Sound job, Joe !

13 - 10 - 2017 RTË

[ 53. 27 ]

Ordained at 45, Fr. Joe McDonald has long called for a more open and welcoming Catholic Church in Ireland and will discuss a controversial book he has recently penned, titled Why The Irish Church Deserves to Die.
He’ll also be telling viewers why he believes the Irish Church has failed Jesus and the Gospel; what could be done to rescue it and why he feels the survival of the Church is by no means absolute.

Child Dignity in the Digital World

By Terence McKiernan, President of BishopAccountability.org

The Vatican conference on Child Dignity in the Digital World has just concluded its speeches and workshops. There will be a reception this evening, and then a papal audience tomorrow, during which the conference’s Final Declaration will be presented to Pope Francis.

During the conference, Msgr. Carlo Capella has been the elephant in the room. The Vatican diplomat is the subject of an international child pornography investigation, yet he is being harbored by the Vatican while the conference about child abuse images/child pornography and related problems proceeds.

To my knowledge, none of the participants has confronted the ironies of this situation, certainly not Cardinal Pietro Parolin.

He dealt briefly with the “very painful” matter of Msgr. Capella before the conference, and then in his keynote address invoked the “tragic reality” and “extremely grave facts” of the Catholic abuse crisis, mentioning them as qualifications for the Vatican’s hosting the conference: “We want to share the experience we have acquired.”

Cardinal Parolin went on to cite the Holy See’s “adherence” to the Convention for the Rights of the Child.

Yet in its Concluding Observations (2014), the UN Committee on the Rights of the Child stated:
“The Committee is gravely concerned that the Holy See has not acknowledged the extent of the crimes committed, nor taken the necessary measures to address cases of child sexual abuse and to protect children, and has adopted policies and practices which have enabled the continuation of sexual abuse by clerics and impunity for the perpetrators.” (para. 43)

The concerns that the Committee on the Rights of the Child expressed are ongoing, and the case of Msgr. Carlo Capella is by no means unique. Many priests have been convicted of possessing and trading in child abuse images, and many clerical abusers have photographed their victims, partly to memorialize the abuse and share it – even profit from it – and partly to menace their victims.
The recent child pornography cases of Archbishop Józef Wesołowski, Bishop Raymond J. Lahey, and Bishop Robert W. Finn’s handling of Father Shawn F. Ratigan, all show that the Catholic church has ongoing and serious problems with the digitally enabled abuse of children.

It is astonishing that those problems were not only swept under the rug at this con
ference, but treated as qualifications for sponsoring the event. Much better if the conference had been devoted to examining honestly the Catholic church’s own “tragic experience” with child abuse images and the digital harming of children.

Founded in 2003, BishopAccountability.org maintains the world’s largest archive of documents on the problem of clergy sexual abuse, outside the Holy See’s own archives. We conduct research on child abuse by priests and religious and on the management of those cases by bishops and their staffs, superiors of religious orders, and the Holy See. An independent non-profit based in Waltham, Massachusetts, USA, BishopAccountability.org is not a victims' advocacy group and is not affiliated with any church, reform, or victims' organization.

Attacks on the credibility of abuse survivors are not justified by research. New science of trauma and memory has shown that the assertions of ‘false memory’ advocates are exaggerated

For a quarter of a century, the concept of “false memories” has provided a scientific fig leaf for sceptics of child sexual abuse allegations.
The “false memory” argument is deceptively simple: children and adults are prone to invent false memories of child sexual abuse that never occurred, particularly if encouraged by a therapist or some other authority figure.
So-called “recovered memories”, in which adults recall sexual abuse in childhood after a period of amnesia, have been a particular focus of disbelief.
In fact, scientific studies find that children are far less suggestible than we have been led to believe. Brain imaging studies have identified the neurological mechanisms involved in the process of forgetting and then recalling sexual abuse as an adult.

Delayed disclosure and amnesia are now understood as normal coping mechanisms in response to abuse.
However, for those uncomfortable with the social and legal reforms required to address child sexual abuse, the idea that large numbers of allegations are the product of “false memories” remains attractive.
This argument underpins recent reporting in the Australian, which has called into question the findings of the royal commission into institutional responses to child sexual abuse, on the basis that sexual abuse survivor testimony cannot be trusted.
Two lengthy articles have raised doubts about the recent prosecution of a mother and father for the prolonged sadistic abuse of their daughter, and challenged the trauma history of anti-abuse campaigner Dr Cathy Kezelman.

This reporting links therapy to the spectres of false memories and false allegations. The implication is that any child or adult who makes allegations of abuse after receiving mental health care may be suffering from therapy-induced delusions.

The “false memory” argument arose in the early 1990s. During this period, adults began pursuing criminal and civil actions for sexual abuse in childhood in large numbers. These legal proceedings were complex, since the alleged offences had often taken place decades ago. Many adults had sought mental health care for the effects of abuse prior to court action.
In response, people accused of abuse claimed that therapy was the cause of the abuse allegations. They paid psychology academics to testify in court about the fallibility and suggestibility of memory. Their theories of “false memories” were widely covered in the mass media by journalists who were dubious of the sudden increase in reports and prosecution of sexual abuse.

Of course, no memory is a pristine record of facts. From the moment it is produced, memory is shaped by interpretation as much as experience, and the meaning and availability of any given memory changes over time.

However, the new science of trauma and memory has shown that the assertions of “false memory” advocates were exaggerated.
Overwhelming experiences of abuse are encoded differently in the brain than other memories, and can produce amnesia and forgetting. My research has found that many perpetrators of severe abuse deliberately traumatise children in order to take advantage of this mechanism and prevent victims from disclosing.
It is vital that abused children and adults receive therapeutic support to address the psychological changes caused by sexual abuse, and their testimony should be taken seriously by law enforcement and the criminal courts.
Nonetheless, the imperative to deny and suppress these allegations is as strong as ever. Sexual abuse is a crime of the status quo. Offenders get away with abuse because they are camouflaged within their legitimate roles (as parents, relatives, friends, clergy, teachers and so on) in the lives of children.
As a result, allegations of sexual abuse are always a challenge to authority, revealing the weaknesses and failings of treasured social institutions.

The sexual abuse of a child is a terrible crime. It is perpetrated against the most innocent in our community. It is the gravest of personal violations.
Countless thousands of children have been abused in many institutions in Australia.

Head of the Center for Child Protection and a member of the Pontifical Commission for the Protection of Minors, Zollner said he has spoken to many parents who do not know what to do about their children’s access to the internet: “Everyone is talking and they do not know what to do.”

With this congress, “we can propose something we believe could be useful.”
“In this age of social media communication and transparency, you need to be up-front,” he said.
“This is not the culture yet in many corners of the Church, not only in the Vatican but in many countries where this is not the style in which uncomfortable, difficult situations are presented.”

What’s been missing up to now is concrete implementation, and we’ve discussed this at the commission meeting. Cardinal [Sean] O’Malley, who is the president of our commission, certainly is a champion of pushing forward in the direction of defining, clarifying, and
also implementing what bishops’ accountability means."
