be trusted to consistently put the safety of children above all other considerations”, Maeve Lewis, executive director of the One in Four group, said last night.

She was speaking following publication yesterday of a report into alleged incidents of abuse in the Diocese of Cloyne.

Ms Lewis called for an audit of child-protection practices in all Catholic dioceses in Ireland. “The State must intervene and bring the church into line with the rest of society,” she said.

The contents of the report were “devastating” and chronicled “repeated failures by the Bishop of Cloyne to ensure the safety of children in the diocese from sexual abuse,” she continued.

That this happened “as recently as 2006, after the publication of the Ferns Report, must put in question the ability of the Catholic Church to monitor its own child-protection practices,” she said. “We must wonder if other scandals are to come.”

Welcoming publication of the report, Aidan Canavan, National Board for Safeguarding Children in the Catholic Church (NBSC) chairman, said it validated the church’s decision to set up the independent board, which was “satisfied that the current positive working relationship with Cloyne ensures that the safety of children in the area is a top priority”.

NBSC chief executive Ian Elliott, who prepared the report, said yesterday it was “encouraging to note that so much progress has been made since the findings of the review report were accepted and the decision was made to work co-operatively with the national board. We look forward to achieving even more in the months ahead.”

Minister for Children and Youth Affairs Barry Andrews “strongly” welcomed publication of the report which, he said, would “help allay concerns that information was being purposely withheld from victims of abuse and the wider public.’’ He intended publishing a HSE report on child protection in Cloyne diocese “at the earliest possible date”.

However, Fine Gael spokesman on children Alan Shatter described the report as “a damning indictment of the failure on the part of church authorities to implement essential child-protection procedures”. It was “incomprehensible that 10 years after publication of the Children First: Child Protection Guidelines and after two decades of revelations of clerical sexual abuse there remains at the highest levels a pervasive culture of cover-up and secrecy,” he said.

He questioned the manner in which Mr Andrews dealt with the report. He asked “why did the Minister suppress the report when his department received it in July?” Did the Minister “meet with the CEO of the NBSC or seek a meeting with the church authorities in the diocese of Cloyne to discuss the report?” he asked.
