Pope's Sex Abuse Commission Alarmed by Bishop Appointment

Several members of Pope Francis' sex abuse advisory board are expressing
concern and incredulity over his decision to appoint a Chilean bishop to a diocese despite allegations from victims that he covered up for
Chile's most notorious pedophile.
In interviews and emails with The Associated Press, the experts have
questioned Francis' pledge to hold bishops accountable, listen to
victims and keep children safe, given the record of Bishop Juan Barros
in the case of the Rev. Fernando Karadima.
Barros was installed last week as bishop of Osorno in southern Chile
amid nationwide political opposition, violent protests in the cathedral
and a boycott by most of the diocese's priests and deacons. It was an
almost unheard-of vote of no-confidence for a bishop in an
overwhelmingly Catholic country in a part of the world that the
Argentine pope knows well.
While the Holy See is loath to be bullied by public opinion, the concern
about the appointment expressed by the commission members is hard to
ignore given that they are not victim advocacy groups. Rather, they are
professionals appointed by Francis himself to advise the Vatican on best
practices to protect children and educate the church on how to respond
to and prevent sexual abuse by priests.
The five commission members spoke to the AP in their personal and
professional capacity and stressed that they knew about the case only
from news reports and were not speaking on behalf of the 17-member
commission, which Francis formed in late 2013 and named Boston Cardinal
Sean O'Malley to head.
"I am very worried," said commission member Dr. Catherine Bonnet, a
French child psychiatrist and author on child sex abuse. "Although the
commission members cannot intervene with individual cases, I would like
to meet with Cardinal O'Malley and other members of the commission to
discuss a way to pass over our concerns to Pope Francis."
Another commission member, Marie Collins, herself a survivor of abuse,
said she couldn't understand how Francis could have appointed Barros
given the concerns about his behavior.
"It goes completely against what he (Francis) has said in the past about
those who protect abusers," Collins told AP. "The voice of the
survivors is being ignored, the concerns of the people and many clergy
in Chile are being ignored and the safety of children in this diocese is
being left in the hands of a bishop about whom there are grave concerns
for his commitment to child protection."
Barros, the former chaplain of Chile's armed forces, has faced
unprecedented opposition ever since he was named in January to lead the
Osorno diocese. The demonstrators say he is unfit to lead and point to
his close association with Karadima, a charismatic and popular priest
who was sanctioned by the Vatican in 2011 for sexually abusing minors.
Three of Karadima's victims told the AP this month that Barros witnessed
the abuse decades ago at the Sacred Heart of Jesus church in Santiago,
the Chilean capital, and that he did nothing. They accused Barros of
destroying a letter detailing allegations against Karadima that was sent
to the then-bishop in 1982.
Barros, 58, was not Karadima's superior but was rather a protege of the
now 84-year-old prelate, who has been confined to a cloister to live a
life of "penance and prayer" for his crimes.
Barros had long refused to comment publicly on the allegations, but on
the eve of his installation insisted he didn't know about any abuse
until he read about the allegations in 2010 news reports.
The outrage over Barros appointment has been noteworthy in a country
that is slowly coming to grips with the church sex abuse crisis that has
afflicted the United States, Europe and Australia
in particular: More than 1,300 church members in Osorno, along with
some 30 priests from the diocese and 51 of Chile's 120 members of
Parliament, sent letters to Francis in February urging him to rescind
the appointment.
To no avail. On the eve of the March 21 installation, the Vatican
embassy expressed its full "confidence and support" in Barros and urged
the church in Chile to show a spirit of "faith as well as communion" by
accepting him in Osorno.
His installation, however, was a scene of utter chaos, with protesters
entering the cathedral, pushing and shoving and nearly coming to blows
as Barros tried to walk down the aisle. The appointment has badly
divided Chile's bishops' conference, and it remains to be seen if Barros
can effectively govern.
Although Francis went ahead with the installation, he has shown himself
willing to remove bishops who have divided their local church or caused
scandal. Just last week, he accepted the resignation of Scottish
Cardinal Keith O'Brien for sexual misbehavior — a decision that hasn't
gone unnoticed by commentators outraged that O'Brien was effectively
fired the day before Barros was installed.
The issue is particularly delicate for Francis, who would have been
familiar with the Karadima scandal when it broke in 2010, when he was
archbishop of Buenos Aires. The scandal implicated his friend, the
then-Archbishop of Santiago, Cardinal Francisco Javier Errazuriz, who
admitted that he shelved an investigation into Karadima in 2005 but
reopened it in 2010 as the global abuse crisis was erupting.
Any wavering by Francis on the Barros appointment could open a Pandora's
box of renewed allegations against Errazuriz, now one of Francis' top
advisers, and others in the Chilean church hierarchy who dismissed
allegations from victims and instead stood by Karadima.
Commission member Baroness Sheila Hollins, a psychiatrist and life peer
in Britain's House of Lords, said accountability must be enforced when
it comes to protecting children.
"The hierarchical rank of the perpetrator must be of no consequence in evaluating the facts," she told the AP.
Commission member Dr. Krysten Winter-Green of New Zealand,
an expert in social work and pastoral psychology, echoed that view and
said she understood that Francis' "zero tolerance" pledge meant he too,
must believe the same.
"It is my presumption therefore that in the ultimate analysis justice
will prevail and that Bishop Barros and all hierarchy will be held to
account as the Holy Father sees fit," she said in an email.
Francis' record on sex abuse has been somewhat mixed.
Victims groups initially questioned whether he "got it" about the scale
of the problem since he had never dealt with it directly when he was
archbishop. He later received praise for having created the advisory
commission and having vowed, during a sermon with sex abuse survivors in
the pews, that bishops must protect children and be held accountable.
"If Pope Francis is presented with such powerful facts (of compromised
bishops) then I can't see why the pope cannot remove them immediately,"
said commission member Peter Saunders, a survivor of abuse. "He has that
authority."

La noche de ayer miércoles cerca de 200 personas volvieron a protestar contra la investidura de Juan Barros como obispo de Osorno en el frontis de la Catedral San Mateo.
Con ello cumplieron con lo anunciado el sábado pasado, tras la caótica ceremonia de asunción del prelado, de no dejar de manifestarse hasta que Barros deje su cargo como líder del catolisismo en la ciudad.
En la ocasión, declararon como personas no gratas a el arzobispo de Puerto Montt, Cristián Caro, y el ex obispo de Osorno, René Rebolledo, debido a la defensa que realizaron de Barros.
Al mismo tiempo, convocaron a una nueva manifestación para el próximo viernes, cuando a las 19.30 horas salgan desde la plazuela Yungay para marchar por las calles de las ciudad, terminando con una
nueva velatón en la catedral San Mateo.

La irlandesa Marie Collins, víctima de abuso de parte de un sacerdote, pidió al Papa Francisco que remueva al recién asumido obispo de Osorno, Juan Barros.
De acuerdo a RTE (televisión nacional de su país), Collins dijo que acepta como veraces los dichos de una de las víctimas de Karadima, que acusa que el recién nombrado obispo Barros sabía de los abusos y los encubrió.
La información destacada por el sitio de la televisión pública irlandesa agrega que Barros asumió el pasado domingo como Obispo de Osorno en medio de protestas y con detractores entre los que se encuentran miembros de la Iglesia Católica y el Parlamento chileno.
Los detractores de Barros lo acusan de proteger al "más notorio sacerdote pedófilo chileno Fernando Karadima", quien fue hace cuatro años declarado culpable por el Vaticano de una serie de abusos contra adolescentes y se le prohibió celebrar misas en público.

Als predikant van de Protestantse Kerk leid ik regelmatig een dienst in het zorgcentrum voor ouderen in onze wijk.
Gisteren liep ik een rooms-katholieke collega tegen het lijf, die in het zorgcentrum werkt.
„Ik heb jullie Goede Vrijdagviering gered!”, riep ze vrolijk. „Activiteitenbegeleiding wilde op de tijd van jullie dienst een patatmiddag houden. Ik vroeg: ‘Zouden jullie dat wel doen: een patatmiddag op Goede Vrijdag, tijdens een kerkdienst?’ Ze hebben het een week uitgesteld, maar eigenlijk zagen ze het probleem niet. ‘We serveren gewoon patat met een kroket’, zeiden ze. ‘Er zit geen vlees bij, hoor.’”

Pedofiele pater werkt in Brazilië nog steeds met kinderen

De hoogbejaarde Nederlandse pater Cornelio die in eigen land kinderen misbruikte, werkt in Brazilië nog altijd met kinderen. Dat blijkt uit een uitzending van het EO-televisieprogramma Dit is de Dag Onderzoek, die vanavond wordt uitgezonden.
De congregatie van de pater, de Broeders van Onze Lieve Vrouw van Lourdes, is zeker vanaf 2012 op de hoogte van het misbruik. Eerder zegde de congregatie toe 'passende maatregelen' te nemen tegen de pater, maar die zegt daar zelf niets van te hebben gemerkt.

Drie mannen hebben tegenover het Meldpunt Seksueel Misbruik RKK verklaard meermalen te zijn misbruikt door pater Cornelio (90), die tussen 1962 en 1988 katholiek jongerenwerker was in Vught. De pater zelf heeft dat schriftelijk erkend, maar vertelt tegen Dit is de Dag Onderzoek (NPO 2, 21.15 uur) een andere versie. 'Ik ben eunuch, heb geen seksuele gevoelens. Het zijn allemaal leugens, leugens, leugens.'
Het Meldpunt bestaat sinds najaar 2011. De onderzoekers zouden zijn gestuit op tientallen geestelijken die in Nederland kinderen hebben misbruikt en van wie 'signalen' bestaan dat ze ook overzee in de fout zijn gegaan. Het zou gaan om missionarissen die werkzaam waren in Kenia, Chili, Suriname en de Antillen. Vier van hen zouden nog in leven zijn, onder wie pater Cornelio.

In de uitzending is te zien hoe de in Nederland woonachtige 'Johnny' terugkeert naar Curaçao waar hij in de jaren zestig werd misbruikt door drie missionarissen. Tevergeefs diende 'Johnny' na jarenlang zwijgen een klacht in bij de commissie-Koeijers, de Curaçaose evenknie van de commissie-Deetman, die belast was met het onderzoek naar misbruik door geestelijken op het eiland.

Tot op heden was de officiële lijn van voorzitter Ronald Koeijers: bij ons zijn geen klachten binnengekomen, zaak gesloten.
Maar geconfronteerd met de bevindingen van de EO zegt hij: 'Dit had uitgezocht moeten worden. Ik moet beamen dat de commissie Koeijers is mislukt.' Na een juridische strijd kreeg 'Johnny' in 2012 erkenning en 45.000 euro smartegeld van de congregatie in Tilburg waar de schuldige missionarissen toe behoorden.
In totaal kreeg het Meldpunt 23 klachten van seksueel misbruik door missionarissen overzee, waarvan er drie gegrond zijn verklaard. Ter vergelijking: in Nederland ging het volgens de commissie-Deetman om tien- tot twintigduizend misbruikzaken. Gezien het forse aantal Nederlandse missionarissen door de jaren heen - op het hoogtepunt een kleine negenduizend -

ROME—A Scottish cardinal who admitted sexual misconduct has given up the right to vote in any future papal conclave following a Vatican investigation of his actions, in one of the most significant outcomes of the pope’s efforts to hold church leadership accountable.
Cardinal Keith O’Brien, who until 2013 presided over the archdiocese of St. Andrews and Edinburgh, gave up the “rights and privileges of cardinal,” including voting in a papal election—the most important power exercised by cardinals—and advising the pope on governance of the Catholic Church, the Vatican announced Friday.


The move, which the Scottish bishops’ conference called “unprecedented,” followed an investigation into claims that Cardinal O’Brien had had inappropriate sexual contact with seminarians under his authority in the 1980s.
No cardinal has experienced such a demotion since 1927, when French Cardinal Louis Billot resigned after friction with the Vatican over his involvement in French politics. Unlike Cardinal Billot, Cardinal O’Brien will retain his title. But he will lose the prerogatives ordinarily attached to it.

Trial begins of clergyman accused of child abuse

The trial of a Polish priest accused of sexually abusing children in Poland and the Dominican Republic began on Friday morning in Wołomin, near Warsaw.
Father Wojciech G. (full name withheld under Polish privacy laws) could serve 15 years in prison if found guilty at the district court.
The hearings will take place behind closed doors, with no access given to journalists.
In October 2014 the priest was charged with committing 10 crimes, 8 of which relate to the sexual abuse of boys below the age of 15.
Two acts were allegedly committed in 2000-2001 in Poland, the others at various times over the years 2009-2013, in the Dominican Republic.
The priest has denied all accusations against him since his arrest near Kraków in 2014. He was not given bail.
A spokesman for the district prosecutor's office in Warsaw has declined to confirm reports that the priest is planning to do a U-turn and plead guilty so as to secure a milder sentence.
Father Wojciech G. led a highland parish in Juncalito, the Dominican Republic, for close to a decade.
Prosecutors in Warsaw claimed in 2014 that there is “ample evidence” against the clergyman, including testimonies of over 100 witnesses, and over a dozen reports by experts. (nh)

Ks. Wojciech G., oskarżony o molestowanie nieletnich na Dominikanie i w Polsce, chce dobrowolnie poddać się karze - poinformował sąd. Prokurator poprosił o czas na zajęcie stanowiska w tej sprawie. Proces księdza G., która rozpoczął się w piątek przed wołomińskim sądem, został odroczony do 25 marca.
- Oskarżony złożył wniosek o dobrowolne poddanie się karze w łącznym wymiarze 7 lat więzienia - poinformowała Joanna Adamowicz z zespołu prasowego Sądu Okręgowego Warszawa-Praga.
Adamowicz dodała, że prokurator poprosił o czas na zajęcie stanowiska.
Rzecznik Prokuratury Okręgowej w Warszawie Przemysław Nowak powiedział, że prokurator odczytał w piątek akt oskarżenia.
Nie odniósł się do informacji sądu, jakoby prokuratura prosiła o czas do namysłu ws. dobrowolnego poddania się przez ks. G. karze. Powołał się na niejawny charakter postępowania, podobnie jak obrońca księdza, mec. Michał Szreniawa.
Adwokat nie chciał powiedzieć, czy złożył w Sądzie Rejonowym w Wołominie wniosek o poddanie się karze. - Wyłączona jest jawność, prokuratura na pewno zajmie stanowisko - powiedział dziennikarzom. Dodał, że jego klient "czuje się niewinny".
Kolejne wyznaczone już terminy rozpraw to 25 marca oraz 10 i 24 kwietnia.
