Om vervolgens heel snel je biezen te pakken en naar binnen te vluchten omdat het toch regent: that old and tired and deceitful idea that clerical child sexual abuse was the fault of a ‘few bad apples’

The Irish Times Vieuw

It has been a good week for survivors of clerical child sex abuse in the Catholic Church. The success of the film Spotlight in winning the Oscar for best picture set a tone. About the 2001 Boston Globe investigation into the handling of clerical child sex abuse allegations in that city’s archdiocese, it was welcomed by Archbishop of Boston Cardinal Sean O’Malley. A member of Pope Francis’s Council of Cardinals and president of the Vatican’s Commission for the Protection of Minors, he described it as “an important film for all impacted by the tragedy of clergy sexual abuse”.

On Monday one of the most powerful figures at the Vatican began giving evidence about his handling of clerical child sex abuse allegations in Australia. Cardinal George Pell was questioned until Thursday by Australia’s Royal Commission into Institutional Responses to Child Sexual Abuse via video link, as he couldn’t travel for health reasons. That a civil institution could hold him to account – and in Rome – says a lot about progress on this fraught issue.

Lest there be complacency, there was also Cardinal Gerhard Müller, prefect of the Vatican’s Congregation for the Doctrine of the Faith. His response to Spotlight was familiar. Few priests had been proven guilty of abusing minors, he said, while he had problems with the phrase “hush up” being used “far too lightly” with reference to bishops and such cases. He told German daily Kölner Stadt Anzeiger “for me hushing something up means deliberately preventing a recognised criminal offence from being punished or not preventing a further offence from occurring”. Quite. And he resorted to the well worn “learning curve” argument, despite the fact that it has always been a crime to rape a child.

Echoes of his mindset remain in Ireland where some clergy reject the Murphy Commission and its findings on clerical child sex abuse in Dublin’s Catholic archdiocese. Significantly the same clergy have had nothing to say about the same commission’s findings in Cloyne diocese.
Such ways have no place in the Catholic Church anymore. Anywhere.

Cardinal Müller’s revisionist view damages church and denies victims
Francis Sullivan

Last week one of the most senior Cardinals in the Vatican and Prefect of the Congregation for the Doctrine of the Faith, Cardinal Gerhard Müller made comments in an interview with one of Germany’s major dailies that the clerical perpetrators of child sexual abuse must take the responsibility for their crimes and not ‘innocent men’ who were close to them professionally.

This is something I thought I would never hear again, that old and tired and deceitful idea that clerical child sexual abuse was the fault of a ‘few bad apples’ and that there is no requirement on the Church as a whole to share in the blame and as a consequence take responsibility for the devastating results.

The Congregation for the Doctrine of the Faith is the final tribunal for priestly sexual abuse cases – it is where, within Church structures, abusive priests are judged and decisions made about their future.

The Congregation is an extremely important part of the Vatican, particularly at a time when abuse survivors and the community are weighing up every word from every Church leader, be they a parish priest or the Pope, to see if they really ‘do get it’.

When the leader of this Congregation seems to have made a judgment that the responsibility for decades of child sexual abuse should rest solely with the perpetrators then we have a big problem.

What has now become clear, and what seems to be broadly accepted by many, if not most people both in and outside the Church, is that a cultural failing within the Church allowed for the cover up of crimes and monsters dressed as priests to be moved from one parish to another, from one state to another and sometimes from one country to another.

In many cases when offending priests were moved, someone in the church hierarchy knew they were abusing kids and yet they allowed the move to take place, with the result that the offending priest continued to prey on and hurt children.

The senior leaders who made these decisions were not child abusers, but let’s be clear, their decisions led directly to children continuing to be abused in our Church.

There are no ifs or buts – this has been demonstratively proven. This is a tragedy that the entire Church needs to acknowledge and address.

This isn’t about a few bad apples, it is about collusion and cover up, it’s about reputation before transparency, it’s about abandoning the very bedrock of Christ’s teaching to protect an institution.

If we allow the old defensive thinking that minimises and blame-shifts to reassert itself then the Church and the survivors of clerical sexual abuse will continue to be mired in this crisis for decades to come.

Sir , – It is insulting to our intelligence for Cardinal George Pell to expect us to believe that he remained ignorant of the historical widespread clerical sex abuse endemic in the Australian Catholic Church because he was deceived by priests, a bishop and even an archbishop about this reality while he stealthily climbed the hierarchical ladder to become Australia’s most senior cleric (“Cardinal insists he was ‘kept in dark’ about child abuse”, March 4th).
Pope Francis cannot allow this cloud to remain over his papacy. – Yours, etc,
BRENDAN BUTLER,
Malahide,

"...
Furness has suggested this level of ignorance is 'implausible.' This does not bode well for the final findings in relation to Pell.
Oddly, there is something plausible about the Cardinal's denials. He is adamant that he has no memory of any evidence in relation to Ridsdale. He never raised any question in relation to the multiple moves Ridsdale enjoyed. He admitted to knowing Ridsdale was a 'difficult fellow' but the nature of the difficulty was never clear to him. He was happy to take the bishop's word that the moves should take place.
What could account for this systemic blindness? There is an old scholastic axiom that 'what is received is received in the mode of the knower.' Cardinal Pell said as much in his response to first finding out about Ridsdale's tragic legacy: 'It was a sad story and it wasn't of much interest to me.'
Whatever the future Cardinal may or may not have been told, it is quite a different question as to what he heard. Such matters were simply not of 'much interest to me'. It is quite likely that whatever he may have been told, it was simply not considered important or significant enough to be remembered.
Of course on the final day of evidence the Cardinal attempted to 'correct' the record in relation to these words. The commissioner will need to judge whether this was a face-saving exercise after what was actually a frank admission.

Even as a young priest George Pell was clearly marked for higher things. He was a protégé of B. A. Santamaria who had a significant following among Victorian bishops and priests. He was known as a high-profile sportsman who might have gone on to higher things in AFL.
He was chosen to go to further study in Rome and then in Oxford, the first Catholic priest to complete a DPhil at Oxford since the Reformation, according to his own evidence.
He was quickly given positions of responsibility: episcopal vicar for education, running the local teachers college, being on the college of consultors for his diocese, editor of the diocesan newspaper. All his priestly life he has had important backers who have seen him rise to the highest ranks in the Vatican.
Within this trajectory there was no room for a priest who rocked the boat on clerical misconduct. To ask questions about why Ridsdale was being constantly moved, about why he could no longer remain in his various positions, was evidently not part of the plan.
Undoubtedly it was a 'sad story' and the pain of the victims was real, but 'it wasn't of much interest to me'. In the end it seems such concerns were filtered out, present but nor seen or heard.
This type of selective blindness is not that uncommon where there is a culture of abuse. It is regularly seen in families where there is sexual abuse and domestic violence. No one knows, yet everyone knows. The victim is not believed or even heard. People want a peaceful life, not to rock the boat.
In particular they want to believe the Church is a safe place to be. Sadly and tragically this was not the case in Ballarat. No one is safe until the culture of silence is broken. "
