Igloolik priest leaves after being threatened

The Catholic priest in Igloolik, Nunavut, has left the community after he was recently threatened, while many residents are dealing with anger they feel towards the church for alleged past abuses.

The sudden departure of Rev. Tony Krotki came after residents of Igloolik, a remote hamlet of about 1,500 in the eastern Arctic, learned that Eric Dejaeger, the community's former priest, had been brought back to Canada to face decades-old sexual abuse allegations.

Acting Mayor Paul Quassa said Krotki received a threat sometime in the past month, after Dejaeger had been taken into custody in Iqaluit on multiple charges of indecent assault, buggery and other offences. A number of individuals in Igloolik claim that Dejaeger, now 63, sexually abused them as children between 1978 and 1982, when he was serving as the community's Catholic priest. He currently faces a total of 20 criminal charges.

Dejaeger had fled to Belgium after he served a jail term in Canada for sex crimes against children in another Nunavut community, Baker Lake. He left Canada around the time that the Igloolik charges were first filed in 1995.

But earlier this year, Belgian immigration officials declared that Dejaeger had overstayed his legal residency in that country. He was brought back to Canada in January and remains in custody in Iqaluit.

Klasnic will als Opferanwältin weiterarbeiten

Ein Jahr nach ihrem Antritt will die ehemalige steirische Landeshauptfrau Waltraud Klasnic ihre Funktion als "Opferschutzanwältin" für kirchliche Missbrauchsopfer nicht so schnell aufgeben. "Ich stelle mir vor, dass ich zumindest drei bis vier Jahre brauche", sagte sie. Die Schicksale, mit denen Klasnic konfrontiert ist, seien zu persönlich für ein schnelles Ende, begründet sie ihr anhaltendes Engagement in der Kommission.
Nach einem Jahr zeigt sich Klasnic jedenfalls froh über ihre damalige Zusage, auch wenn sie dereinst nicht gewusst habe, was auf sie zukommt. Inzwischen haben sich mehr als 800 Betroffene bei der achtköpfigen "Opferschutzanwaltschaft" gemeldet, 167 Entschädigungszahlungen wurden bisher geleistet.

Verschiedenste Experten im Gremium

In der ORF- "Pressestunde" kündigte Schönborn im März 2010 an, Klasnic als "Opferbeauftragte" der katholischen Kirche einzusetzen. Gleichzeitig betonte er, dass das Gremium rund um die steirische ÖVP- Politikerin unabhängig von der Kirche arbeiten werde. Dementsprechend bunt fiel die Besetzung aus: Als prominente "Anwälte" fungieren etwa die Vizepräsidentin des Verfassungsgerichtshofes, Brigitte Bierlein, der Präsident der Opferhilfsorganisation "Weißer Ring", Udo Jesionek, der frühere Wiener Stadtschulratspräsident Kurt Scholz und der Publizist und frühere Vorsitzende der Plattform "Wir sind Kirche", Hubert Feichtlbauer.
Als erstes Ziel setzte sich Klasnic, staatliche und kirchliche Einrichtungen für Missbrauchsopfer zu vernetzen. Und auch mit den Opferorganisationen, die seit Bekanntwerden der Missbrauchsfälle aus dem Boden schossen, wollte sie zusammenarbeiten. Manche blieben auf Distanz und warfen der Kommission mangelnde Unabhängigkeit vor. In einem angestrebten Kirchenvolksbegehren fordert unter anderem die Plattform "Betroffene kirchlicher Gewalt" eine staatliche Kommission zur Aufklärung der Missbrauchsfälle.

Zahlungen an die Missbrauchsopfer

Trotz aller Kritik arbeitet die "Opferschutzanwaltschaft" weiter und beschließt im Monatsrhythmus Zahlungen an Opfer. Das Geld, das die Kirche dafür bereitstellt, stammt aus einer eigenen Opferschutzstiftung, die Mitte September ins Leben gerufen wurde und deren Vorsitzender der St. Pöltener Diözesanbischof Klaus Küng ist. Dabei werden Summen von 5.000 Euro bei leichten Fällen bis zu 25.000 Euro bei schweren bezahlt. Schönborn betonte immer wieder, dass das Geld nicht aus dem Kirchenbeitrag stamme, sondern aus anderen Mitteln.
Bis 31. Mai können sich Opfer kirchlichen Missbrauchs oder Gewalt noch direkt an die Klasnic- Kommission wenden, ab Juni übernehmen diese Aufgabe die mittlerweile unabhängigen Diözesanen Ombudsstellen. Die Entscheidung über die Entschädigungen selbst bleibt aber weiterhin bei der "Opferschutzanwaltschaft".

Nieuwsbrief van de commissie van onderzoek naar seksueel misbruik in de Rooms-Katholieke Kerk (30 maart 2011)

De commissie-Deetman is gestart met een omvangrijk onderzoek naar aard, omvang en gevolgen van seksueel misbruik van minderjarigen. Dit onderzoek bestaat uit het voorleggen van vragen aan een voor de Nederlandse bevolking representatief panel. Met de uitkomsten van dit onderzoek wordt een onderbouwde schatting gegeven van de aard, omvang en gevolgen van seksueel misbruik onder minderjarigen. Dit deel van het onderzoek loopt door tot aan het begin van de zomer.
De commissie-Deetman legt over enkele weken ook een aanvullende vragenlijst voor aan (een grote groep) melders. De 2000 meldingen waarover de commissie beschikt zijn spontaan binnengekomen. Hierdoor staan in de meldingen niet altijd de gegevens die voor het onderzoek van belang zijn. Niet alle melders ontvangen dus deze vragenlijst. Alle antwoorden worden net als de meldingen vertrouwelijk behandeld.

De commissie-Deetman heeft deelgenomen aan hoorzittingen in de Tweede Kamer en in het Belgische parlement.
Wim Deetman, de voorzitter van de commisssie, is op 3 maart gehoord door de Vaste Commissie voor Veiligheid en Justitie van de Tweede Kamer. Op 28 februari verscheen een tussenrapportage van de commissie met hierin een overzicht van de tot nu toe uitgevoerde onderzoekswerkzaamheden. De rapportage is te vinden op www.onderzoekrk.nl. Op 14 maart verscheen de heer Deetman in het Belgische parlement voor de Bijzondere commissie over seksueel misbruik. Lotgenotengroepen
Sinds eind september van het vorig jaar heeft de commissie-Deetman met enige regelmaat gesproken met lotgenotengroepen. Binnenkort volgen nog twee van zulke gesprekken. Een overzicht van deze groepen staat onder links op www.onderzoekrk.nl. Het doel van deze gesprekken is uitwisseling van informatie door de commissie over de voortgang van het onderzoek en informatieoverdracht door de desbetreffende lotgenotengroep.
De commissie hecht groot belang aan de lotgenotengroepen. In dit verband wijst de commissie op een lotgenotenbijeenkomst op 25 april van 10.30 tot 16.00 uur in de Geertekerk in Utrecht, die wordt georganiseerd door de Stichting Mannenhulpverlening na Seksueel Misbruik. Voor inschrijving is het nodig om van een inschrijvingsformulier op www.seksueelmisbruik.info gebruik te maken. Op deze website is informatie over het programma van deze bijeenkomst te vinden.

The Truth and Reconciliation Commission is worried that more former residential school students will want to attend its next national gathering this June in Inuvik, N.W.T., than it can afford to send. Former residential school students from across Canada's North, as well as officials, media and others, are expected to converge on Inuvik from June 28 to July 1 for the commission's second of seven national events. But there is confusion among some in Inuvik, located about 1,100 kilometres northwest of Yellowknife, about the commission's plans to help fund travel and accommodations costs for former students, also known as residential school survivors, who want to attend the event. Those who help survivors in Inuvik estimate that more than 1,200 people from remote northern communities want to go to the June event. [...] Wilson, along with fellow panelist Wilton Littlechild and chairman Murray Sinclair, are holding local hearings in 19 communities across Nunavik, Nunavut, the N.W.T. and Yukon in the months leading up to the Inuvik event. "Not once did anyone say, 'And by the way, I really want to go to national event ... when is my ticket coming?'" Wilson said. "What was raised again and again and again and again is, 'Thank you so much for coming. I want to set down this load.' And I don't think people care so much about where that load is set down. What they care about is that they have safe environments in which to do that."

Prosecutors have filed more charges against Catholic priest Eric Dejaeger.
In the past month, the Crown added 10 charges to the list of accusations facing Dejaeger.

He now faces a total of 20 charges, mostly sex-related, brought by complainants who lived in Igloolik in the late 1970s and early 1980s.

A court-ordered ban prohibits the publication of information that could identify the complainants. Dejaeger, who was born in Belgium but has Canadian citizenship, had been living in Belgium after allegedly fleeing prosecution on sex-related charges in 1995. In January he was expelled by Belgium for immigration violations and has been in custody in Nunavut since.

His next court appearance is set for April 5.

Het federaal parket kreeg sinds juni vorig jaar al 162 nieuwe klachten van slachtoffers van seksueel misbruik in de kerk. Alle dossiers worden doorgegeven aan de bevoegde lokale parketten, die sowieso de slachtoffers verhoren. Maar de meeste dossiers blijken verjaard. De meeste feiten gaan terug tot de jaren 70, 60 en zelfs 50. Heel wat daders zijn al overleden. Terwijl de lokale procureurs de individuele dossiers afhandelen, concentreert de Brusselse onderzoeksrechter Wim De Troy zich op de top van de kerk.


Zallemenut nog een keertje over doen want het was niet naar me zin

De speurders analyseren al maanden de karrenvracht documenten die ze in juni in beslag namen bij de fameuze ‘Operatie Kelk’ in het aartsbisschoppelijk paleis en bij kardinaal Godfried Danneels. Maar ze maken ook verhelderende reconstructies via openbare databanken. In het Rijksregister kunnen ze bijvoorbeeld zien hoe een geestelijke plots van woonplaats veranderde nadat feiten aan het licht waren gekomen. Overigens werkt de kerkelijke leiding opvallend goed mee aan het onderzoek, dat al volgend jaar klaar kan zijn. De 475 slachtoffers die een dossier indienden bij de commissie-Adriaenssens krijgen eerstdaags hun dossier terug.

In 25 gevallen is er nog risico dat de daders opnieuw toeslaan. Daarom vraagt het parket de slachtoffers alsnog een klacht in te dienen.

Irish missionary priest Fr Shay Cullen has threatened to ‘‘name and shame’’ well-known hotel chains whose premises are allegedly involved in underage sex tourism across Asia, writes John Burke.

The Nobel Prize nominee runs Preda, the Philippines-based child protection agency.

He said that Preda would publish the names of prominent hotels and tourist businesses on internet website YouTube to highlight the practice of top hotels in Asia offering ‘‘young girls’’ to foreign businessmen and tourists.

Preda became aware of the practice after receiving complaints by foreign guests who were staying at a five-star hotel in the Filipino capital, Manila, Cullen said.

‘‘The Preda foundation offered to give free child protection seminars to the hotel management and staff, but they were refused.

‘‘Next time, the offers of sex in the hotel will be videotaped and posted on YouTube. Naming and shaming is perhaps the only way to protect the children," Cullen said.

The priest’s comments came after he delivered a speech at the annual conference of the International Tourist Agencies in Berlin, where Preda gave its support to the implementation of a new code of conduct among travel agencies to fight child sex tourism.

Cullen said one of the benefits of such a code would be the ‘‘blacklisting of the offending resort or hotel’’ where such practices were uncovered.

While the numbers of Irish tourists travelling to the Philippines is relatively small, there is a large number of Irish visitors annually to other Asian destinations such as Thailand, where sex tourism is rife.

Some 80,000 Irish visitors travel to Thailand every year, based on the Tourism Authority of Thailand’s estimate that the country has a 0.9 per cent share of the 7.7 million overseas trips taken by Irish holidaymakers annually.

The global child-protection agency Ecpat International estimates that there are tens of thousands of underage child prostitutes working in Thailand, as well as several multiples of this figure in neighbouring countries that are also popular with Irish backpackers.

Tourist associations and travel agencies which agree to sign up to the code of conduct will agree to send their customers to countries that have ‘‘clean’’ tourism and child protection as a priority.

Mededeling over de rector van een Nederlandse priesteropleiding

Zojuist blijkt mij, dat U voor de tweede keer binnen twee weken een priesterstudent hebt weggestuurd onder meer met het volstrekt uit de lucht gegrepen argument, dat hij contacten met mij zouden onderhouden en mij zou hebben geinformeerd over een recent incident waarbij in aanwezigheid van zeer velen een student en een docent elkaar de Hitlergroet hebben gebracht en daartegen niet is opgetreden.

De twee betrokkenen, inmiddels weggestuurde studenten ken ik niet en ik heb (dus) ook nooit met hen gesproken. Wat kan ik wel constateren?

1. U neemt geen maatregelen, wanneer een priesterstudent en een docent in aanwezigheid van zeer velen binnen de muren van het seminarie elkaar de Hitlergroet brengen en zich ook anderzins deels publiek aanstootgevend gedragen;

2. als ik u om commentaar vraag erkent u het incident en doet u dat af als "naïef-schertsend bedoeld";

3. U komt dan echter wel direct in beweging door de priesterstudent in kwestie weg te jagen maar stuurt dan tegelijk ook een andere student weg onder meer omdat die volgens U mijn informant zou zijn (terwijl ik als gezegd die student niet ken en nooit heb gesproken).

Kennelijk is het geen probleem wanneer binnen Uw muren een student en een docent elkaar de Hitlergroet brengen maar wordt het dat wel wanneer dat extern bekend wordt waarna U sancties treft tegen onschuldigen kennelijk om een voorbeeld te stellen - hetgeen wel past in het optreden van de Duitse bezetter tijdens WOII. Het heeft voor U kennelijk geen betekenis dat degenen die U wegjaagt menen hun door God bedoelde existentiele roeping te vervullen door te priester willen worden.

Wat mij betreft is nu de maat vol en zal ik binnenkort in een kritisch artikel aangeven wat mijn visie is op de gang van zaken binnen Uw priesteropleiding die door de stichters niet is bedoeld als een kleuterklas waarbij een onervaren bovenmeester zonder relevante pastorale ervaring van zijn lievelingetjes alles gedoogt en studenten wegjaagt die hem niet aanstaan, nadat een buitenstaander een vraag heeft gesteld over een wel zeer bizar lievelingetje dat zich ook samen met een docent volstrekt ongepast gedraagt.

Het aantal personen dat mij inmiddels eigener beweging (deels met foto's) heeft geinformeerd over de gang van zaken in Uw opleiding is niet meer op de vingers van twee handen te tellen. Mij lijkt het tijd dat U U zelf wegstuurt dan wel dat anderen dat doen.

What is meant by the phrase "defected from it (the catholic Church) by a formal act" (not just de facto) was spelled out in a notification from the Pontifical Council for Legislative Texts on 13 March 2006. On the precise meaning of the phrase, see the article Actus formalis defectionis ab Ecclesia catholica.

From the entry into force of the 1983 Code of Canon Law until the entry into force of the motu proprio Omnium in mentem, a marriage contracted in violation of any of these canons by a Catholic who had made a formal act of defection from the Church was considered valid in the eyes of the Church, whether that person was or was not reconciled with the Church, since the canons explicitly exempted such persons from their provisions. The motu proprio removed that exemption, so that a person who, for instance, after the entry into force of the motu proprio, contracts a merely civil marriage after formally defecting from the Church but who is later reconciled to the Church is considered free, in the eyes of the Church, to marry someone else in the Church.

Shocking new Philly archdiocese form is released

We belong to a victims’ self-help group called SNAP, the Survivors Network of those Abused by Priests (SNAPnetwork.org). We’ve been around for 23 years. We’ve seen astonishingly reckless, callous and deceitful acts by complicit church officials. We’ve seen chancery officials shredding documents. We’ve seen church staff repeatedly lying to police, prosecutors, parishioners and the public. We’ve seen bishops hire private investigators to rummage through victims’ trash. We’ve seen, years ago, Philadelphia Catholic officials countersue a victim’s parents.

We’ve seen a lot. We are hard to shock. But we are shocked by this.

We’ve never seen a document like this. (We can’t say where we got it.) We aren’t lawyers and we don’t know when or with whom this form was or is used. But it clearly doesn’t pass the “smell test.”

We suspect this form was put in front of scared and confused victims who desperately needed therapy bills paid or in some other way needing help from the archdiocese. We suspect some victims signed this having no idea what it meant. We very strongly suspect that the intention here is to protect the archdiocese and its secrets, not to protect innocent children or help wounded victims.

Church officials must make it easier, not harder, for the police to get, and victims to share, information about known and suspected child sex crimes. That’s what they’ve promised to do. That’s clearly not what they are, in fact, doing.

It’s everyone’s duty to tell police as much as they can about possible crimes. This is especially true of powerful decision-makers like church officials and with devastating crimes like child sexual abuse.

Notice the bottom of this form. There’s no ‘signature line’ for an attorney who represents a victim. That suggests that this form was used only with victims who were dealing with archdiocesan lawyers and staff alone – without representation.
A former Philly prosecutor told the Philadelphia Fox affiliate last night that he too had never seen anything like this. The ex-prosecutor also also said he thought the intent here was to protect the archdiocese.


This document was briefly mentioned in the recent grand jury report. Grand jurors were clearly troubled by it as well.

If Rigali or one of his highly-paid public relations staff ever deign to talk about this form, we’re sure they’ll offer some convoluted rationalization couched in alleged concern for victims and their privacy. Church officials do this often – justifying some self-serving, secrective actions as somehow being for the professed benefit of victims.

When they do, ask yourself this: if the goal here was somehow to make victims feel or be safer, why aren’t church officials signing some form and making some pledge? Why make a victim sign something?

Onderzoek naar afhandeling misbruik door OM

Het Openbaar Ministerie (OM) laat onderzoeken hoe het OM zelf is omgegaan met zaken van misbruik binnen de Rooms-Katholieke Kerk. Voormalig procureur-generaal Dato Steenhuis gaat het onderzoek leiden. Dat heeft minister Ivo Opstelten (Veiligheid en Justitie) maandag laten weten aan de Tweede Kamer. De Kamer had om een onderzoek verzocht na berichten dat justitie zaken tegen pedofiele priesters ten onrechte had geseponeerd.

NRC Handelsblad en de Wereldomroep berichtten vorige maand dat kardinaal Ad Simonis een pedofiele priester aan een nieuwe baan had geholpen. Deze man was veroordeeld voor seksueel misbruik, maar een eerdere zaak tegen de priester werd nog geseponeerd.Omdat het ook in andere misbruikzaken niet tot vervolging was gekomen, wilde de Kamer weten hoe het OM hiermee is omgegaan.

Harm Brouwer, voorzitter van het college van procureurs-generaal, besloot Steenhuis onderzoek te laten doen naar de manier waarop het OM zedendelicten heeft afgehandeld met rooms-katholieke geestelijken als verdachte. Het gaat om de periode 1980 tot maart dit jaar.

Hoogleraar strafrecht Paul Mevis en advocaat Mischa Wladimiroff zullen Steenhuis bij zijn onderzoek van advies dienen. Steenhuis moet half mei klaar zijn, zodat Opstelten voor de zomer de Kamer kan informeren over zijn bevindingen.
