Hierbij verzoek ik U vriendelijk, en gezien het belang zeker voor direct betrokkenen dringend op Uw website onderzoekrk.nl enige informatie, mogelijk een link?, op te willen nemen naar de Council of Europe Parliamentary Assembly’s (PACE) Committee on Social Affairs en de door door haar gehouden hearing 22 juni jl in Straatsburg.

Deze hearing over misbruik in instituties was mogelijk doordat vroegere slachtoffers van dit misbruik als volwaardig en volwassen burger,al dan niet meer religieus gelovig, de moed hadden hun mond ( te leren) open te doen, volksvertegenwoordigers en (delen) van de RK Kerk eindelijk de verantwoordelijkheid namen te luisteren en hun werk op dit terrein te doen. Zoals dat ook de keuze voor en van U en Uw Commissie(leden) was.

Ik ben geschokt dat, voorzover ik kan overzien noch de Kerk(en) noch de hier aan gelieerde media in Nederland aandacht hieraan schonken. Zoals dit al die jaren het geval is geweest, met alle gevolgen van dien.
Ontwikkelingen in het buitenland werden geacht zich af te spelen in het illustere Verwegistan. Waarmee kostbare jaren van noodzakelijke oplossingen verspild werden ten koste in ieder geval van levens(geluk), veiligheid, Mensenrechten van direct betrokkenen en hun kinderen. Hernieuwd: met alle destructieve gevolgen van dien.

Niet alleen in Ierland, ook in Duitsland en Zwitserland, Oostenrijk werden andere keuzes gemaakt, door kerk, politiek en vooral slachtoffers.
(Zoals zeker de Ierse belastingbetaler noch jaren direct met die keuze geconfronteerd zal zijn, keuzes en kosten van gevolgen welke in Nederland maatschappelijk en persoonlijk verstopt zitten).

Het seksueel misbruik in de RKK werd ook gepleegd binnen de instituties.

Ondanks de keuzes van Uw commissie, de Nederlandse Bisschopsconferentie en de Konferentie Nederlandse Regieuzen (eventueel de media) meen ik dat het in het directe is van zeker direct betrokkenen, op zijn minst de mogelijkheid te hebben te zien dat het zin heeft keuzes te maken en de destructieve minachting van het niet luisteren voor de toekomst daadwerkelijk afgelopen is.

Sorry's zonder daadwerkelijke daden zijn géén sorry's maar is je er van af maken dan wel chantage tot hernieuwd zwijgen, hernieuwd misbruik.
Ook het Vaticaan zal niet hebben meegewerkt aan deze hearing omdat de Heer Massimo Introvigne niets beters te doen had.

Dankzij de techniek - en belastinggeld - is het mogelijk voor ieder van ons de keuze te maken zich te informeren.
Ik verzoek U daarom dan ook dringend om ook via Uw website op zo'n eenvoudige wijze die keuzemogelijkheid ter beschikking te stellen.

Eigenlijk reken ik daar gewoon op en neem ik aan dat mijn onsteltenis dat die informatie via de site van Uw commissie tot heden ontbrak een kwestie van gebrek aan communicatie (resp. het inwerken op de noodzaak van openlijke communcatie ) was.
Hopelijk is dat dan bij deze opgelost. De keuze voor Mensenrechten en het gereedschap daartoe maak je immers met gebruik van ieders mogelijkheden/gereedschapskisten, ongeacht positie.

Graag bedank ik u voor uw e-mails. Zoals u wellicht via de media vernam, verzochten de Nederlandse Bisschoppenconferentie en de Konferentie Nederlandse Religieuzen mij een vooronderzoek naar vermeende praktijken van seksueel misbruik in de Rooms-Katholieke Kerk te doen.


Inmiddels heb ik mijn vooronderzoek afgerond. Mijn bevindingen heb ik neergelegd in een advies aan de Nederlandse Bisschoppenconferentie en de Konferentie Nederlandse Religieuzen. In mijn advies pleit ik voor een breed wetenschappelijk onderzoek dat licht gaat werpen op de aard, omvang en omstandigheden van seksueel misbruik in de Rooms-Katholieke Kerk van Nederland. Het onderzoek zou ook de hulpverlening aan slachtoffers moeten bevorderen en maatregelen aandragen om herhaling van seksueel misbruik tegen te gaan.

Op 11 mei 2010 hebben de bisschoppen en de KNR laten weten in te stemmen met de door mij voorgestelde onderzoeksopzet en met de beoogde samenstelling van de onderzoekscommissie. Desgevraagd heb ik mij bereid verklaard de commissie voor te zitten.

Binnenkort start de commissie met de organisatorische en logistieke voorbereiding van haar werkzaamheden. In de beginfase van het onderzoek zal voorrang worden gegeven aan advisering over de hulpverlening aan slachtoffers. Naar verwachting zal het onderzoek binnen uiterlijk anderhalf jaar afgerond zijn.

Met bijzondere financiële steun voor moeders wil de Noord-Italiaanse regio Lombardije het aantal abortussen verlagen. Vrouwen die zich in een financiële noodsituatie bevinden en ervoor kiezen af te zien van de oorspronkelijke plannen voor een abortus, zullen in de toekomst 250 euro per maand ontvangen voor hun kind totdat het anderhalf jaar oud is.

De regionale raad in Milaan heeft voor dit doel vijf miljoen euro beschikbaar gesteld. De maatregel moet gezinnen ondersteunen en het geboortecijfer doen stijgen, gaf regionaal voorzitter Roberto Formigoni als onderbouwing voor het besluit. "Geen enkele vrouw zou vanwege financiële problemen een abortus moeten ondergaan.”

Strasbourg, 21.06.2010 - Council of Europe Parliamentary Assembly’s (PACE) Committee on Social Affairs is to hold tomorrow, 22 June, in Strasbourg, a Hearing on "Child abuse in institutions: ensuring full protection of the victims", in the framework of the preparation of a report on the subject by Marlene Rupprecht (Germany, SOC). The hearing, which is open to the press, will take place from 8.30 a.m. to 10 a.m. in the Palais de l’Europe (Room 1).

Participants include :

Massimo Introvigne, Sociologist (Vatican City) ;
Marian Shanley, Member of the Commision to Inquire into Child Abuse (Ireland);
Christine Bergmann, Special Representative on Cases of Child Abuse (Germany) and
Helgard Van Hüllen, Member of the Executive Board of Victim Support Europe (Germany).

According to the motion for a resolution, considering accounts of physical and sexual child abuse occurring within residential facilities, boarding schools, churches and other institutional settings, it is regrettable regret that “the needs of the victims of this abuse have often been disregarded” both in the past and in the present.

European Governments should ensure that “any case of child abuse is subject to their criminal law system, and that perpetrators are prosecuted and all victims (and also whistleblowers) receive the same protection regardless of the institutional setting in which the crime was committed”.

1. Many countries, including Council of Europe member and observer states, have recently been faced with accounts of physical and sexual child abuse occurring within residential facilities, boarding schools, churches and other institutional settings.



2. The Parliamentary Assembly notes with regret that the needs of the victims of this abuse have often been disregarded – both in the past, when the offences occurred, and in the present, connected to the way they have been handled by the institutions concerned, the state and the media. The extent and duration of abuse situations is shocking and questions arise why they were not uncovered earlier.


3. In this respect, the Assembly asks itself whether appropriate control mechanisms – both internal and external - were lacking and why the control mechanisms in place have not been sufficient to ensure full protection of all children.

4. The Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse (CETS No. 201) stipulates that each Party shall take the necessary legislative or other measures to ensure that any intentional abuse of a child made by a person being “in a recognised position of trust, authority or influence over the child” be criminalised.



This Convention will enter into force on 1 July 2010.



5. The Assembly recommends that member states ensure that any case of child abuse is subject to their criminal law system, and that perpetrators are prosecuted and all victims (and also whistleblowers) receive the same protection regardless of the institutional setting in which the crime was committed.



6. The Assembly also urges member states to sign, ratify and implement the Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse without further delay, if they have not done so already.

BRUSSEL - Interview PETER ADRIAENSSENS IN DE TOUWEN Misschien is het juist de grote transparantie waarmee de commissie heeft gewerkt die haar de das heeft omgedaan, zegt Peter Adriaenssens. 'Wij hebben de aandacht getrokken. Misschien dat sommige mensen niet graag zagen dat wij het vertrouwen van het publiek genoten.'

Vandaag komt de commissie bijeen om te beslissen of ze nog doorgaat. Kan dat nog wel, na de inval van donderdag?'

Voor mij is het antwoord op die vraag neen. Dat heb ik vanaf dag één al gezegd. Maar de commissie moet nog de ruimte krijgen om een aantal zaken te overwegen. Zo krijgen we veel mails binnen van mensen die nu bezorgd tot zelfs panisch zijn. Wie zal allemaal kunnen lezen dat zij als kind misbruikt zijn, toen ze nog geen agent, arts of journalist waren? We hebben ook bepaalde juridische adviezen ingewonnen, die we samen willen bespreken.'De procureur-generaal van Luik zegt dat hij de inval normaal vindt: u had de dossiers zelf aan het gerecht moeten doorspelen.

'Sinds die fameuze 24 april, toen het misbruik door bisschop Roger Vangheluwe werd bekendgemaakt, hebben wij 475 aanmeldingen gekregen. Ik heb een ploeg moeten uitbouwen en ik heb een manier van werken op de sporen gezet. Ik wist dat ik verantwoording moest afleggen, en ik zou dat ook hebben gedaan. Ik had wel degelijk afgerekend willen worden op wat we in de commissie doen. In oktober. Niet na amper acht weken. Ik wil wel eens zien hoe ver het gerecht zal staan na amper acht weken.''Overigens zijn er mensen die ons gemeld hebben dat we met hun dossier naar het gerecht mochten stappen, een honderdtal. Maar de anderen hebben allemaal om discretie gevraagd.

'Waarom hebt u de dossiers van de mensen die het wel wilden, niet meteen doorgestuurd?'

Vanaf de start hebben wij duidelijk gemaakt dat alle zaken die slachtoffers jonger dan 28 jaar betroffen, direct bij het gerecht moesten worden gemeld, en niet bij ons. Vanaf 28 jaar, tien jaar na de meerderjarigheid, gaat de verjaring in. Als er ook maar een kleine kans op vervolging bestond, stuurden wij de zaak door.

''Recent heb ik een ploeg van twaalf hulpverleners opgeleid die gesprekken zouden voeren met mensen die aanstipten dat hun zaak ondanks de verjaring toch nog aan justitie mocht worden gemeld. Omdat niet altijd duidelijk is wat ze willen dat het gerecht te horen krijgt. Velen willen anoniem blijven. Ze willen alleen dat het gerecht op de hoogte wordt gesteld van bepaalde feiten in een school, bijvoorbeeld.

'Justitie zegt dat het niet u noch de slachtoffers toekomt om daarover te oordelen: als er een inbreuk is, moet die bij hen gemeld worden.'

Maar het gaat hier niet om pubers! De meeste slachtoffers zijn veertig, vijftig, zestig jaar oud. In een op de drie gevallen is de dader zelfs al overleden. Dan gaat het niet meer om vervolging, maar om erkenning: sommige slachtoffers willen graag een gesprek met een orde of een overste die nog leeft. Daarin zouden wij bemiddelen. Dat staat nu allemaal op de helling.''Aan al die mensen die vinden dat het niet ons toekomt, maar alleen justitie, zou ik ook willen vragen dat ze eens nadenken waarom zovelen zich bij ons hebben gemeld, die dat nooit eerder bij hen deden? Tot voor twee maanden was het misbruik in de Kerk nagenoeg onzichtbaar.

'Voelt u zich als vertrouwenspersoon misbruikt?'
Zo voelt het aan, ja: dat we als lokaas hebben gediend. Wij zijn vanaf het begin heel duidelijk en transparant geweest. Wij hebben altijd laten weten hoeveel dossiers we hadden en hoe we te werk gingen.''Onlangs hebben we ook laten weten dat er de jongste tijd niet zoveel nieuwe meldingen meer binnenkwamen. En juist dan vallen ze binnen. Misschien is het onze grote transparantie die ons de das heeft omgedaan. Wij hebben de aandacht getrokken. Misschien dat sommigen niet graag zagen dat wij zo'n groot vertrouwen genoten.

'Het gerecht zou vermoeden dat er binnen de Kerk een doofpotoperatie is gebeurd.'

Afgelopen zaterdag zouden wij 16 mensen spreken die ooit hun zaak voorgelegd hebben aan kardinaal Danneels. Dat is nu niet doorgegaan. We wilden van hen horen wat ze precies gezegd hebben tijdens dat gesprek, en wat ze nu verwachten. Want hoewel de commissie stricto sensu alleen individuele zaken moest behartigen, wilde ik tegen oktober ook uitspraken kunnen doen over de collectieve verantwoordelijkheid van de kerkelijke leiders. Dat waren we de samenleving verplicht. Ook dat is nu niet meer mogelijk.'


U ervaart de inbeslagname als een grote blijk van wantrouwen.'

Hoe anders kan ik het ervaren? Ze hadden bepaalde dossiers kunnen opvragen, maar ze namen alles mee. Welk probleem kunnen ze zien dat groot genoeg is om hier met tien man binnen te vallen en alles op te eisen, tenzij dat we zelf zouden frauderen?

'Justitie denkt blijkbaar anders over wat u als een samenwerking beschouwde.'
Dat kom ik ook nu pas te weten, helaas. Het is bijzonder jammer dat ze mij dat niet hebben verteld toen ik het college van procureurs-generaal heb ontmoet samen met de minister van Justitie. Waarom hebben ze toen geen bezwaar gemaakt?''

Ik heb altijd opengestaan voor elke dialoog met wie ook. Ik zie ook dat de samenwerking tussen de vertrouwenscentra en justitie wel werkt. Ook daar was er in de beginjaren veel wantrouwen. Maar men is er nooit op zo'n drastische manier binnengevallen. Nee, dit was ongezien. Ik kan u wel zeggen dat ik donderdag in de touwen hing.'

Chilean Archbishop Refers Child Abuse Case Against Priest to Vatican

Published: June 20, 2010SANTIAGO, Chile — The archbishop of Santiago, Cardinal Francisco Javier Errázuriz, has asked the Vatican to decide the fate of a prominent Chilean priest who has been accused by several former parishioners of sexually abusing them when they were teenagers.

On Friday the cardinal sent a report prepared by the Roman Catholic Church in Chile regarding the priest, the Rev. Fernando Karadima, to the Congregation for the Doctrine of the Faith in Rome. In a statement on the Web site of the archbishop of Santiago, Cardinal Errázuriz said he asked the Vatican to lift the 10-year statute of limitations for accusations of sexual abuse of a minor by a priest. That would permit the opening of a three-judge canon law trial to determine whether Father Karadima abused at least four boys who were parishioners at El Bosque parish, where he is based.

In a statement released Friday by his lawyer, Father Karadima, 79, spoke publicly for the first time since a criminal complaint was filed against him in April. He said he was innocent of the accusations and was “grateful” that the church investigation was being referred to the Vatican.

“Before God,” the statement said, “I believe that my acts cannot be the basis for the serious accusations that I have been submitted to publicly, with damage that is already irreparable.”

Father Karadima has not celebrated his customary Sunday Mass since the criminal allegations were made, and Cardinal Errázuriz said he had asked him not to perform any public clerical functions.

Father Karadima is the subject of a criminal investigation that is expected to conclude this month, said Juan Pablo Hermosilla, a lawyer representing some of the accusers. He said a prosecutor was scheduled to interrogate the priest on Tuesday or Wednesday.

“It is sufficiently clear that the abuses did in fact take place,” Mr. Hermosilla said. “What remains to be investigated is the length of time they went on.”

The initial criminal complaint filed in April accused Father Karadima of molesting at least four young men — three when they were minors — during the last two decades. Since a judge began hearing closed-door testimony, four other men have come forward to accuse the priest of sexually abusing them, bringing the total number of accusers to eight, Mr. Hermosilla said. One original accuser said the abuse began when he was 14.

Dr. James Hamilton, 44, a gastroenterologist, said that soon after Father Karadima chose him at 17 to be part of his Catholic Action youth movement, the priest began kissing him on the mouth and touching his genitals. On a retreat at a seaside town west of Santiago when he was 18, Dr. Hamilton said, the abuse went much further, and it continued for nearly 20 years.

Dr. Hamilton said that in 2005 he filed an official claim of sexual abuse by Father Karadima to a bishop outside the parish. No one responded, he said. Another accuser, José Murillo, said he wrote to Cardinal Errázuriz in 2003 to complain about the priest.

The cardinal said in April that he began an investigation in 2005 into the accusations against Father Karadima but suspended it after a short time. He did not reopen it until 2009, he said.

Filipijnen: Xavier Eubra de Borja, Church kicks out popular fake priest


A fake priest who reportedly built up quite a following through his “Latin Masses,” has had his priestly career cut short by a Philippines diocese.

Cubao diocese in Quezon City announced this week it had excommunicated former seminarian Xavier Eubra de Borja on June 2.

Father Fredrick Edward Simon said Bishop Honesto Ongtioco of Cubao issued the excommunication order.

De Borja, a resident of St. Ignatius Village in Quezon City, served as an altar boy at Christ the King Parish during his student days.

After leaving the country and entering a seminary in Russia, he returned to the parish in 2009 saying he was an “ordained priest” on vacation.

He even presented documents proclaiming himself a member of the Canons Regular of St. Augustine in France.

Taken in by the elaborate ruse, the parish accepted De Borja as a “guest priest” while on vacation, supposedly before returning to his “assignment in Russia.”

However, a check with the Vladivostok-based Mary Mother of God Mission Society, revealed that no Filipino priest was assigned there.

In the meantime, Church authorities also learned De Borja had celebrated Mass, heard confessions and conducted retreats and recollections while “on holiday”.

He reportedly attracted parishioners with his celebration of the Mass, which was described as “reminiscent of all the reverence and strict compliance with the movements and rituals whenever traditional Latin Masses are celebrated.”

Gathering to recall the 'disappeared'

On the heels of the Truth and Reconciliation Commission meeting, another gathering in Winnipeg on Sunday at 6 p.m. will pay tribute to thousands whose governments made them disappear and never said sorry.

"It's painful," said Ali Saeed, an Ethiopian refugee who is organizing the Night of the Disappeared at the West End Cultural Centre.

"Healing will take a long time," said Saeed, a Manitoba Human Rights Commission award winner, restaurateur and inner-city convenience store owner.
To help that healing, he's bringing together Ethiopians, newcomers from around the world and aboriginal people to host a night of reflection, Ethiopian cuisine and entertainment.

"Without healing, the pain will continue, and the parents will pass it on to the next generation," Saeed said. "For the next generation, there will be revenge."

Saeed, who was held as a political prisoner in Somalia, lost friends when the Ethiopian government cracked down on voices of dissent. Critics were killed or "disappeared" -- like so many others around the world who've called for human rights and social justice, said Saeed.

Winnipeggers from places like Burma, the Philippines, China, Sierra Leone and Congo will be at the fundraiser for Amnesty International. "We are the victims and these are my friends," he said.

A national group representing murdered or missing aboriginal women is on the event guest list. There will be performances by traditional drummers and dancers of African and Aboriginal heritage.

"The beauty of Canada is it's a country of many colours," said Saeed. People have the right to be who they are and express their ideas.

People are still disappearing in Ethiopia and elsewhere and can't be forgotten, Saeed said. Sharing the stories of those who've been killed or disappeared is important, but so is sharing a meal with a side dish of humour.

Rain made the already sombre residential schools gathering downright miserable Friday, but the sun and the Governor General arrive today.
Gov. Gen. Michaëlle Jean will spend most of Saturday afternoon at the Truth and Reconciliation Commission's gathering at The Forks, speaking with young people affected by the legacy of residential schools, attending a powwow and stopping to offer tobacco to the sacred fire that's burned throughout the four-day event.

The sun will arrive with her (at least, for the most part), following two rainy, blustery days that damped attendance and forced organizers to cancel some tent events and move others inside.

Despite the rain, parking at The Forks was scarce Friday and about 200 people crammed into a large rehearsal hall at the Manitoba Theatre for Young People to hear female elders share their residential school statements.
"I hear some people say 'you should get over it,' " said a James Bay Cree woman who spent six years in the Mohawk school in Brantford.

"It took a long time for people to come out of there. It took 100 years, maybe more, to cause this to happen to my people and you think we can get over it in one year, two years, three years...?"
As many survivors have throughout the event, the women shared snippets of vivid childhood memories from their time at some of the country's 150 residential schools.

One woman recalled the crisp, white sheets and the perfect centre part in the hair of the man who sexually assaulted her as a girl.
The statements were beamed to a television screen in the theatre's lobby, which attracted another group of people who lined the staircase as dripping volunteers carried in more folding chairs.

Meanwhile, statement-takers heard the stories of dozens more survivors in private at the Inn at the Forks.
At least 1,000 statements will be taken, and maybe more, when the event wraps up today.
Winnipeg, where the TRC is headquartered, was the commission's first of seven national events, and it was organized on the fly to give the process some momentum after a rather slow start since its creation.

Jean relaunched the process with three new commissions -- including Manitoba Justice Murray Sinclair -- at Rideau Hall last fall in an emotional ceremony, and she has taken a particular interest in aboriginal issues.

At that ceremony, Jean said she is haunted by photos of aboriginal children being plucked from their families, herded onto trucks and forced to go to residential schools.

"They were so small," she said.
"I could not help thinking about all the parents and grandparents. I could not help thinking how many never saw them again, never found out what happened to them."

Winnipeg's event ends tonight with a fireworks display and the passing of the sacred fire's ashes to survivors from Inuvik, where the next national event will take place in 2011.

Mounties' role in historic tragedy probed Police agency early proponent of school system

The Truth and Reconciliation Commission wants to know more about the role of the RCMP -- and its predecessor the North West Mounted Police -- in the residential school tragedy.

John Milloy, the TRC's research director, said Friday the Mounties were early proponents of the schools, seeing them as a way of pacifying and assimilating aboriginal people.

"The Mounties saw it very much as part of the process of stabilizing Western Canada," he said, noting the police force began advocating the formation of such schools before the 1885 Riel rebellion in Saskatchewan.
Milloy said the commission wants to know whether, or to what extent, the Mounties turned their back on crimes being committed against aboriginal children in residential schools.

A British Columbia researcher, conducting oral histories of residential school survivors, claims he was told that oftentimes the Mounties, when encountering kids who went missing and were found dead, would strip them of anything that would identify them as coming from a residential school. Whether that is some "wild urban myth" or whether there is evidence to back up the claims is something the commission is interested in, Milloy said.

He said he knows of one incident in which a Mountie, after visiting a residential school, wrote to his superiors, "If this was a white school, I'd have that principal in court tomorrow."

Milloy said the commission will soon contract out the RCMP study -- one of about 25 research projects it will undertake over the next three years -- to an academic institution.

The RCMP has just completed its own history of its involvement with residential schools.
The TRC had hoped it would receive a copy during the first national event in Winnipeg this week, but the report has yet to be released.
The RCMP document will be the starting point for the commission's own study.

The research team it employs will then comb the Mounties' files themselves.

As well as examining the period in which residential schools operated -- from the 1870s to the 1990s -- the commission will look at how the Mounties handled complaints in recent years from those who experienced abuse at the institutions.

Missbrauchsopfer haben geredet. Nun stoßen sie auf neues Schweigen. Das ist die Erfahrung von Katharina B., die seit acht Jahren ein Notruf-Telefon für Opfer sexueller Gewalt von Kirchenmitarbeitern betreibt.

Es ist ein extrem harter Kontrast: Die Gemütlichkeit, die jeder Winkel des verwunschenen Häuschens ausstrahlt, und die Sätze, die in diesen Räumen gesprochen werden. Hier, tief in der bayerischen Provinz, prallen Welten aufeinander. Ausgerechnet dort, wo die Grenzen zwischen Gut und Böse scheinbar noch jedermann bekannt sind, finden menschliche Tragödien Worte, die schlimmer nicht sein könnten.

"Was die Kirche Menschen angetan hat, habe ich erst durch meine Arbeit voll und ganz erfahren." Katharina B. nennt sich die Frau, die seit acht Jahren für die kirchliche Laienbewegung "Wir sind Kirche" ein Notruf-Telefon für sexuell Missbrauchte betreut. Schon in dieser Zeit schwappte eine Welle von Missbrauchsskandalen in den Kirchen über das Land.

Berührt hat das damals wenige, Konsequenzen daraus gezogen wurden so gut wie keine. Die Berichte von Betroffenen wurden ausgesessen, Hilfen oft genug verweigert. Nur die Laienorganisation schaltete einen telefonischen Beratungsdienst. "Wir dachten für Kinder, die sich übergriffiger Pfarrer und kirchlicher Mitarbeiter nicht erwehren können." Doch es rufen ganz andere Menschen an.

"Darf ich Ihnen etwas erzählen." "Mir ist auch etwas passiert. . ." Dutzende Male hat Katharina diesen Satz allein in den vergangenen Monaten gehört. "Die neue Welle ist wie ein Unwetter über mich hereingebrochen."

Seit im Januar in Berlin der Jesuitenpater Klaus Mertes das Thema Missbrauch in der katholischen Kirche öffentlich angesprochen und die Opfer gebeten hat, sich zu äußern, stand auch bei Katharina B. an manchen Tagen das Telefon nicht mehr still. "Ich brauchte gar nicht mehr zu kochen. Dafür blieb keine Zeit mehr."

Der durchdringende Klingelton des Notrufes plärrt: "Bin ich bei Ihnen richtig?" Menschen - nun vermehrt Männer - im Alter von 50 bis 70 Jahren ringen dann um Worte. Sie versuchen das Unfassbare aus Kindertagen in Sätze zu fassen. Die meisten haben zuvor noch nie über ihre Erlebnisse gesprochen.
Auch nicht die heute 86-jährige Frau, die 80 Jahre nach der Katastrophe ihres Lebens, Katharina erstmals erzählte, was ihr als Mädchen widerfahren ist. Nichts hatte sie vergessen in all dieser Zeit. Nicht die Kirche, in die sie ihre Mutter ein bis zwei Mal die Woche geschleppt hat, nicht die Gesichter der sechs Pfarrer und Kapläne, die dort auf sie warteten, nicht der Tisch im Nebenraum der Kirche, auf den sie gelegt wurde, nicht die jahrelangen Vergewaltigungen - und auch nicht, dass ihre Mutter jedes Mal, wenn sie das Mädchen abholte, einen weißen Umschlag nach Hause trug.

Es sind furchtbare Erlebnisse, von denen Katharina hört. "Die Mehrzahl der Anrufer berichtet Grauenhaftes. Mein Vorstellungsvermögen reichte dafür nicht aus." Dabei war die 68-jährige Katharina auf einiges vorbereitet.
Während ihres Dienstes in einer großen Universitätsklinik hat die gelernte Hebamme viel gesehen und auch als Notfallseelsorgerin in Krisensituationen. Doch auf diese Realität war sie nicht vorbereitet. "Die Palette der sexuellen Abartigkeiten habe ich erst von den Opfern gelernt."

Katharina hegt keinen Zweifel, dass das was am Telefon formuliert wird, auch geschehen ist. Zu ungelenk sei die Ausdrucksweise der Anrufer. "Vielen fehlt die Sprache für Sexualität." Worte wie "Vergewaltigung" und "Penis" kommen ihnen kaum über die Lippen. "Das ist nicht wie bei Jugendlichen von heute, die einen Wortschatz für Sexualität haben."
Zudem ist der Notruf nicht kostenfrei. Das schreckt jene ab, die sich mit Schauergeschichten die Zeit vertreiben. Aber nicht unbedingt Täter. Auch sie rufen an. Sie wollen erklären und rechtfertigen, was sie Kindern angetan haben, erhoffen von der fremden Stimme vielleicht sogar eine Art Absolution. Katharina schaudert. Reumütige Täter habe sie nicht am Telefon. "Die sind sich ihrer Sache viel zu sicher." Sie kenne keinen Täter, der von sich aus seine Schuld bekenne. Auch nicht unter Priestern.

Eingeräumt werde der Missbrauch erst, wenn dem Täter im übertragenen Sinn das Messer an die Gurgel gesetzt wird. Dieser Dimension sei sich die Kirche oft nicht bewusst. Da werde auf Therapien für Täter verwiesen, dabei sei Pädophilie nicht heilbar. "Die Täter müssen in die Forensik und dort solange auseinandergenommen werden, bis sie kapieren, dass sie sich nie mehr alleine Kindern nähern dürften."
Vom Ausschluss der Täter hält Katharina nichts. "Die Kirche hat diese Männer in Verantwortung genommen, ohne sich um deren Sexualität zu kümmern. Jetzt ist sie auch für sie verantwortlich."

Doch mit der Verantwortung ist das so eine Sache. Katharina glaubt nicht, dass die katholische Kirche die Ernsthaftigkeit des Problems wahrhaben will. "Inzwischen schweigt die Kirche schon wieder in allen Sprachen." Immer neue Hotlines würden geschaltet, ausdauernd werde auf den Runden Tisch verwiesen. Nicht willens sei man dagegen, Opferorganisationen an einen Tisch zu rufen und mit ihnen ehrliche Hilfen zu erarbeiten. "Warum ist es nicht möglich, dass in den Bistümern eine Handvoll Menschen ausgesucht werden, die bei entsprechendem Wunsch Opfer aufsuchen und mit ihnen sprechen und ihnen ganz pragmatische Hilfe anbieten?" Katharina: "Die Opfer wollen Resonanz auf ihr Sprechen."

Vertröstungen schaffen nur "Racheengel".

Auf utopische Schadenersatzforderungen wie in den USA stößt Katharina B. bei ihren Gesprächspartnern selten.
Die meisten Betroffenen wollen, dass man ihnen glaubt und ihnen klar macht, dass nicht sie, sondern die Täter schuldig sind. Viele hätten das Gefühl, als Kind versagt zu haben, ihr Leben lang mit sich herumgetragen. Oft wurden sie von den Tätern entsprechend manipuliert: "Du bist schuld, wenn wir erwischt werden." "Der liebe Gott will das so." Die Niedertracht kennt da keine Grenzen.

"Die Seelen dieser jungen Menschen wurden mit einem Schlag zerstört." Manche Kinder haben sich davon nie mehr erholt. "Viele Betroffene haben ihr Leben nicht gelebt." Sie haben ihre Gefühle ausgeschaltet, haben vielleicht funktioniert am Arbeitsplatz oder in der Familie. Doch selbst das ist nicht gewiss. "In vielen von ihnen ist ein immerwährendes Schreien von etwas", beschreibt Katharina die innere Not ihrer Gesprächspartner. Die Frau mit dem ungestümen, weißen Lockenkopf weiß wovon sie spricht. Zwischen 120 und 150 ausführliche Gespräche hat sie allein seit Anfang des Jahres geführt.

Es sind Anrufe, die oftmals ein bis eineinhalb Stunden dauern. Da wird geredet, gestammelt, geschwiegen, geweint. "Meine Aufgabe ist es den Menschen mit Empathie zuzuhören." "Die Seele streicheln", nennt das die Notfallseelsorgerin.

Juristische Beratungen oder Therapiegespräche führt sie nicht.
"Ich kenne meine Schallmauer." Aber Tipps gibt sie, wenn ein Opfer beispielsweise eine persönliche Entschuldigung will. Manchmal stellt sie im Auftrag eines Opfers auch eine Verbindung zum zuständigen Bischof her. Ihre Erfahrungen damit sind durchaus gemischt.
Sie erinnert sich an eine ungewöhnlich schnelle und unkomplizierte Reaktion des Beauftragten der Deutschen Bischofskonferenz, Bischof Stefan Ackermann, bei einem selbstmordgefährdeten Opfer.
Aber auch daran, dass sie als anonyme Mittlerin mit dem Namen Katharina B., genau dort beim Sekretär gescheitert ist. Der war nicht einmal bereit, das Anliegen eines Opfers über eine dritte Person anzuhören.

Das sind Momente, in denen die gläubige Katholikin am Hochmut und an der Arroganz ihrer Amtskirche verzweifeln könnte. Ihren wirklichen Namen nennt Katharina B. aber selbst in diesen Momenten nicht. "Ich muss mein normales Leben weiterleben können." Trotz der furchtbaren Schilderungen und trotz der Unfähigkeit mancher Kirchenmänner, darauf endlich angemessen zu reagieren.

Das Ausmaß und die Massivität der sexuellen Gewalt in Deutschland ist erschütternd. Dieses Fazit zieht die Missbrauchsbeauftragte der Bundesregierung, Christine Bergmann, knapp elf Wochen nach ihrem Amtsantritt.

Mehr als 1000 Anrufe und Briefe von Betroffenen habe sie bisher erhalten. Bergmann forderte am Dienstag ein gesellschaftliches Umdenken und die Ächtung dieses Verbrechens: "Tätertoleranz darf nicht länger vor Opferschutz gehen."

In den Gesprächen drängten die Betroffenen auf eine schonungslose Benennung der Täter und der Tat sowie eine Anerkennung des Unrechts. Die Regierung hatte das Amt der Beauftragten Ende März nach dem Bekanntwerden Hunderter Fälle sexueller Gewalt gegen Minderjährige in kirchlichen und anderen Erziehungseinrichtungen ins Leben gerufen.
Die frühere SPD-Bundesfamilienministerin Bergmann stellte sich dafür zur Verfügung. Seit dem 28. Mai können sich Betroffene bei ihren Mitarbeitern auch telefonisch unter der
Nummer 0800- 225 55 30 melden.

Männer und Frauen gleichermaßen betroffen
Jeder dritte bei Bergmann berichtete Missbrauchsfall hat sich in einer kirchlichen Einrichtung ereignet, "vor allem katholische" seien betroffen.

Ein weiteres Drittel entfalle auf säkulare Institutionen, die übrigen Betroffenen berichteten von sexuellem Missbrauch im familiären Umfeld oder "im sozialen Nahbereich".

Nach Angaben Bergmanns melden sich ebenso viele Frauen wie Männer.

Die Altersspanne der Anrufenden reiche von 17 bis 79 Jahre, der Durchschnitt liege bei 50 Jahren.

Während Jungen häufiger im kirchlichen Umfeld Opfer sexueller Gewalt geworden seien, seien in therapeutischen Einrichtungen häufiger Mädchen betroffen.

Missbrauch in Familien treffe Frauen in ihrer Kindheit nach den bisher erfassten Fällen doppelt so häufig wie Männer. Fast 90 Prozent der Opfer geben an, dass sie Missbrauch wiederholt oder mehrfach erlebt hätten, wie Bergmann weiter mitteilte. Betroffene hätten "jahrelang gegen Wände geschrien" oder wollten "diesen Klumpen" loswerden, seien aber noch nicht gehört worden.

Mehr als 60 Prozent der Anrufenden hätten sich noch nie jemandem anvertraut.

Bei der telefonischen Anlaufstelle nehmen mehr als 60 Experten die Anrufe von Betroffenen oder ihren Angehörigen entgegen.

Winnipeg — Indian Affairs Minister Chuck Strahl was overcome by emotion when it was his turn to speak Wednesday on the opening day of the Truth and Reconciliation Commission national event in Winnipeg.

Strahl, who has headed the portfolio for three years, had been sitting in a sharing circle of 20 people. Around him were the three commissioners, led by Justice Murray Sinclair, and more than a dozen residential school survivors, family members and other witnesses.
Each was asked to tell how residential schools affected their life.

After two hours, Strahl was one of the last to speak. He had heard stories of physical, emotional and sexual abuse, of missing family members, of the extreme pain that led people to alcoholism and drug addiction and the perpetuation of violence and abuse.

Clearly affected by the harrowing stories, Strahl said they were a call "to any of us that have any influence" to ensure that "the record is complete" and that "you can have some peace."
He then paused more than 20 seconds before he regained sufficient composure to continue. As he did so, a couple of residential school survivors who were part of the sharing circle patted his shoulder, offering him comfort.

Strahl said at one time he was involved in a logging business in British Columbia, at which half the people he worked with were aboriginal. But he knew little at the time about residential schools.

"It was never taught; we didn't know much about it," he said.

He said for many Canadians, including himself, he did not "personalize" the matter until Prime Minister Stephen Harper's apology to residential school survivors two years ago.

"I can't imagine it. I have four children, I have nine grandchildren. I can't imagine any of what you described," Strahl told members of the sharing circle.

"You shouldered it alone and we did not help and we were not there," he said.

"So we have our own burden to bear. Those of us who weren't in residential schools can only look on with wonder at the strength that you have, your willingness to share and realizing that reconciliation can only happen because of your candidness. And we don't deserve your ability to share those facts with us and your emotions and the impacts," he said.

The hearings are meant to create a record of residential schools and foster reconciliation.
About 150,000 aboriginal children attended residential schools over 120 years, and many were abused, barred from speaking their language or practising their culture and left with fractured families and generations of dysfunction.

"I hope someday we will look back at this day and say it was an important day in our history," Sinclair told a crowd of about 400 people during the opening ceremonies at The Forks, a plaza in downtown Winnipeg at the junction of the Red and Assiniboine rivers.
Dozens of elders, native leaders, church officials and politicians spoke throughout the morning ceremony on a hot and blindingly sunny day.

Also Wenesday, Strahl announced the Harper government would ask parliament to repeal eight sections of the Indian Act that created the residential schools, forced all aboriginal students to attend and allowed truant officers to forceably remove children from their homes. Those sections haven't been enforced for decades, but the symbolic gesture of reconciliation won a round of applause from the crowd.

While eating a brown-bag lunch provided to survivors, Jack Beardy said it's time Canadians, especially those who believe the schools weren't so bad, hear the truth. For nine years, Beardy attended two schools in Saskatchewan, which were the worst, and two in Manitoba. There, he was frequently strapped for speaking his Cree language, the only one he knew, and fondled by staff while they pretended to bath him.

Beardy, now 65, is hoping to tell his story in public, likely in a special sharing circle with the three TRC commissioners that runs every day.

"I got brave enough, but it took a long time," said the man from Split Lake in northern Manitoba.
"A lot of people, my brothers, still can't tell their story. Too much shame."Read more:
During the Indian Residential School era, a black mark on our society so easily dismissed by too many, the sole goal — publicly stated — was to “kill the Indian in the child.” But it did better than that.

It killed souls, generations of souls.

Yesterday, in Winnipeg, two years after the federal government of Prime Minister Stephen Harper made its historic apology for the wrongs done to our Native people during a bleak period in history that began in the 1870s and only ended in the 1990s, a panel of three commissioners with the national Truth and Reconciliation Commission began hearing first-hand stories of those abuses.

It has been a long time coming. Too long.

As Indian Affairs Minister Chuck Strahl put it: “People should brace themselves. There’s going to be some horrible stories coming out.”

We can only hope. Stereotyping is easy, and it is easy because stereotyping is shallow and steeped in ignorance.

The “drunken Indian” is one such stereotype, bereft of insight into cause and effect, and therefore easy to rattle off as the reason for so many systemic woes among aboriginals.
Alcoholism in our First Nations communities has been crippling. No one will deny this. But where was it seeded?

It was seeded, by and large, in the state-financed, church-run residential schools where, over the course of time, some 150,000 First Nations, Metis and Inuit children were separated from their families, most often against their will, and banned from speaking their own languages or following their culture.

Abuse — both physical and sexual — was rampant. If you are raised in such an environment, and such an environment becomes the norm, then it is that norm that is passed on to the next generation.

Fear, guilt and self-loathing are allies of alcoholism. Together they kill souls.

In seven national events over the next five years, beginning in Winnipeg, the true legacy of our residential schools, and the horrors therein, will finally be revealed by first-hand testimonials from those still alive to tell their tale.

Listen, and listen hard.

Hopefully these stories will mute the voices of the racists who believe, for example, that the “drunken Indian” stereotype is a self-inflicted wounding.

Nothing could be further from the truth. Reconcile with that.

A controversy-courting Italian ice-cream maker is in hot water for running an ad featuring a heavily pregnant nun with the strapline "immaculately conceived", after a stream of complaints to the advertising watchdog that it is offensive to Christians because it mocks the birth of Jesus.

The ad, which is featured in magazines The Lady and Grazia, features a pregnant nun enjoying a pot of Antonio Fedirici ice-cream.

The Advertising Standards Authority has launched an investigation to see if the campaign breaks the advertising code on the grounds of taste and decency.

The ASA has received about 40 complaints from members of the public that it is offensive to Christians, especially Catholics, "because it mocks the virgin birth of Jesus".

Matt O'Connor, creative director at the ice-cream company, argued that it is an "intelligent, challenging and iconoclastic piece of advertising".

O'Connor, who points out that he is an Irish Catholic himself, also argues that the ad "tells a deeper story", satirising the "horrific stories involving thousands of pregnant Irish women enslaved by the Catholic church in convents and who had their children taken away from them by nuns because they were seen as 'moral degenerates'".

The ad is the latest in the company's "Ice-cream is our religion" campaign.
Last year the ASA banned an ad campaign by the company featuring a a young nun and priest about to share a kiss after complaints that it was offensive to those in a religious order
