The Crown Office is expecting a flood of new sexual offence cases associated with the ongoing Scottish Child Abuse inquiry as more victims come forward.
Catriona Dalrymple, procurator fiscal for police and engagement said that the courts can expect a spate of new cases: “We already deal with cases of historic and institutional abuse, but because of the ongoing Scottish Child Abuse Inquiry we may receive more of these cases or inquiries from survivors about their cases,” she said.
She explained that new training will be given to prosecutors to ensure they can “engage effectively with survivors”.
The Crown Office previously commissioned a video entitled Safe To Say telling the story of a man who was abused as a child after being taken into care and his fight for justice.
Ms Dalrymple explained that his story was “vital” in understanding the nature of abuse.
She said: “He talks not just about physical, sexual and emotional abuse, but things like educational abuse.
“Our prosecutors need to be aware of that, and the major impact on life chances that can have on victims. They will be aware once they’ve listened to Andy’s experience.”

# 29 Report into the Jehovah's Witness organisations released




The Royal Commission’s report of Case Study 29: The response of the Jehovah’s Witnesses and Watchtower Bible and Tract Society of Australia Ltd to allegations of child sexual abuse was released today.

The report follows a public hearing held in Sydney in July and August 2015 which examined the experience of two survivors of child sexual abuse within the Jehovah’s Witness organisation, as well as the systems, policies and procedures in place within the organisation for raising, responding to and preventing child sexual abuse.

The Royal Commission heard from two survivor witnesses, 12 institutional witnesses and an expert engaged by the Jehovah’s Witness organisation who gave evidence about the organisation’s policies, procedures and practices.
It also examined evidence from case files held by the organisation which recorded allegations, reports or complaints of child sexual abuse by 1,006 members of the organisation.

The Royal Commission found children are not adequately protected from the risk of child sexual abuse in the Jehovah’s Witness organisation and does not believe the organisation responds adequately to allegations of child sexual abuse.

From the evidence presented, the Royal Commission considers the Jehovah’s Witness organisation relies on outdated policies and practices to respond to allegations of child sexual abuse which were not subject to ongoing and continuous review. Included in these was the organisation’s retention and continued application of policies such as the two-witness rule in cases of child sexual abuse which, the Royal Commission considered, showed a serious lack of understanding of the nature of child sexual abuse. It noted the rule, which the Jehovah’s Witness organisation relies on, and applies inflexibly even in the context of child sexual abuse, was devised more than 2,000 years ago.

The Royal Commission found the Jehovah’s Witness organisation’s internal disciplinary system for addressing complaints of child sexual abuse was not child or survivor focused. Survivors are offered little or no choice in how their complaint is addressed, sanctions are weak with little regard to the risk of the perpetrator re-offending.

Finally, the Royal Commission considered the organisation’s general practice of not reporting serious instances of child sexual abuse to policy or authorities, demonstrated a serious failure on its part to provide for the safety and protection of children.

Director Priests for Life Faces Diocesan Investigation Over Aborted Baby on Altar

NEW YORK — Father Frank Pavone, the national director of Priests for Life, faces an investigation from his bishop for placing an unborn child’s corpse on the altar in Priests for Life’s chapel as part of two Facebook live videos urging people to vote for Donald Trump on Election Day.

If the investigation reveals grave violations of canon law, Father Pavone may face disciplinary action.
“Father Frank Pavone has posted a video on his Facebook page of the body of an aborted fetus, which is against the dignity of human life and is a desecration of the altar,” Bishop Patrick Zurek of the Diocese of Amarillo, Texas, where the priest is canonically incardinated, said in a Nov. 8 statement. “We believe that no one who is pro-life can exploit a human body for any reason, especially the body of a fetus.” 

Father Pavone had livestreamed two videos on Sunday, standing behind the altar at Priests for Life’s headquarters, on which he had placed the dead body of an unborn child, completely naked and flanked by two burning candles on the altar. In both videos, one more than 44 minutes long and the other four minutes and 33 seconds long, Father Pavone urged viewers to vote for Donald Trump and the Republicans for Congress in order to stop abortion from claiming more innocent victims.
Both videos together had a combined total of more than 1.2 million views on Facebook as of publication.

And while Father Pavone has received much support on social media for these latest videos, he was also criticized by many Catholics, who inundated the Diocese of Amarillo with messages, for causing scandal.

Caitlin Marchand, a faithful Catholic mother living in Louisiana, told the Register that, as a woman who buried two sons from miscarriage, she contacted the Amarillo Diocese after seeing Father Pavone “calmly talk over the [baby’s] naked body” without any appropriate respect for the child’s dignity. She added that the sight was incredibly painful, given her own losses, and she wanted to “gather up that poor child so nobody can ever disrespect her again.”

Bisdom Roermond stelt gebaar van barmhartigheid

Het bisdom Roermond gaf op een originele manier gehoor aan de oproep tot barmhartigheid van paus Franciscus en overhandigde hem een lading kledij.

De bisschop en de hulpbisschop, die samen met een 300-tal Nederlands-Limburgse pelgrims naar Rome waren gereisd, boden woensdag symbolisch één zak met kledij aan. De rest wordt met een vrachtwagen nageleverd.

The provincial government has reached a $750,000 dollar settlement with a former resident of Mount Cashel orphanage for alleged abuse suffered when he was a child.

Lawyer Will Hiscock of Budden and Associates says while those type of cases are normally settled quietly, because it involves public money, the matter was listed in government Orders in Council.

Hiscock says his client was a small child when he first went to police in 1975 to outline the abuse he'd suffered. The information from the subsequent police investigation then helped to form the basis of the Hughes Inquiry.

Hiscock says part of their argument was that government ought to have known about the abuse and acted on that information.
Hiscock says the settlement comes after six long years. Something he says he and his client fully expected. He says government did its due diligence and really put them through their paces.

Hiscock says his client has struggled his whole life and will never get over the abuse he suffered as a child, but they are satisfied with the settlement and the fact that his client won't have to go through a trial.

18 similar cases remain outstanding.


Government settles with Mount Cashel resident from 1970s

The provincial government has settled a $750,000 lawsuit with a former Mount Cashel resident.

 It’s believed to be the highest government payout to a sexual abuse survivor in the province, said lawyer Will Hiscock of Budden and Associates.
The figure was disclosed in an Order in Council approving the transfer of funds to Justice and Public Safety to settle the file, initiated in 2010.
The former orphanage resident gave a statement to the Royal Newfoundland Constabulary in 1975, but was placed back in the orphanage and remained there until the 1980s, Hiscock said. He had reported abuse by several Christian Brothers.
“It was an exceptionally strong case on liability,” Hiscock said. “Government did a real service by taxpayers by settling it rather than go to court.
The settlement may draw out others who have never taken legal action.
Besides 18 cases reported to be before government, there are even more that haven’t reached the stage of statements of claim.
Roughly 20 years ago, the provincial government settled a block of cases from the 1970s and ’80s, handled by various prominent lawyers, so the high dollar figure of the recent case would reflect inflation.
In total there have been some 130 settlements involving allegations of abuse suffered at Mount Cashel at a total amount of about $29.2 million, according to a Justice spokeswoman.
The current lawsuits are separate from a civil case against the Roman Catholic Episcopal Corp. of St. John’s — those cases are from a much earlier era dating back to the late 1940s and mainly were ineligible for action against the provincial government because of a previous legal decision. The case, which the The Telegram has covered almost

"At the end of the day, it's a question of whether those costs, those tremendous costs, should be borne by the children who were victimized, or by the administrators who allowed it to take place."
