The Royal Commission has released a new research report exploring children and young people’s views about their safety in residential care.
Most of the children and young people who participated in the research described feeling unsafe in residential care due to bullying, harassment and the threat of sexual assault.
In Australia, residential care is considered to be a placement of last resort for children and young people requiring out-of-home care and is used in circumstances where other types of out-of-home care are unsuccessful or unavailable. In 2015 there were 2394 children in residential care in Australia.
The Royal Commission contracted researchers from the Institute of Child Protection Studies, Australian Catholic University, Queensland University of Technology and Griffith University to examine what safety means to children and young people in residential care and how children can be best protected and supported if safety issues arise.
The research was informed by a literature review and interviews with 27 young people who were living in, or had experience of living in, residential care.
Children and young people also reported that younger and more vulnerable children should ideally be kept out of residential care altogether, or alternatively placed in units with others of a similar age and background.
Other key findings of the report include:
Children felt safest in residential care when it felt like home, for example when they were in a clean and welcoming environment, where they were able to celebrate events, and were well supervised by adults;
To be safe, participants needed their residential care to offer stability and predictability. Many of the young people interviewed described their time in residential care as chaotic, found it difficult to feel settled and spoke of the high turnover of staff;
Children were provided with a sense of safety when their residential care provided routine, fair rules and the ability to be heard during decision-making;
Residential care felt most safe when adults and institutions took children and young people’s safety seriously and had proactive strategies in place to protect children from harm.
Young people also reported that in order to feel safe in residential care, they needed workers to realise that it was their home and that it was the workers who were visiting their space, not vice-versa.
Royal Commission CEO, Philip Reed, said the research makes an important contribution to what is known about children and young people’s experiences of safety in contemporary residential care.
“The research adds to the growing consensus that children and young people need an opportunity to participate in decisions about their own safety, and to be taken seriously,” he said.
“It also highlights the need for stable placements so that children and young people can develop trusting relationships.”
Mr Reed said the research will directly contribute to the Royal Commission’s final report and may inform any recommendations that may be made in relation to residential care or out-of-home care.

De Beleidsreactie van de minister V&J op de Slotmonitor verontrust ons zeer, met name op de volgende punten:
1)Omtrent de vraag 'hoe eventuele nieuwe slachtoffers worden begeleid bij het doen van een melding van seksueel misbruik heeft de RKK aangegeven dat het Meldpunt zorgt voor begeleiding en spoedige behandeling van de gemelde klacht(en)" De ingewikkelde passage over de "schrijnende gevallen" betekent in de praktijk dat melders vervolgens in de kou staan. Er zijn nieuwe meldingen van ernstig en langdurig misbruik waarin melders zonder goede
onafhankelijke begeleiding naar erkenning, steunbewijs, zorg en maatschappelijke ondersteuning veel nieuwe schade zullen lijden. Perspectief op die begeleiding en erkenning is hier niet geboden.
2) Over de archivering: "De heer Deetman heeft op mijn verzoek laten weten nog met slachtofferorganisaties te zullen spreken over de archivering en de vragen die op dat punt bij hen leven te zullen beantwoorden.
Ik stel het zeer op prijs dat dit gesprek plaatsvindt zodat de zorgen over de archivering kunnen worden weggenomen"
Een dergelijk gesprek geeft geen enkel uitzicht op toegankelijkheid van de archieven voor onafhankelijke onderzoekers.
3) Over de Tussenevaluatie subsidietoekenning blijft in de toelichting van de minister veel verborgen. De situatie die in het Rebelgroup rapport en de Argos reportage beschreven is, is wat KLOKK betreft niet veranderd.
Een klacht van groepenvertegenwoordigers over de samenwerking en de belangenbehartiging is noch door de RvT van KLOKK noch door VWS in behandeling genomen. De subsidieambtenaar van VWS laat ons in een gesprek juist weten dat de besluiten over deze subsidie bij V&J genomen worden en dat zij niets
Wij zijn op dit moment vooral verontrust over de invloed van het Standpunt van KLOKK
inzake een Onafhankelijk Meldpunt voor nieuwe melders en over de ruimte die hij heeft gekregen andere standpunten uit te schakelen.
De voorzitter van KLOKK maakt buiten het zicht van de “achterban”" afspraken met BC en KNR en andere partijen, ook hierover.
Een financieel verslag is nog steeds niet geleverd. Dat is onaanvaardbaar omdat de beschikbaar gestelde subsidie, naast het aanbod van KLOKK, ook aan goede bemensing van de ondersteuning en belangenbehartiging van lotgenoten ten deel zou moeten vallen, door groepen vertegenwoordigers als vrijwilligers met steun van professionals waar nodig.

hallo , ook ik ben misbruikt als knd niet door paters of broeders maar door zusters in de tijd tussen 1940 en 1946 . dat ik er zo laat mee kom is gewoon schaamte van wat er toen allemaal gebeurt is.ik heb er nu nog last van dat ik bang ben als ik gewassen moet worden door een vreemde . ik sta dan te trillen over heel mijn lichaam zodat ze me eigenlijk niet goed kunnen wassen omdat ik alles heel stijf tegen elkaar druk.ik ben nu 79 jaar en nog kan ik in een huilbui geraken als zoiets hoor of zie op t.v.

Dylan Voller has described the time he was hooded and strapped to a restraint chair as one of the scariest moments of his life, recounting himself panicking, feeling dizzy and vomiting while a prison guard nearby “taunted” him and manipulated video footage.
Giving evidence to the royal commission into child detention in the Northern Territory yesterday, Voller said: “They could’ve left me in there a lot longer and there’s no one in there, no responsible person that would’ve said, ‘That’s enough, we need to get him out of that restraint chair, he has been in there for too long’.
“My mouth was getting dry, getting dizzy again; I was getting dehydrated.
“I was getting to the point where I thought they were going to leave me there all night to the next day. That’s when I gave up asking to be let out of it.”
The teenager’s troubled life is at the centre of the royal commission after footage of him inside Darwin’s Don Dale Youth Detention Centre was shown on national television this year.
Voller has a lengthy rap sheet featuring multiple convictions for assault, aggravated assault and damage to property. He was jailed in 2014 over a botched gang robbery in which a young man was bashed unconscious. Voller also tried to run over a police officer. He has since been denied parole twice.
At the start of his evidence yesterday Voller tendered his criminal record to the commission and described it as “humiliating”. He also said he regretted regularly spitting on prison officers, adding that it had been a defence mechanism at times when he felt threatened.
Voller also told of the night in 2014 when he and other boys were teargassed while locked in isolation cells at Don Dale. “I laid on my guts with my hands behind me so it was clear that if something was happening it was clear that I wasn’t resisting … I wanted to die because my heart was racing, because of the teargas, my eyes were burning. I couldn’t hardly see properly,” he said.
He revealed he was the last boy removed from his cell during the incident because he had stuffed toilet paper in the lock to make it harder for guards to get in. “When I put the toilet paper in the lock, I thought they were going to let the dog in,” he said. “I didn’t think we would get teargassed because they’re not allowed to have teargas at Don Dale.”
He also said it was commonplace for guards to manipulate video footage by turning handheld cameras on and off so that only incidents where detainees were misbehaving were recorded. Those where guards provoked children were left out.
Voller, now 19, was stoic throughout his testimony, save for one point when he recalled how a detention centre worker had told him his family no longer cared about him.
It emerged yesterday that Voller had spent 90 days of one 210-day stint in youth detention between 2012 and 2013 locked in an isolation cell. Not long after he went on an ice-fuelled crime binge that landed him back inside.

Op ieder van jullie is in Driehuis sexuele agressie en geweld toegepast die -ook voor Driehuis - disproportioneel was en niet verzwegen mag worden! Ongeacht wat welke club dan ook daarover aan definities bedenkt. Het was misdadig!
Ik hoop hartgrondig dat jullie nog in leven zijn, dit ooit zult lezen en hier over na zult willen denken en bedenkt of je hierom hierover kontakt met mij wilt. Zelf of dmv een (juridisch) hulpverlener. (wat natuurlijk ook voor mogelijke kinderen van deze vroegere meiden geldt. We vinden ondanks alle internetgedonder wel een oplossing over hoe we fatsoenlijk en met respekt kontakt kunnen hebben indien iemand van jullie dat wenst).

Nowhere in any of these documents does it say anything about helping the victims.
The only thing it does is say that they can impose fear on the victims and punish the victims for discussing or disclosing what happened to them.
It's all controlled by the Vatican and at the top of the Vatican is the Pope so Joseph Ratzinger was in the middle of this for most of the years that Crimens was enforced he created the successor to Crimen and now he is the Pope this all says that the policy and systematic approach has not changed.
Cardinal Ratzinger, now as Pope, could tomorrow get up and say: 'Here's the policy: full disclosure to the civil authorities, absolute isolation and dismissal of any accused and proven and convicted clerics, complete openness and transparency, complete openness of all financial situations, stop all barriers to the legal process and completely co-operate with the civil authorities everywhere.'
