CLAN congratulates the Baillieu Government for showing this initiative and announcing this inquiry. CLAN also extends its thanks to the Victorian Attorney-General, Robert Clark and his staff who have listened to our request for this long overdue inquiry.
However CLAN and its members are very disappointed about the discrimination of Victorian Care Leavers as people who were raised in State Government orphanages, children's Homes and other institutions have been excluded from the inquiry.

Victims of Nun’s Sex Abuse Need Our Compassion, Too

Imagine the reaction of the thousands of men and women sexually abused by American nuns to the continuous media coverage lauding their tormenters and torturers as the ultimate practitioners of virtue. In response to the multitude of commentaries championing religious women against the Vatican, I agree with Kris Ward of the National Survivors Advocates Coalition (NSAC) who wrote:

 [I]t is important and imperative that in this time and at this juncture we must say that while being bullied, being treated rudely, and being investigated is offensive and insulting, it is not on the same par as an innocent and vulnerable child’s body being raped, sodomized, forced into a crucifixion poses and made to mock the God that was systematically being taken from them in the vilest of ways.

For those survivors who have not succumbed to suicide – either quickly or slowly by alcohol, drugs and other self-destructive means – this must be an excruciating period in their lifelong battle to deal with the abuse inflicted on them by some of the “good sisters.”
Ward continues:

It is because of the survivors and the families of those who committed suicide that we raise our voice in the midst of the discussion about the nuns.
We raise it to ask the sisters as they pray, reflect, gather and seek to dialogue in their current crisis to come clean with the sexual abuse by nuns and do right by the survivors and their families.
We believe that if five, ten communities of religious sisters had stood up, ramrod straight and unblinkingly strong when the third incarnation, let alone the first and second, of this horrific scandal burst into the general consciousness in Boston in 2002 that we would be miles ahead of where we are today in resolving this crisis – and certainly the survivors who [gave] the heartbreaking and heart wrenching testimony that is unfolding in Philadelphia after the need for two grand jury reports could have been spared.
Sadly, his efforts to work with the Leadership Conference of Religious Women (LCWR) have been rebuffed,” David Clohessy, director of the Survivors Network of those Abused by Priests (SNAP), told a reporter. Clohessy called for the LCRW – nuns who hold senior positions in 450 orders across the country  -  “to develop a national abuse policy that could be a model for the bishops and for the entire world.”

 Clohessy said SNAP has repeatedly asked to address LCWR at its annual national gathering, a request that has been denied. He said SNAP has also asked LCWR to allow a SNAP link on the LCWR website and to give SNAP the names of regional women religious sex abuse victim coordinators, requests that have also been denied. Clohessy said the LCWR leadership has told him that it is more proper for abuse victims to work with individual orders, claiming that LCWR is not the venue to deal with women religious sex abuse issues.


“I believe there are a number of reasons why abuse by nuns is not in the public eye and not being addressed: taboos against believing abuse by nuns…and statutes of limitation laws which…the Catholic Church actively lobbies against,” stated Mary C. Dunford, a victim of sexual abuse by a nun.

“Another reason is that nuns are not held accountable. Bishops refuse to take any responsibility for them or their behavior. Nuns are accountable only to their own orders’ provincials” and to the Vatican department in charge of religious orders, said Dunford. When the U.S. bishops first publicly addressed sex abuse at their meeting in June 2002 in Dallas, “nuns, according to Archbishop Harry Flynn, refused en masse to be included in the ‘strictures’ of the Dallas Charter. They self-govern, self investigate, and self determine the credibility and consequences of each accusation,” according to Dunford.

No one really knows the actual number of victims of religious women since, unlike the bishops and priests, the nuns refuse to cooperate in any studies aimed at quantifying and qualifying the horrific results of their actions. In an article relating the experiences of victims in bringing suit against the sisters, a Minneapolis newspaper, The Star Tribune, stated in June 2006 that a dozen victims in Minnesota and 400 nationwide (“which probably just scratches the surface”) had come forward. As regards the following excerpt from the same report, unfortunately nothing has changed.

Accusers interviewed for this story say they’ve come forward only recently because it took them years to fully remember or process the abuse and decide how to deal with it.
Sexual abuse by nuns has gone largely unaddressed and unreported until now in part because of cultural biases about gender roles and sex, say those knowledgeable about the cases. Women often abuse in seductive ways that silence and confuse victims, [St. Paul attorney Jeff Anderson, who specializes in clergy sex-abuse cases] said.
And when abuse is alleged, it can be difficult for victims to assign accountability in the maze of 450 women’s religious orders. The Catholic Church says it has no jurisdiction over the orders….

Cases involving nuns feature complex sociological and psychological factors, said Minneapolis psychologist Gary Schoener, a national expert on clergy sexual abuse. Women are less likely to sexually abuse children, but nuns have access to children in schools, orphanages and at music lessons, he said….

Cases that Anderson has seen, most involving girls, occur “not because perpetrators are lesbian, but because they have access to and power over children,” he said….
Attorneys are less likely to take nun cases than cases involving male clergy, said Clohessy of SNAP, because “lawyers know that the deference shown to priests is even more intense with nuns.”

And most cases cannot clear Minnesota’s six-year statute of limitations on lawsuits, Anderson said….

The lawsuits against the Rochester Franciscans seek to circumvent the statute by focusing on recent recognition of the abuse and on the order’s response, Anderson said. But those who have reported abuse say little has been done to restore trust. Bertrand, Britten, Schwartz and Dunford have asked the orders involved in their cases to look for possible other victims at the locations where the perpetrators lived and worked. The orders, citing confidentiality concerns and logistical difficulty, have refused to do so.

BishopAccountability.org is an organization dedicated to documenting the phenomenon of sexual abuse in the Roman Catholic Church. If one inputs “nuns” into the website’s internal search engine, 3700 “hits” are produced chronicling the record of abuse by religious women.

While all the individual stories of abuse by religious women are as gut-wrenching as those involving ordained (deacons, priests, bishops) and religious (brothers) men, the record of what happened in orphanages to children completely under control of the nuns are especially horrendous.
Two dozen former residents (some as young as 4 at the time of their abuse) at an American Indian orphanage run by the Catholic Church sued the Sioux Falls diocese in a 58-page lawsuit  filed in 2010.

Rebecca Rhoades, an attorney with Manly and Stewart, a California law firm that has handled hundreds of abuse cases involving Catholic officials and is involved in the filing of the Tekakwitha lawsuit, said she was surprised by the number of claims against nuns and the alleged severity of the abuse.
“Really it was just very perverse, very strange and the clients we have whose abusers were nuns were very, very traumatized,” Rhoades said Friday.

Other suits have been filed against the St. Thomas-St. Vincent Orphanage in Anchorage, the St. Ignatius Mission’s Ursuline Academy on the Flathead Indian Reservation in Montana, the Boston School for the Deaf operated by the Sisters of St. Joseph, and the Sacred Heart Orphanage in New Jersey, to name just a few. “As children, they were sexually molested, physically abused and otherwise mentally tormented,” attorney Mitchell Garabedian, representing some of the plaintiffs, said at a news conference.

Abuse by nuns in societies dominated by the Catholic Church is even worse.

The UN Committee against Torture released its Concluding Observations for Ireland last June based in part on the information submitted by the Justice for Magdalenes (JFM) organization.

Ireland’s Magdalene Laundries were residential, commercial and for-profit laundries operated by four orders of nuns where between 1922 and 1996, when the last institution closed, an estimated tens of thousands of girls and women were imprisoned, forced to carry out unpaid labor and subjected to severe psychological and physical maltreatment.

The Irish government’s 2009 Ryan Commission report, based on a nine-year investigation, “describes ritualised beatings, torture, sexual humiliation, and rape perpetrated by priests, brothers and nuns in church-run institutions” in Catholic church-run industrial schools and orphanages.

An advocate for Canadian orphans and Dr. Jonathan Levy, PhD, an international law expert, on behalf of thousands of Québécois orphans held captive in institutions operated by Catholic women religious orders announced they were making a claim agains the Vatican. The petition

 documented accusations including use of electro shocks to punish children, child trafficking, murder, sexual molestation, torture and forced labor. The petition outlines various representative case histories and crimes committed on a systematic basis through 1940s, 1950s, and 1960s until finally halted by the Canadian government. Many of the crimes committed resulted in financial gain for the orders who received millions of dollars from the Canadian and Quebec government for warehousing so called orphans.
God helps those who help themselves
This is not to say that religious women don’t deserve the praise they have received for helping the poor and sick, especially when contrasted with the Pope and his U.S. proxies’ (the bishops’) solid backing of the global plutocracy.

Yet one columnist for the highly respected National Catholic Reporter describes the hierarchs’ recent strategy as “Control the nuns and thereby control their money.” Kris Ward wrote, “[The sisters] know, as we do, that it is their properties more likely than their policies that today are in the bulls eye of Rome. The religious sisters hold and manage valuable properties in the United States and a number of the congregations are involved in the lucrative business of health care both in hospitals and nursing homes.”
 Mercy Health, with revenue of nearly $4 billion, could qualify as one of the largest corporations in the St. Louis region….Mercy has investments totaling about $1.5 billion, which earned nearly $19 million in the past fiscal year. More than $200 million of Mercy’s assets are invested in hedge funds and private equity ventures. And the health system’s executive retirement plan has nearly $70 million in assets….

“The Sisters of Mercy Health System is classified as a church and is therefore not required to file a Form 990,” the organization told the Internal Revenue Service in its May tax filing. The church “is voluntarily filing a Form 990 in a good faith effort of full disclosure and transparency of operations.”

 Ascension Health Alliance executives say their joint venture to build a $2 billion“health city” in the Cayman Islands with an India-based hospital group will bring high-quality, low-cost medicine to the Caribbean and South America.
“We’re not considering this a medical tourism facility. That’s not the intent at all,” said Anthony Tersigni, president and chief executive of Ascension Health Alliance, which runs the nation’s largest Catholic and nonprofit health system.
But the system’s for-profit partner, Narayana Hrudayalaya Hospitals in India, has cast the project in sharply different terms. For years, Narayana’s founder, Dr. Devi Prasad Shetty, has promoted the idea of building an offshore medical center to serve primarily American patients who cannot afford health care in the United States.

“Cayman Islands is an hour flight from the U.S., and we intend to offer cost-effective treatment for the citizens of the U.S. and also (those) who are under-insured,” Shetty said in Narayana news release in October….
Associate Professor Leigh Turner, a health care expert at the University of Minnesota, describes the joint venture as “an odd partnership.” The Cayman Islands – which enjoys a standard of living ranked 14th among world nations – seems a strange place to launch a health mission aimed at social justice and health-care access, Turner said.
“That seems like a place where you build a private, for-profit health center,” Turner said
  The Resource Center for Religious Institutes is the 2-year-old descendant of the National Association of Treasurers of Religious Institutes, and the Legal Resource Center for Religious, each of which was founded with the help of – you guessed it – the LCWR. In fact, the organizations’ headquarters share the same building in Silver Spring, Md. The Resource Center for Religious Institutes says it provides “one-stop shopping” regarding financial and legal issues facing its membership, mainly U.S. institutes of men and women religious. Many women’s institutes have substantial cash, equities and property in their own names, and their members hold directorships in multiple institutions, which in turn have giant assets.

For example, what must be one of dozens or hundreds of similar organizations, the Sisters of Charity of Cincinnati run the SC Ministry Foundation which is worth $200 million. Older Catholics remember when rich girls attended only the “finishing schools” operated by nuns. The value of their convents, schools and other properties in these very wealthiest of locales would be mind-numbing.
“Much of those tax-free assets are managed by the Christian Brothers Investment Services – about $4 billion. Many, many institutes of women religious have carefully guarded their property and funds.”
It is their extraordinary holdings which allow U.S. religious women to be so independent in the face of Vatican censure.

ASUNCION, Paraguay — Paraguay's president and former priest Fernando Lugo has recognized a second love-child. This time it's a 10-year-old boy, born to a nurse in the northern state where Lugo served as a Catholic bishop before renouncing the priesthood and turning to politics. Lugo's lawyer, Marcos Farina, says the president has told him to file the paperwork needed to change the boy's last name to Lugo. His mother is Narcisa de la Cruz de Zarate, the fourth woman to have filed a paternity suit against the 61-year-old former cleric. For those keeping score, Lugo has now acknowledged fathering two of the four children named in paternity suits against him. He also accepted Guillermo Armindo, the child of Viviana Carrillo, after the woman accused him in 2009 of "irresponsible paternity." A third woman, Damiana Hortensia Moran, insists that she had a sexual relationship with Lugo years ago, but three court-ordered DNA tests showed her child isn't his.
A fourth woman, Benigno Leguizamon, backed out of an out-of-court settlement and renewed her claim that Lugo fathered her 12-year-old son. Lugo's appeal of court orders that he submit to still more DNA tests is now with the supreme court.
"Sooner or later the president will have to give his name to our child, and I think to others as well," Leguizamon said Tuesday.

Retired High Court Judge Sir Anthony Hart is to chair Northern Ireland's official inquiry into the abuse of children living in residential care dating back to 1945.

The inquiry will ask organisations that ran residential institutions to explain their treatment of young people

Organisations that ran the institutions will face pressure to explain the treatment of young people over the course of five decades.

They could include Catholic religious orders, state and voluntary groups.

There will be an acknowledgement forum for victims to tell their stories and an inquisitorial investigation of evidence and questioning of witnesses.


The inquiry is expected to begin its work in the autumn and will report in approximately three years' time.

Its findings and recommendations will then be considered by Stormont's ministerial Executive, which will decide the way forward.

The Archdiocese of Moncton is asking people from Cap-Pelé who were victims of sexual abuse by former priest Camille Léger to contact Michel Bastarache, the retired Supreme Court of Canada justice.

Archbishop André Richard said in a letter the church will continue to offer counselling to Léger's victims who come forward.

But now the church has obtained the services of Bastarache, who will set up and manage a conciliation process for people with complaints about Léger.

Bastarache told CBC News that his conciliation process is outside of the usual legal system and that allows victims to remain anonymous.

"It’s important to say this is not a judicial process, not a mediation, not an arbitration, it is just basically a conciliation which means that - totally outside of the legal system - people can come to me and retain their privacy entirely," he said.

Bastarache said it's important to some victims to remain anonymous.

"If people have to go through a judicial process, they have to identify themselves, they have to answer questions in court and 95 per cent of people I met wanted to be anonymous," Bastarache said.
"They haven't told their children, their spouses, their family… what happened and want to retain that. So if we don't give them an opportunity like this, probably the most affected people will not show up and not be able to claim the indemnity to which they are entitled."

He said this process allows more money to go directly to victims.

"I think this way, the money available will go directly to the victims. It won’t be spent on lawyers's fees and, of course, the process is meant to be very rapid," he said. "I think within a year everything will be completed."

Richard said Bastarache's sense of justice and understanding of people in the community and the province will allow him to help those who have been wronged.

"His reputation for fairness and his unique understanding of the people of our community and of our province will hopefully see that those harmed by Camille Léger may have redress," Richard said in an open letter to the diocese.

"Our hope in taking this step is to achieve reconciliation and peace with those harmed. Our thoughts and prayers are with these people and their families."

Richard said it will be a confidential process that will give victims access to a quick settlement of their claims.

Bastarache said he will run the entire compensation process from start to finish.
"The whole process - the questionnaire, the credibility issues - all of that is left entirely to me. Even the determination of the amounts to be paid," he said.
In terms of compensation amounts, Bastarache said he's read 200 to 300 similar cases and he's come up with five categories of compensation.
Each category takes into account several criteria.

People coming forward to report abuse

Several people in the small, southeastern New Brunswick village have come forward recently to talk about being abused by Léger.
The priest died in 1990 and was never convicted of any crimes.
 There was an immediate groundswell of support around the idea of removing Léger's name from the arena. The Cap-Pelé council had the sign removed and cancelled the plebiscite.
In March, Richard apologized to anyone who was abused by Léger. But he did not mention how the church had already compensated at least one individual for abuse.
Normand Brun, who now lives in Vancouver, said he was abused by Léger.
He said the abuse started when he was nine years old and it went on for four years.
Brun took his complaint to the Catholic church in 1997 and received financial compensation. He is unable to discuss how much money he received due to legal reasons.

Bathurst report in 2010
This is the second time Bastarache has handled a church-related sex abuse file in New Brunswick.
The Diocese of Bathurst hired Bastarache in 2010 to speak to anyone in the church who was abused by any clergy in the Acadian peninsula.
The northern diocese sought Bastarache's help after two former priests were charged with sex-related offences.
In November 2010, the Catholic diocese said it would offer an apology and financial compensation to the 35 individuals who came forward during the conciliation process led by Bastarache.

Bastarache said the Bathurst diocese's conciliation was a success in this case.
"It was very successful," he said, "We had over 90 victims and close to 80 came to settlement."
Shortly after Bastarache’s report was finished, a New Brunswick judge granted a request from the Roman Catholic diocese of Bathurst to seal any details surrounding financial awards given out by the church.

Zevende openbaar bericht van de commissie-Samson; aanvullend historisch onderzoeken Harreveld en toezicht '60-80 "Hadden we het maar geweten"

De commissie-Samson doet in haar zevende openbaar bericht beknopt verslag
van haar werkzaamheden. In dit openbaar bericht gaat de commissie in op de
voortgang van het onderzoek naar seksueel misbruik van minderjarigen die op
gezag van de overheid in instellingen en/of pleeggezinnen zijn geplaatst en
voortzetting van een Meldpunt na het einde van de commissie.

Onderzoekswerkzaamheden
De verschillende deelonderzoeken, die in opdracht van de commissie worden
uitgevoerd, verkeren in de afrondende fase of zijn al afgerond.
Afgerond zijn:
- het historisch onderzoek;
- het governance onderzoek;
- het onderzoek naar signalen van seksueel misbruik en de reactie daarop
gedurende de periode 1945 t/m 2007;
- het onderzoek naar de reactie van de politie;
- het onderzoek naar de reactie van het Openbaar Ministerie;
- het onderzoek naar de achtergronden van daders.
De beschrijving van het juridische kader was in juni 2011 al beschikbaar
gekomen.

Naar aanleiding van berichten rond seksueel misbruik in het internaat
Harreveld en de castratie van een voormalige pupil heeft de commissie
besloten een aanvullend historisch onderzoek te laten uitvoeren naar Harreveld en het toezicht op Harreveld. 

Daarnaast wordt er een algemeen en  verdiepend onderzoek naar  
het toezicht uitgevoerd over de jaren ’60 tot en met ’80.
De Rijksuniversiteit Groningen voert deze onderzoeken uit.

De commissie heeft besloten alle deelonderzoeken gelijktijdig met haar
eindrapport te presenteren, zodat ze in onderling verband en samenhang
kunnen worden gelezen en de commissie de conclusies van de verschillende
deelrapporten kan verbinden en betekenis kan geven.

Voortgang onderzoek naar aard en omvang.
De commissie was onaangenaam verrast over het artikel in de Volkskrant van 1
mei 2012 over de resultaten van de onderzoeken, die de Rijksuniversiteit
Leiden in opdracht van de commissie uitvoert naar de aard en omvang van
seksueel misbruik in de residentiële jeugdzorg, de pleegzorg en de
voorzieningen waarin jeugdigen met een verstandelijke beperking zijn
geplaatst. Op 1 mei lagen er nog ‘slechts’ conceptrapporten voor, waarin het
commentaar van de betreffende begeleidingscommissies nog verwerkt moest
worden. Wat de uitkomst daarvan zal zijn, is nog niet duidelijk. Wel staat vast
dat uithuis geplaatste kinderen in de jeugdzorg vaker seksueel misbruikt
worden dan minderjarigen die thuis bij hun ouders wonen en dat een
belangrijk deel van dit misbruik plaats vindt tussen jongeren onderling.
Daarnaast blijkt dat in veel gevallen slachtoffers niet (durven) aangeven wie de
dader is.
Naar aanleiding van de bovengenoemde berichten in de media heeft de
staatssecretaris van Volksgezondheid, Welzijn en Sport (VWS) op 4 mei 2012
een brief aan de Tweede Kamer gestuurd. Daarin geeft de staatssecretaris aan
dat zij de commissie verzocht heeft signalen van actueel seksueel misbruik per
instelling door te geven aan de Inspectie Jeugdzorg. De commissie heeft eerder
op een dergelijk verzoek geantwoord dat zij melders attendeert op het doen
van aangifte bij de politie en het melden bij het Advies- en Meldpunt
Kindermishandeling. De commissie kan actuele meldingen van seksueel
misbruik die via het meldpunt onder haar aandacht worden gebracht, ook
rechtstreeks overdragen aan het openbaar ministerie. Daarover zijn afspraken
met het openbaar ministerie gemaakt. De onderzoekscijfers van de Rijks
Universiteit Leiden bevatten geen informatie per instelling en zijn anoniem
verkregen van jongeren. Het is dus niet mogelijk om die per instelling aan de
inspectie door te geven.

Ronde tafelgesprekken
De commissie organiseert de komende maanden een aantal ronde
tafelgesprekken om het beeld dat de bevindingen van de deelonderzoeken
oplevert, verder aan te scherpen. Een eerste gesprek met pleegouders bleek
zeer informatief. De commissie gaat nog gesprekken voeren met ouders van uit
huis geplaatste kinderen, met kinderen die uit huis geplaatst zijn en met
slachtoffers. Ook zijn ronde tafelgesprekken voorzien met functionarissen in
het veld over de samenwerking binnen de keten, professionalisering en het
toezicht. Deze gesprekken zijn vooral gericht op (aanbevelingen voor) de
toekomst.

Meldingen en meldpunt van de commissie
Hulpverlening

De commissie heeft bij herhaling aandacht gevraagd bij de bewindslieden van
VWS en Veiligheid en Justitie (VenJ) voor de problemen, die voormalige
slachtoffers hebben met het betalen van de eigen bijdrage aan psychische
hulpverlening. De staatssecretaris van VWS heeft met Rieke Samson een jaar
geleden besproken dat dit probleem opgelost moet worden, omdat door de
aandacht voor seksueel misbruik en het doen van een melding bij de
commissie het leed wordt opgerakeld. Het ligt daarom niet aan de slachtoffers dat zij nu therapie moeten zoeken. Inmiddels heeft Jeugdzorg Nederland zich bereid verklaard de eigen bijdrage voor deze specifieke groep te dragen. Dat is
goed nieuws. De commissie doet een beroep op de betrokkenen om met een
praktische oplossing te komen hoe de betaling zal gaan verlopen. Want: Er zijn
in deze speciale casus verwachtingen gewekt die in de ogen van de commissie nu toch echt snel ingelost moeten worden.

Voortzetting Meldpunt na einde commissie
De commissie herhaalt haar eerder geuite opvatting dat de functie van het
Meldpunt van de commissie na het einde van de commissie in stand gehouden
moet worden. Het is de bedoeling dat Slachtofferhulp Nederland dit
overneemt. De bewindspersonen van VWS en Veiligheid en Justitie
ondersteunen de wens van de commissie. De commissie heeft de indruk dat
het proces niet daadkrachtig genoeg wordt aangepakt en er door
administratieve belemmeringen geen concrete stappen worden gezet om een
dergelijk Meldpunt te realiseren.
Daarnaast is de commissie van mening dat het huidige Meldpunt van de
commissie bij een voortzetting door Slachtofferhulp Nederland te beperkt zal
zijn. Ook zal het niet voldoende zijn om bestaande meldpunten meer
informatie met elkaar te laten uitwisselen. Het Meldpunt dat de commissie
voor ogen heeft is niet alleen gericht op meldingen van actuele gevallen van
misbruik. Het gaat de commissie met name om het inrichten van een Meldpunt
waarbij ook slachtoffers terecht kunnen die in het verleden in de jeugdzorg
seksueel misbruikt zijn, dan wel slachtoffer van geweld geweest zijn.
Het doet de commissie deugd dat de staatssecretaris van VWS mede namens
de bewindspersonen van Veiligheid en Justitie aan de Tweede Kamer heeft
toegezegd de oprichting van een breder Meldpunt te ondersteunen. Nu is het
volgens de commissie tijd om het Meldpunt daadwerkelijk tot stand te
brengen.

Aantallen
De commissie ontvangt veel meldingen van seksueel misbruik of geweld die
buiten de strikte onderzoeksopdracht van de commissie vallen. Omdat het
aantal meldingen dat buiten het onderzoeksbereik valt fors is – ongeveer één
op de drie meldingen – en er kennelijk ook in andere sectoren misstanden zijn
die melders onder de aandacht willen brengen, analyseert de commissie ook
deze zaken. In haar eindrapport zal de commissie hierover meer gedetailleerde
informatie geven.

Uitbrengen rapport
De commissie verwacht op 8 oktober 2012 haar eindrapport te kunnen
presenteren.

Holocaustpensioen voor overlevenden Amsterdams getto

Duitsland breidt de pensioenregelingen voor Nederlandse overlevenden van de Holocaust uit. Wie tijdens de Tweede Wereldoorlog zogeheten 'ongedwongen werk' verrichte in het Joodse getto van Amsterdam, krijgt een uitkering. Dat maakte Irgoen Olei Holland, de Nederlandse immigrantenvereniging in Israël, bekend.
 
Tot nu toe betaalde Duitsland alleen pensioenen aan ex-dwangarbeiders. De hoogte van het gettopensioen is gering. Ter indicatie wordt een bedrag genoemd van 20 euro per maand voor elk jaar dat is gewerkt. 'Wij merken dat het mensen in de eerste plaats gaat om de erkenning van hun geschiedenis. De financiële kant vinden ze vaak minder belangrijk', zegt Hans Vuijsje, directeur van de stichting Joods Maatschappelijk Werk.

Er zijn nog zo'n 8000 Nederlandse Holocaustoverlevenden in leven. Ongeveer 1200 van hen wonen tegenwoordig in Israël. Hoeveel mensen recht hebben op het gettopensioen is nog niet bekend. Mensen die het pensioen aanvragen, moeten bewijzen dat ze voor het werk in het getto een beloning kregen, zoals geld of voedsel. Dat blijkt vaak lastig. 'Het verschil tussen ongedwongen en gedwongen werk is niet eenvoudig te bewijzen. Veel bewijsmateriaal is verloren gegaan. En de groep om wie het gaat is meestal hoogbejaard', legt Vuijsje uit. Onder bepaalde voorwaarden komen ook nabestaanden voor het gettopensioen in aanmerking.
