A nun who campaigns for social justice today apologised to children who were abused while under the care of the Sisters of Charity.

Sister Stanislaus Kennedy, a member of the religious order criticised in the devastating Ryan report, said members were ashamed, shocked and horrified by the physical and sexual abuse of children at its facilities.

She told a conference in Dublin Castle the report laid bare the appalling manner in which the most vulnerable children were treated in institutions run by congregations over the past 50 years.

“We must ensure that wide-scale and systematic abuse of children does not happen again in this country,” she said.

“Abuse happens when power is vested in individuals and institutions who are unaccountable.”
The Ryan report documented decades of sexual, physical and emotional torture inflicted on thousands of children in orphanages, industrial and reformatory schools all over the country.
It outlined severe physical and emotional abuse over many years at two of the order’s institutions, St Patrick’s and St Joseph’s in Kilkenny.

“Within St Joseph’s, there was also sexual abuse, including where 13 boys were brutally abused, sexually and physically by two men employed by the Religious Sisters of Charity as childcare workers who turned out to be cruel and ferocious paedophiles,” said Sr Stan.
“I am desperately sad and sorry that these abuses took place and that these heinous crimes were committed."

“All over the country, children entrusted to the care of religious congregations, ours included, suffered enormously in a sickening abuse of power and position and a scandalous exploitation of vulnerability, for which there is no excuse.”

Sr Stan said the order had acknowledged the hurt caused and planned to do everything in its power to make reparation for the harm done, to alleviate the pain and suffering of victims and to restore, as far as is possible, the dignity that was taken from them as children.

“This includes facing our financial responsibilities in a generous spirit and with an open heart,” she continued.

The campaigner also criticised the current childcare system, highlighting a lack of out-of-hours social work service for children in need and why up to 6,500 child protection cases have not been allocated a social worker.

“One of the most damning indications of our lack of concern about the welfare of children is the fact that 454 migrant children, that’s equivalent to an entire school full of children, have gone missing from the care of the State since 2000, with barely a ripple of disquiet in the community,” she continued.

“We know this is happening and we don’t care. How can we say without blushing that we are determined to learn lessons from the Ryan report and are determined to protect and cherish children in this country when we know they are suffering now?"

“When we allow these outrages to occur without protest we, as a society, are complicit in the suffering of these children,” she added.

President Mary McAleese is due to address the conference later today.

Fysiek en psychisch geweld op Ierse seminaries leidde tot zelfmoord’

DUBLIN (RKnieuws.net) – “Gemeen, misdadig en tiranniek”. Zo noemt een priester uit het Ierse Cork het fysieke en psychische geweld dat hij als student op het seminarie moest ondergaan. Hij schrijft dit in een brief aan president Mary McAleese, die maandag is gepubliceerd in de Ierse krant ‘Irish Examiner’.

“Het misbruik op katholieke onderwijsinstellingen, zoals dat wordt beschreven in het onlangs verschenen ‘Ryan-rapport’, bleef niet alleen beperkt tot de kinderen daar. Ik zat op een seminarie. Emotioneel en psychisch geweld was aan de orde van de dag. En diegenen die hun gezag misbruikten waren zich er volledig van bewust”, aldus de brief van de priester uit Cork.

Geslagen, verkracht en vernederd
Onlangs publiceerde de Ierse regering na een diepgaand onderzoek een schokkend rapport over jarenlang fysiek, mentaal en seksueel misbruik door katholieke priesters en religieuzen op Ierse onderwijsinstellingen. Het rapport van de zogenoemde ‘commissie Ryan’ constateerde dat duizenden jongeren stelselmatig werden geslagen, verkracht en vernederd. Zij werden behandeld als gevangenen en slaven.

Brief aan het Vaticaan
De priester, die overigens niet met name wordt genoemd, heeft zijn belevenissen op het seminarie ook beschreven in een brief aan het Vaticaan. “Tegen het eind van mijn studie werd ik bij de leiding geroepen en werd mij in niet mis te verstane bewoordingen gezegd dat ik mijn mond moest houden en dat ik, wat ik wist, in mijn graf moest meenemen”, aldus de priester in ‘Irish Examiner’.

Zelfmoorden
De priester schrijft president McAleese, dat hem een geval bekend is van een priesterstudent die destijds zelfmoord pleegde. “Die had een aantal ‘afscheidsbrieven’ voor zijn familie achtergelaten, maar de kerkelijke autoriteiten hebben die nooit doorgegeven”. Een ander geval van zelfmoord na fysiek en mentaal geweld werd nooit intern onderzocht, aldus de priester in zijn brief.

‘Wijze reactie’
De priester schrijft president McAleese dat hij blij is met haar duidelijke reactie op het rapport over fysiek en mentaal geweld. “Ik weet zeker dat uw wijze woorden de ongelukkige slachtoffers veel zelfvertrouwen hebben gegeven. Slachtoffers die vreselijk hebben geleden onder het vernederende misbruik en martelingen door hun wrede onderdrukkers, die beweerden dat zij handelden in naam van God, kerk en religie. Het rapport was voor velen een schokkende onthulling, maar voor de slachtoffers was het de finale bevestiging van hun realiteit”, aldus de Ierse priester in zijn brief aan de Ierse president.

1. Ga niet zelf op zoek in de winkel maar vraag aan de balie naar de thriller “De Kindervriend” van José Hennekam.
2. Zeg erbij dat je gehoord hebt dat het zo’n fantastisch boek is (en dat is het natuurlijk ook )

3a. Als ze je wijzen waar het ligt koop dan uw exemplaar (twee of meer mag vanzelfsprekend ook. Leuk cadeautje voor een vriend of vriendin). Leg ook meteen alle eventuele andere aanwezige exemplaren op een opvallende, duidelijk zichtbare plaats met de schitterende omslag naar boven.

3b. Hebben ze het boek niet (meer), wees dan ontzettend teleurgesteld en vraag wanneer ze het weer in huis zullen hebben. Ga daarna meteen naar een andere boekwinkel en begin weer bij 1.
Start daarnaast een buzz.
Dat doet u als volgt:
1. Stuur heel uw familie en al uw vrienden en kennissen een mail, vertel ze dat je graag een ontzettend goed boek (eerst lezen mag :) ) wilt promoten en vraag of ze willen helpen en stap 1 tot en met 3 van hierboven willen uitvoeren.

2. Praat over het boek! Op feestjes, bruiloften en partijen, op het werk, in de kroeg, tijdens het voetballen, golfen of welke sport u ook beoefent, laat geen kans voorbij gaan om het niet in geuren en kleuren over “De Kindervriend” te hebben.

3. Kent u mensen die in hun jeugd op een internaat hebben gezeten (daar moeten er nog een hele hoop van in leven zijn) vertel ze dan dat ze dit boek absoluut niet mogen missen. (en dat is natuurlijk ook zo)

4. Zit er een journalist(e) tussen uw vrienden of bekenden? Trek hem/haar aan zijn/haar jas !

5. Ben u een Blogger, Twitter, Hyver, Facebooker of Myspacer, schrijf erover !

Nu hoor ik u denken: ja, je kunt me wat !
Waarom zou ik al die moeite voor dat boek doen ?
Vier redenen:

Hoewel het een thriller is, heeft “De Kindervriend” een duidelijk centraal thema, namelijk seksueel misbruik van internaatskinderen vroeger en nu. De schandelijke rol die de Katholieke Kerk daar vaak bij speelt wordt in het boek duidelijk voor het voetlicht gezet.

En dat laatste is hard nodig !
Want het gebeurt nog steeds !

Het verhaal is overigens deels non-fictie, dwz het berust voor een deel op gebeurtenissen die werkelijk plaats hebben gevonden.
2. In september komt Pjotrs Borsjt uit, de roman die ik geschreven heb voor de Stichting Weeshuizen Belarus en waar de opbrengst van naar die Stichting gaat. Als “De Kindervriend” een (best)seller wordt is de kans groot dat het met Pjotr ook zal gebeuren en dat betekent meer geld voor de Stichting.

Het is gewoon leuk om te ondervinden dat je met een kleine groep en met heel weinig moeite een enorme invloed kunt uitoefenen op de verkoopcijfers van een boek. Mocht het straks een bestseller worden, dan kunt u zeggen: daar heb ik mede voor gezorgd.

4. U doet er mij een enorm plezier mee en dus uzelf (geven is volgens Oprah helemaal in, het schenkt je veel meer plezier als krijgen, vandaar )

Maar wat u ook doet, ik wens u allen in elk geval heel veel leesgenot toe met “De Kindervriend”.

Een priester uit Rijpwetering verkrachtte meermalen een minderjarig meisje en wordt veroordeeld, maar mag zich nog steeds priester noemen. Een dominee uit Eindhoven heeft seks met een psychiatrische patiënt en wordt overgeplaatst, maar niet ontslagen.


Twee voorbeelden van seksueel misbruik waarbij ambtsdragers uit de kerk betrokken zijn. In Nederland worden per jaar bij de kerken ruim veertig meldingen gedaan door slachtoffers van seksueel misbruik. In verschillende landen moet de kerk overgaan tot het betalen van grote bedragen aan slachtoffers, in Nederland probeert de kerk zoveel mogelijk te zwijgen.

Vooral kwetsbare gelovigen zijn het slachtoffer.
Annet was zo’n kwetsbare vrouw die haar predikant om hulp vroeg. Het begon met troosten, met praten en liep uiteindelijk uit op seksuele handelingen. Annet: “Als ik vroeg waarom hij dat deed, zei hij omdat hij me wilde leren dat aanraking en seksualiteit ook fijn kon zijn. Aan het eind van zo’n gesprek, zei ik altijd dat hij niet weer hoefde te komen, maar als hij dan wegging, dacht ik: "Dan heb ik ook niemand meer om mee te praten".


Tweede kans

Volgens de Nederlandse kerken is alles goed geregeld. Maar slachtoffers van seksueel misbruik durven nauwelijks over hun ervaringen te praten en voor de kerkelijke daders worden vaak de begrippen vergeving en tweede kans uit de kast gehaald.




Slachtoffer Hans: “Christenen hebben een wasautomaat en daar gooien ze al hun zonden in en het wasprogramma heet vergeving. Dan komt alles er weer wit uit.”


Moeilijk te geloven



Als de dominee of priesters seksuele grenzen overschrijden, kunnen andere kerkgangers dat maar moeilijk geloven.
In 2002 wordt tegen een dominee uit Eindhoven een klacht ingediend. De dominee maakt misbruik van een psychiatrische patiënt die hulp bij hem zocht. Tot ongeloof van het slachtoffer en haar omgeving wordt de dominee niet ontslagen maar overgeplaatst. De kerkgemeenschap kiest de kant van de dominee en het slachtoffer en haar familie worden uitgesloten van de kerkgemeenschap.


De affaire Rolduc begin jaren ’90 brengt voor het eerst aan het licht dat ook in de Nederlandse katholieke kerk misstanden plaatsvinden. Een priesterstudent wordt onder druk gezet door een invloedrijke conrector om een seksuele relatie aan te gaan. Na jaren klapt de priesterstudent uit de school omdat hij de situatie niet meer aankan. De conrector wordt met ziekteverlof gestuurd. ZEMBLA ontdekte dat hij al jaren als priester in Duitsland werkt. Na deze affaire, komen slechts enkele zaken aan het licht. De meeste zaken worden intern afgehandeld mede dankzij de klachteninstellingen die de kerken sinds halverwege jaren ’90 hebben opgericht. Kerk beschermen tegen aansprakelijkheid

De katholieke kerk scherpte in 2007 de regels aan voor haar klachteninstelling, Hulp en Recht. Dit was aanleiding voor de voltallige onafhankelijke commissie die de klachten van katholieke slachtoffers behandelden, om op te stappen, hetgeen door de katholieke kerk werd stilgehouden.


Voormalig voorzitter Y. van Kuijck in ZEMBLA: “De commissie kreeg de indruk dat het veel belangrijker werd om ook de kerk te beschermen tegen allerlei aansprakelijkheidsrisico’s. Daardoor stond de positie van het slachtoffer niet meer centraal en dat was toch het uitgangspunt.”

Volgens P. Nissen, hoogleraar cultuurgeschiedenis van het christendom van de universiteit Tilburg, worden zelden tot nooit priesters uit het ambt gezet. Strenge straffen zijn uitzondering. Nissen: “Ik ken meer voorbeelden van priesters die geschorst zijn en na een tijdje in kerkelijke functies en zelfs weer pastoraal werk kunnen doen, zelfs met jongeren”.

En als die RKK Nederand zoveel (verzekerings) geld wenst uit te sparen?
Dan kunnen ze maar beter dank je wel tegen de Ierse belastingbetalers zeggen en vervolgens eens met die burgervader van Maastricht gaan praten. Maar vooral héél goed naar hem luisteren. Da's het enige geheim van het Ikon én van Diarmuid Martin. Ervan uitgaande dat Mgr. Martin ook celibatair is
hoeft het dus zélfs dáár niet aan te liggen, slechts aan de mogelijkheid tot luisteren.
Politiek hoeft niet ten koste van mensenlevens te gaan.

Deskundigen op klompen: Thomas Doyle en Willem Wagenaar

Een van de gesprekken die ik nog wel eens zou willen lezen is een ontmoeting tussen Thomas Doyle, een van de zéér weinigen die ik de ambtstitel Father toe ken, en Willem Wagenaar.

Twee denkende deskundigen die, goddank, al jaren het fatsoen hebben hun zeer deskundige monden open te doen, daarmee voor mij mijn heren - en + wordend.
Wagenaar die mede zorgde dat ik zo lang mijn mond hield, Doyle dat ik hem open deed; de Heren + en - dankzij hun klompen; ze hebben de deskundigheid te beschrijven wat iedereen op zijn klompen kan bedenken.

Van alle 2 kreeg ik vooral moed, hoewel ik Wagenaar misschien daarom nog maar eens een griezelige toverlantaarnserie cadeau moet doen. Zijn gaven hebben een paar nadelen voor klompenbezitters: hoe maak je jagende kinderbescherming duidelijk dat, ondanks alle wolven en grootmoeders, het niet waarschijnlijk is dat een kind van 3 velpon gebruikt...

Project started to assess the institutional abuse in the Roman Catholic church in the U S. by bishop accounability.org

Bishop -Accountibility.org is de belangrijkste database voor de vele informatie over het VS kerkelijk seksueel misbruik, (maar toenemend niet slechts de VS) waaraan inmiddels ook bischoppen hun medewerking geven. Voor iedereen bereikbaar en te gebruiken via het internet.
Het richt(te) zich vooral op het pedofiele misbruik, waarover het ook onstond.
Inmiddels bevat het ook steeds meer informatie over de situatie rond de indiaanse scholen in Canada en de VS.

Nav het Ryan rapport over het misbruik in de Ierse tehuizen is per vandaag een project gestart over de USA tehuizen.

Wanneer je hierover, of over het Ryan rapport, of de ontwikkelingen in Duitsland rondom de vroegere tehuizen maar de taal een probleem is, waar je met de (vaak knullig slechte) internet vertaalmachines niet uitkomt , schaam je dar vooral niet over maar weet je welkom via de reactiemogelijkheid of de email.
Dan kan er wanneer je dat wenst mee gezocht worden naar een oplossing.

Allegations of Sexual Abuseat Catholic Residential Institutionsin the United States

This webpage provides a sample of Catholic residential institutions in the United States where sexual abuse of minors has been alleged. Many aspects of the allegations in these cases will be familiar from the Ryan report on abuse in Irish institutions.
For example:

  • • In Washington State, the Christian Brothers of Ireland settled with two dozen alleged victims in a single residential school.
  • • In Wisconsin, the director of a school for the deaf admitted to sexually abusing at least 30 boys and may have molested 200 or more.
  • • In Vermont, church officials settled with 75 men and women alleging physical and sexual abuse of shocking brutality at an orphanage.
  • • In Kentucky, an order of nuns settled with 45 men and women alleging physical and sexual abuse at another orphanage.

The large numbers of alleged victims, the horrific nature of the abuse, and the advantage taken of entirely vulnerable children in 24-hour care, all link these U.S. cases unmistakably with the Irish situation. Ireland’s system of Catholic residential institutions for children was centralized and state-financed, whereas in the United States, almost every diocese had its orphanages, residential schools for the handicapped, and minor seminaries. Both systems endured into the 1980s.

In both countries, inspection and supervision were lax to nonexistent, and in the resulting vacuum, children were tortured and raped. In the United States, brutal and depraved regimes often thrived in dioceses run by eminent bishops, and in Vermont, a future bishop is alleged to have abused an orphan at one of the worst institutions.

It is an urgent question, whether institutional abuse in the United States was similar in scope and depravity to the abuse analyzed in the Ryan report. The sample presented below would suggest that it was. In response to a request by the Yad L’Achim organization, the Vatican says it will consider asking its church members to “reveal to Holocaust orphans their Jewish past and provide them with accurate information concerning their families.”

This is the first time that Vatican officials have related to this matter publicly, Yad L’Achim says.
Rabbi Shalom David Lifshitz, founder and chairman of the anti-missionary and anti-assimilation Yad L’Achim organization, wrote to Pope Benedict shortly before his visit to Israel two months ago.

The rabbi asked the pontiff to take action to reveal the “hidden Jewish children” of the Holocaust – if not to the world, then at least to the “children” themselves.

It is estimated that thousands of Jewish children were left with Christian monasteries or families by their Jewish parents during the Holocaust, in the hope that they would thus survive the war.

However, untold hundreds of these children – Yad L’Achim says the number is approximately 2,000 - were never claimed, returned or told of their Jewish background.
A letter from Pope Pius XII to his representative in Paris on November 20, 1946 shows that he ordered Jewish babies that were baptized during the Holocaust not to be returned to their parents.
The recipient of the letter, Angelo Roncalli, who was later to become Pope John XXIII, often disobeyed these instructions.

The official Vatican response to Rabbi Lifshitz stated, “The matter of the children of Jewish families during II World War is a very delicate and a very complex one. I know that there has been action taken by the Holy See, but at this moment I cannot be accurate in my information. I assure you that I will try to provide more precise information and see if an appeal like the one you propose could be made [emphasis added].”

The letter is signed by Archbishop Antonio Franco, of the high Vatican rank of Apostolic Nuncio. Similar letters of support for the cause of locating the Jewish “children” have been sent to Yad L’Achim from the President of France and the monarchs of Britain and Holland.

Rabbi Lifshitz said this week that his organization and the Conference of European Rabbis (CER) have begun working closely on this matter, and that a joint office to deal with it will be established in the coming days.

ERC Director Rabbi Aryeh Goldberg said, “Yad L’Achim tells us that there are more than 1,000 such lost Jews, another 600 in France, and hundreds more in Belgium and Italy. The faster we act, the more names we will be able to find.”

“There is no doubt,” Rabbi Lifshitz says, “that the holy parents and grandparents of those orphans, most of whom do not know anything about their Jewishness, cannot rest in peace before their descendants return to their forefathers’ religion and homeland.”

Australie Anglikaanse Kerk: Church reviews anti-abuse strategy

A third of child sexual abuse cases substantiated by the Anglican Church resulted in no action against the perpetrator, a new study has found.

Anglican Primate Archbishop Phillip Aspinall on Wednesday released the results of a research project designed to help the church strengthen its child protection protocols.

The study was welcomed by victims group Adults Surviving Child Abuse (ASCA), although the organisation said it remained to be seen whether the church would stand by victims over time.

The report, received by Anglican leaders at a meeting in Sydney at the weekend, examined 191 alleged cases of child sexual abuse reported between 1990 and 2008 from 17 dioceses around Australia.

It found most reported cases were substantiated.
But of the substantiated cases, 34 per cent resulted in no action by the church, while 22 per cent went to court, and 31.5 per cent resulted in disciplinary action.

The report said the fact that, on average, abuse was not reported until 23 years after it occurred meant many perpetrators died before any action could be taken, or too much time had passed to make a clear determination of what had happened.

It said 24 per cent of the accused were dead by the time the complaint was made to the church or died during the investigation.

The study found three-quarters of complainants were male, most aged 10 to 15 at the time of abuse.

Most of the accused were clergy or youth workers and most abuse took place at the homes of the perpetrators or on church premises.

Dr Aspinall said the report would not only strengthen the church's child protection protocols, but was a reminder of the "tragic events of the past and of the pain which still exists".
"We reiterate our apology, our sorrow and our deep regret for abuse which has occurred," he said.

ASCA director Michael Salter said the report signalled a refreshing move away from the previous emphasis of the church on legal risk minimisation and offers of small amounts of compensation in an attempt to forestall lawsuits.

"The authors of the report acknowledge that the Anglican Church has a responsibility to address the long-term needs of survivors of clergy abuse," he said.

"The degree of chronic disability and distress in the lives of victims of clergy abuse is disturbingly high.

"It remains to be seen whether the Anglican Church is willing to invest the time and money required to meet the needs of adults who have suffered clergy abuse as children," Mr Salter said.

Executive summary

Child sexual abuse occurs in all parts of society.Organizations such as schools and youth clubs that work with children
and young people are especially vulnerable. Churches, wich have an extensive
range of activities involving children and young people, are no exeption.

At the 2004 General Synod the Anglican Church of Australia took a proactive approach to the issue of child protection and put in place a number of strategies to improve policies and practices concerning child protection around the country. As part of this effort, the Professional Standards Commission requested a report on the nature and extent of reported child sexual abuse by clergy and church workers,
including volonteers, since 1990.
The study excluded Church schools and children’s homes.

Professor Patrick Parkinson and Emeritus Professor Kim Oates, both from the University of Sydney, were asked to conduct this study with the help of research assistant, Amanda Jayakody.

The aims of this reaearch study were to:
- understand the characteristics of accused persons and complainants and the circumstances of the offence.
- ascertain patterns of abuse in relation to simularities or differences in gender and age of the child complaints.
- inform the Church on what steps could be taken towards better prevention of sexual abuse within church communities.

The report analyses 191 alleged cases of child sexual abuse, reported from 17 dioceses throughout Austalia between 1990 and 2008 to see what lessons can be learned to improve efforts at child protection. This represents most, bur not all of the reported cases across Australia in that period.

The key findings were:

- Unlike the patterns of abuse in the general population, three quarters
of complainants were male and most were betweens the ages of 10 to 15 at the time of the abuse.
- Most accused persons were either clergy or were involved in some form of voluntary or paid youth work.
- There were 27 accused persons with more than 1 allegation in the
sample. These 27 people accounted for 43 % of all cases.
- Ongoing abuse lasting 3 years or more was significantly more common amongst male complainants.
- Most of the alleged abuse episodes occured in the accused person’s home or on church premises. Almost a quarter of the episodes of abuse of girls occurred in the girl’s own home, compared with 7% of male cases.
- There were long delays in reporting offences to the church by the
complainants, with an average delay of 23 years.
- Just over half of the cases were treated as substantiaded by the church
and a third as inconclusive, with erroneaous allegations by the child
complainants being rare.

The report concludes with various recommendations to the Church on
improving its child protection strategies in the light of these findings,
and in responding better to complaints of past abuse.

The Anglican Church has released a report into past cases of child sex abuse within the church in Australia.

University of Sydney researchers examined 191 incidents involving 17 dioceses across the country between 1990 and 2008.

The study shows boys aged between 10 and 15 were the most likely victims, while the average time it took for abuse to be reported to authorities was 23 years.

The Head of the Anglican Church in Australia, Archbishop Phillip Aspinall, says the report also found the church must enforce codes of conduct to prevent further abuse.

The Dublin diocese provided 60,000 documents to the Commission of Investigation led by Justice Yvonne Murphy. It is due to publish what will be a devastating report within weeks.

She'd have imaginary conversations out loud in Anishnaabe

Peterborough's Shirley Williams used to get so lonesome in her residential school, where she was physically and emotionally abused, that she'd sometimes crawl under her bed covers and imagine she was in her family's kitchen with her mother and father.

During these stolen moments, says the Ojibwa woman, she'd have imaginary conversations out loud in Anishnaabe -- the language she was forbidden to speak at St. Joseph's Residential School in Spanish, Ont.

Williams, a retired Trent University professor, recalls a nun pulling the covers off her and asking what she was doing.
"Praying, Sister!" she recalls replying.

The anecdote drew laughter at last night's Kawartha Truth and Reconciliation Group meeting held at the Peterborough Public Library.
But Williams knows there's not much to laugh over from those dark times.

It was 1949 and Williams was 10 years old, living with her parents in the Wikwemikong reserve on Manitoulin Island, when a priest took her away, like other First Nations children, to be assimilated into western culture through residential schools.

She still shudders, she says, whenever she hears a slap because it brings back memories of public beatings of the children and sounds of continual slaps behind closed doors.
She spent six years at the school and when she went home each July and August, she says her father always told her, "Don't forget your language; don't forget who you are."

Williams is now a member of the Kawartha Truth and Reconciliation Group, formed a about a year ago and made up of 12 people who meet regularly to share stories and promote healing from the legacy of physical, emotional, cultural and sexual abuse in Canada's residential schools.

Day of the African child: the unending plight of African children
Nairobi, June 16th 2009: Africa observes the Day of the African Child, in memory of, thousands of black school children who were maimed and killed in 1976 Soweto uprising, as they took to the streets to protest the inferior quality of their education and to demand their right to be taught in their own language.

To honour the memory of those killed and to meet the Millennium Development Goals relating to the welfare and safety of African children, the UN Millennium Campaign Calls on African states, Civil Society Organizations and the private sector to tackle child and maternal mortality, school dropout, gender inequality in UPE and poor quality standards of UPE.

As many as 50,000 African children under the age of 5 years will be losing their lives as a result of preventable or curable diseases. And children as many as 38 million of primary school age in Africa will still remain out of school.

“Child survival, protection and development are not only universal aspirations enshrined in the MDGs, they are also human rights issues ratified in the International Convention on the Rights of Children and the African charter on the rights and welfare of the child” Says the UN Millennium Campaign Communications Coordinator and Acting Deputy Director for Africa, Ms. Sylvia Mwichuli.

“Investing in the health and education of African children and their mothers is a sound economic decision and one of the surest ways for a country to secure its future. Reducing child mortality and ensuring Universal Primary Education, requires strong political commitment.”
She quipped.

From Sierra Leone to Ethiopia, Angola to Mozambique, an average of more than 1 in every 4 children die before the age of five. In Liberia, Mali, Chad, Equatorial Guinea, the Democratic Republic of Congo and Burkina Faso, the figure is more than one in every five children.

Even Africa's biggest and most developed countries scores of children die before their fifth birthdays: in Nigeria 191 of every 1,000 children die by the age of five, in Botswana it is 124 and in Kenya it is 121.

To compound the situation further, while official reports indicate that Children are now better off than they were ten years ago and can look forward to living beyond the age of 5, their mothers still die while bearing them consequently denying them parental care.

Whether it’s the mother or her baby that dies-life shouldn’t be lost in avoidable circumstances: no mother wants to produce a child for death to grab nor any baby would wish to grow up an orphan, or come to life at the expense of the mother’s life.

An African child who lives beyond his/her fifth birth day and make it into school going age; hunger, disease, discrimination and inadequate facilities deny her/him a chance to enroll and stay in school.

Although official reports- like the UN Millennium Development Goals 2008 report shows that there is widespread progress in primary school enrollment, user fees, such as uniform, stationary and meals, armed conflict, lack of birth registration, child labour and HIV/AIDS still keep around 38 million African children of primary school age out of school. The conditions are more devastating for girls, the higher they climb the ladder of education the wider the rate of dropout.

According to the UN Millennium Campaign, Policy Associate, Thomas Deve, “To ensure that more vulnerable and marginalized are enrolled and remain in school, targeted programs and interventions aimed at poor households such as setting up satellite schools in remote areas, eliminating school fees, providing school meals, constructing separate sanitation facilities, ensuring a safe school environment and promoting later marriage must be designed and implemented across countries that lag behind on these MDGs targets.”

Time and again, it has been proven that when political commitment is present, the results are often significant. Countries like Rwanda, Malawi, Zambia, Uganda, Kenya and Ghana are good cases. Malawi for example has moved from a hungry country that it has always been to a regional food supplier in recent years. It is also only second to Costa Rica globally in reducing child mortality by more than 1/3 in the past three years!

Zambia has made great strides in HIV testing, prevention, and education after president Mwanawasa declared a national emergency in 2004. By the end of the year, he had surpassed his goal of providing 10,000 citizens with antiretroviral treatment (ART). The government has also focused on integrating HIV/AIDS education into the public school curriculum.

When it seemed impossible for pastoral communities in Kenya to access education, the government designed mobile classrooms in which the children of the nomads access education as they wander about in search of water and pasture for their cattle.

In all of these cases the reason for success has been the country’s political will.

Gremium zu Missbrauch von Heimkindern tagt zum dritten Mal

Bonn - Die Tagesordnung klingt eher langweilig: Juristische Fragen und Datenschutz-Aspekte sollen behandelt werden, wenn der Runde Tisch Heimkinder am Montag und Dienstag in Berlin hinter verschlossenen Türen zum dritten Mal zusammentritt. Doch das Gremium unter dem Vorsitz der früheren Bundestagsvizepräsidentin Antje Vollmer (Bündnisgrüne) wird sich mit einer Reihe neuer Fakten auseinandersetzen müssen.

Seit Februar befasst sich das vom Bundestag eingesetzte Gremium mit einem dunklen Kapitel westdeutscher Nachkriegsgeschichte: Der Vorwurf lautet, dass viele der mehr als 800.000 in den 1950er und 60er Jahren in staatlichen und kirchlichen Heimen untergebrachten Kinder und Jugendlichen brutalen Erziehungsmethoden, Zwangsarbeit und auch sexuellen Übergriffen ausgesetzt waren. Stockschläge, erniedrigende Strafen wie Fliesenschrubben mit der Zahnbürste oder das Einsperren in fensterlose Räume: Es geht um die Frage, wieweit es sich um bedauerliche Fälle individuellen Versagens oder ein unmenschliches Erziehungssystem handelte. Die beiden großen Kirchen haben Übergriffe öffentlich bedauert. Die katholische Kirche vertritt jedoch die Position, dass es sich nicht um systematische Verfehlungen handele.

Die Frage der Entschädigung
Mittlerweile hat der Verein ehemaliger Heimkinder (VEH) Forderungen auf den Tisch gelegt. Die Mitgliederversammlung verlangte Anfang Juni die Einrichtung eines Entschädigungsfonds von 25 Milliarden Euro. Zusätzlich will der Verband einen rentenversicherungsrechtlichen Ausgleich für Zwangsarbeiten sowie eine verbesserte Behandlung der Traumata, unter denen viele ehemalige Heimkinder litten. Offen ist, ob diese Forderungen jetzt schon auf den Runden Tisch kommen: Vollmer hatte mehrfach gemahnt, die Frage einer Entschädigung könne erst am Ende der auf zwei Jahre angelegten Arbeit entschieden werden.

Möglicherweise hat ein Anfang Juni ergangenes Urteil des Bundesverfassungsgerichts Einfluss auf die Entschädigungsfrage: In einem Beschluss zur Entschädigung von DDR-Heimkindern haben die Karlsruher Richter hervorgehoben, dass Freiheitsentzug und Verletzungen der Menschenwürde auch dann rehabilitiert werden können, wenn sie außerhalb eines Strafverfahrens verhängt wurden.

Ein Vertreter des VEH erklärte daraufhin, die westdeutschen Heimkinder sähen sich in ihren Ansprüchen "auf ganzer Linie" bestätigt. Das Verfassungsgericht habe auch das häufig gebrachte Argument vom Tisch gewischt, die Misshandlungen seien nur zeittypisch strenge Erziehungsmethoden gewesen.

"Endstation Freistatt"

Ein Licht auf die Heimerziehung - zumindest in einer konkreten Einrichtung - wirft auch eine Mitte Mai veröffentlichte wissenschaftliche Untersuchung über das Heim der evangelischen Diakonie in Freistatt südlich von Bremen. Unter dem Titel "Endstation Freistatt" untersuchten zwei Historiker der Kirchlichen Hochschule in Wuppertal rund 7.000 Akten und führten Interviews mit Betroffenen und Erziehern. Beschrieben wird ein System, das von Gewalt, Einschüchterung und Angst geprägt war. Die Zöglinge mussten von morgens bis abends in schweren Kettenhosen Torf abbauen.

Die Tageszeitung "Die Welt" zitiert den Präsidenten des Diakonischen Werks, Dieter Kottnik, mit den Worten, er habe sich nicht vorstellen können, "dass wir so etwas in unserer Geschichte der Diakonie mitschleppen". Und mit Blick auf die bisherige Position der Kirchen: "Früher habe ich von Einzelschicksalen gesprochen. Heute weiß ich, dass dies eine unzulässige Bagatellisierung gewesen ist."

Wachsam dürften die Vertreter des Runden Tisches auch die aktuellen Ereignisse in Irland verfolgen. Der im Mai veröffentlichte Ryan Report belegt, dass über Jahrzehnte hinweg mehr als 2.000 Kinder in kirchlichen Einrichtungen in Irland misshandelt, geschlagen oder sexuell missbraucht wurden. Die Studie wirft Kirche und Staat in Irland vor, die Augen vor den Zuständen verschlossen zu haben. Die katholische Kirche hat so einen massiven Glaubwürdigkeitsverlust erlitten.

In der Nachkriegszeit "gab es - neben Mitarbeitern, die den Auftrag der Nächstenliebe erfüllt haben - auch solche, die ihre Pflichten verletzt haben oder schuldig geworden sind", so Zollitsch. "Diese Erkenntnis ist für uns schmerzvoll". Allerdings deute einiges darauf hin, dass die Zahl schwerer Missbrauchsfälle "im katholischen Umfeld eher gering" sei und im "unteren dreistelligen Bereich" liege.

Unterstüztung bei Aufklärung
Nach Angaben des Freiburger Erzbischofs haben die Bischöfe katholische Einrichtungen wiederholt dazu angehalten, frühere Heimkinder bei der Aufklärung ihrer Lebensgeschichte zu unterstützen, etwa durch die Öffnung von Unterlagen. Erst kürzlich sei dazu ein erneutes Schreiben an die Träger gegangen. Zudem finanziere die Bischofskonferenz ein Forschungsprojekt mit, dass Vergehen gegen Heimkinder in kirchlichen Einrichtungen untersucht.

Der Runde Tisch hatte sich Mitte Februar konstituiert. Seitdem forderte der Verein ehemaliger Heimkinder (VEH) wiederholt Staat und Kirchen zu Entschädigungszahlungen auf. Am Wochenende brachte er erneut eine Summe von 25 Milliarden Euro ins Gespräch. Das Gremium besteht aus 20 Personen, darunter 3 Mitglieder des Vereins ehemaliger Heimkinder und je ein Vertreter der großen Kirchen sowie von Caritas und Diakonie, die Träger vieler Heime waren.

Irish child abuse victims calling helplines in record-breaking numbers

Irish victims of abuse in Church-run institutions have inundated abuse helplines with phone calls since the publication of the Ryan Commission report of clerical abuse of children in Ireland.
Under-staffed and under-funded Irish support services are overwhelmed by the record numbers of child abuse victims seeking help, and are requesting emergency government funds to meet the demand.

Maeve Lewis, executive director of the One in Four support group, which helps abuse victims with prosecutions against offenders, told the Irish Examiner: “It’s been absolutely relentless. We thought it would calm down after a couple of weeks, but it hasn’t.
"The report has unleashed an absolute avalanche of people [seeking help]. The media coverage has re-triggered a lot of memories."

Chief Executive Ellen O’Malley-Dunlop told the Examiner: "Money is extremely tight. Services are stretched. Our lines are just kept going. We’ve had a threefold increase in calls for this time of year."

The revelation of the need for increased funding for abuse support groups came as the Dáil (Irish Senate) wrapped up a two-day motion in which they promised to protect all Irish children.

Lewis and her advocacy service are seeking a meeting with Ireland’s Children’s Minister Barry Andrews in search the aid they say they need to provide abuse victims with the support they need. The group has been contacted by 300 victims in the past weeks, more than half the calls they typically receive in an entire year.

Meanwhile, the Dublin Rape Crisis Center’s phones are constantly ringing off the hook with child abuse victims seeking help. The organization has had to endure the surge in public need while at the same time accepting pay cuts of between 3 and 10 percent.

Irish President Mary McAleese plans to meet with 250 abuse victims on June 28, and Archbishop Diarmuid Martin has said he and other bishops plan to meet survivors to offer them help and support.

Ik vind bvb het dragen van een soutane heel belangrijk. Het is natuurlijk maar een uiterlijk gegeven maar het is een uitstraling van het innerlijke : deze mensen staan niet in de wereld : zij bidden het volledige brevier, en zij doen hun werk constant geïnspireerd door de H. Geest.

Ik heb al 15 jaar fantastische ervaringen met de geestelijkheid van het FFSPX : ze
zijn rechtlijnig, streng maar (bvb in de biecht) ook begripvol en barmhartig.
Zij begeleiden en sturen de parochie als een echte herder.

En vanuit de leken worden zij gerespecteerd en behandelt zoals vroeger : met de nodige egards, als ze op thuisbezoek komen wordt de beste maaltijd klaargemaakt, de beste wijn opengemaakt. Ik vind dat ik moet voelen dat die mensen boven mij
staan,
dichter bij God dan ik , arme zondaar.

Ik ben echt niet voor deze tijd gemaakt.
Ik hou van het rijke Roomse leven! Daar voel ik mij veilig voor de slechte wereld.

Het Gentse gerecht voert een onderzoek naar ernstig kindermisbruik in het internaat van MPI 't Vurstjen in Evergem. Oudere jongens zouden er verschillende jonge kinderen seksueel misbruikt hebben.
Er zijn aanwijzingen dat het misbruik al jaren aan de gang was, maar dat verhalen erover als "verzinsels" werden afgedaan. Dat schrijven De Standaard en Het Nieuwsblad.

Verkracht
Het seksueel misbruik kwam een maand geleden aan het licht toen een jong tienermeisje uit het internaat 't Knipoogje, dat verbonden is aan MPI 't Vurstjen in Evergem, aan een opvoedster vertelde dat ze 's nachts door een oudere jongen uit het internaat was verkracht. De inslapende opvoeders hadden niets gemerkt.
Andersvaliden
In het internaat 't Knipoogje verblijven 45 kinderen en jongeren tussen tweeënhalf en 21 jaar. Ze hebben een lichte tot zware mentale handicap en soms ook lichamelijke handicaps.
Veel kinderen komen ook nog eens uit problematische opvoedingssituaties, zodat ze door de jeugdrechter of het Comité Bijzondere Jeugdzorg zijn geplaatst en geen ouders hebben om op terug te vallen.
"Al jaren bezig"
Binnen het internaat wordt nu gevreesd dat de jonge daders nog meer slachtoffers hebben gemaakt onder de kwetsbare jongeren die er verblijven. Niet alleen in het internaat zelf, maar ook tijdens de weekenduitstappen naar zee.
Volgens betrouwbare bronnen zou het misbruik misschien al jaren aan de gang zijn.

School doorlichten
De ontslagnemende Vlaamse minister van Onderwijs, Frank Vandenbroucke, zal op vraag van het GO! onderwijs het Medisch Pedagogisch Instituut van Evergem laten doorlichten. "Over de inhoud en timing worden afspraken gemaakt met het GO! ", luidt het. "Die beslissing werd genomen in overleg met de algemeen directeur van scholengroep 23 Meetjesland en in overleg met de betrokken instellingen. De Raad GO! zal eerstdaags de beslissing bekrachtigen", meldt het GO!.
Politie werd ingeschakeld
Het onderwijsnet wil laten uitzoeken of de gebeurtenissen voorkomen hadden kunnen worden en of de instelling signalen had kunnen herkennen.

Celstraf en beroepsverbod voor opvoeder met kinderporno

De Hasseltse correctionele rechtbank heeft een 31-jarige opvoeder uit Overpelt donderdag veroordeeld tot een celstraf van 18 maanden voor aanranding en het bezit van kinderporno.

...Via internet chatte de beklaagde met een minderjarige jongen, naar wie hij porno stuurde. Zelf deed hij zich voor als een twaalfjarig meisje. Hij vroeg de 11-jarige jongen zijn geslachtsdeel via de webcam te tonen.

...Een forensisch psychiater onderzocht de opvoeder, die in een internaat leerlingen van 13 en 14 jaar begeleidt. Hij is ook actief in verenigingen, waarbij jongeren betrokken zijn. Volgens de psychiater heeft de man een pedofiele stoornis en kan hij een gevaar voor de maatschappij betekenen, want hij kan altijd hervallen, zelfs in behandeling.

The following is the text of the all-party motion for the two-day Dáil debate on institutional child abuse:

That Dáil Éireann:
accepts the conclusions of the Report of the Commission to Inquire into Child Abuse and in particular the failure of the State and the religious congregations running the institutions to protect the children who were placed in these institutions from abuse;

acknowledges the pain and suffering endured by the former residents of institutions and that the commission’s report vindicates their claims of abuse and that crimes were committed by members of the religious congregations and others against children placed in care;

expresses its revulsion at the extent, severity and nature of the abuse suffered by children in residential institutions; restates the sincere apology of the House to the victims of childhood abuse for the failure to intervene, to detect their pain and come to their rescue;

notes that the Minister for Children will be submitting a plan for the implementation of the recommendations of the commission’s report to the Government for its approval by the end of July;
restates the acceptance by the House of all of the recommendations contained in the commission’s report and its support for their full implementation;
declares its resolve to cherish all of the children of the nation equally;
acknowledges that the State has an obligation to ensure that children and young people in the care of the State receive the highest possible quality of care and to provide services to protect them, as far as possible, from all forms of harm;
acknowledges that everything possible must be done to ensure the grievous mistakes of the past are not repeated in the future and underlines the importance of the Government’s commitment to fully implement the recommendations of the commission’s report including, in particular, to ensure the uniform application throughout the State of the Children First: National Guidelines for the Protection and Welfare of Children of 1999;

notes that the Taoiseach has met with representatives of the former residents of the institutions and the commitment to further engagement with them;

notes that the Taoiseach has met with representatives of the congregations at which their attention was drawn to the motion passed by Dáil Éireann on May 28th;
notes that the Taoiseach called on the congregations to make further substantial contributions by way of reparation; considers that the assessment of proposals for such a contribution must have regard to the needs of the former residents as well as the costs of over €1 billion being incurred by the State on redress;
notes that the congregations agreed in their meeting with the Taoiseach to make full and transparent disclosure of their resources;
notes that both in the meetings with former residents, and the congregations, support was expressed for the proposal that the use of a further substantial contribution from the congregations should include a form of independent trust to be set up by the State which would be available to support the needs of survivors for general education and welfare purposes;
supports the request of the former residents for representation on the proposed trust;

notes that, while the committal of children to industrial schools did not involve a criminal conviction and that no criminal records arise from that committal, the Government will give further consideration to ways of meeting the concerns of victims in this regard;

notes that the Assistant Garda Commissioner has been tasked with examining the totality of the commission’s report and that criminal investigations are continuing in respect of a significant number of people;

notes the commitment of the religious congregations and orders to fully co-operate with the Garda in any criminal investigation being conducted;

notes that the Government is considering the request of the former residents of institutions, made at their meeting with the Taoiseach, to re-examine the terms of the Residential Institutions Redress Act 2002 in respect of the confidentiality attached to awards and the application period;

and notes the desirability that, in so far as possible, all of the documentation received by and in the possession of the Commission to Inquire into Child Abuse is preserved for posterity and not destroyed.

Bisschoppen bespreken rapport
Aartbisschop Diarmuid Martin nam niet aan de betoging deel. Hij stuurde wel een vertegenwoordiger maar zei weerhouden te zijn omdat hij aanwezig moest zijn bij het debat van de Ierse bisschoppen over het rapport Ryan.

Mgr. Martin zei dat paus Benedictus erg bedroefd was toen hij kennis kreeg van de resultaten van het onderzoek. Het rapport zal binnenkort openbaar gemaakt worden. ’Het zal de hele wereld choqueren’, verklaarde mgr. Martin. (tb)

Wat katholieken toch tegen goed nieuws hebben?

En dat terwijl de inzet van het geheel het RK onderwijs is....

De 3 % ster van de leprakolonies



Vandaag kwam alweer nieuwe bewijs van religieus schorem en het gepleegd misbruik boven water.

Here God, het meest gebruikte onderdeel van het misbruik en sterkste argument ter legitimatie waardoor het voort kon bestaan, wat onverschillig waar, zo velen állemaal zo vaak te horen kregen én nog steeds krijgen, mij vorig jaar nog voorgehouden, werd in onderhandelingen over geld van de congregaties gebruikt door CORI in 2001 om onder de verantwoordelijkheden en verplichtingen af te komen.

En een Staat die dat slikte...
Het bevestigde kennelijk slechts de tientallen jaren bestaande mening over haar burgers en haar leprakolonies.
De perversie...

Heer, geef me de 3 % -regeling die bij dit argument hoort, er nog bij; laat ook dit bij het schorem internationaal blijken te zijn.

Het maakte het mogelijk dat een 76 jarige dame - één van die velen die grenzen van haar samenleving zijn overgegaan - om een voetnootje in de geschiedenis te worden, in Engeland een berichtje kreeg dat ze maar even langs moest komen bij Mijnheer Ryan.

Waar de misbruikers anoniem zouden moeten blijven, deze misdadigster niet.
Blijkbaar hadden ze nog een sorry over, dat ze nu mocht komen halen.

Wat heel moedig van die Heer Ryan is natuurlijk, het moet wel een heel ernstig misdadige dame zijn: met 24 maanden werd ze al opgesloten in een verbeteringsinstituut.
Er moet nog onderzocht worden of haar criminele record vernietigd zal worden...

Waar zou dát wurm in vredesnaam af- of uitgevallen zijn?
Haar stijfselkissie?
Ze kon niet komen, liet ze weten. Ze verzorgt haar demente echtgenoot...
Vandaag de demonstratie in Dublin. Het grijpt me aan op wijze waarvoor ik (nog?) geen woorden heb. Woede, trots en vooral hoop.
Ik ken geen woord dat de verplettering van weten betekent, een verplettering die rust geeft en vastberaden woede.
Misschien maar goed ook. Gevoelens zijn er om te voelen, niet om in een woord te verpakken.
Weten is er om te te weten en mee te handelen. Niet om te verpakken. De vastberadenheid van woede om de grens te trekken, te doen. Tot hier en geen milimeter verder.

Bij Dublin vandaag past alleen de grens van de openbaarheid van de stilte: Wij Weten,
tegenover de leugen van grenzenloze angst en minachting: wij willen niet weten.

Zes weken geleden werd ik gebeld. Een vroegere kennis die ik vanaf dat mijn zonen 16 waren niet meer had gesproken.

Het volgende deel-ontslag van moeder-zijn dat begint bij geboorte, het moment dat elk van mijn zonen besloot dat ik in dat deel van hun - beginnende man - wereld niet meer welkom was anders dan op uitnodiging: "mamma kijk ik kan lopen en wissel mijn tanden zonder jouw handen, wij breken ons eigen nek wel, wanneer we daar zin in hebben" in de katholieke Kerk vereert in de persoon Maria. Deel-ontslag waarbij je alleen maar kunt hopen dat ze weten waar de pleisters kunnen liggen.
Zij en haar echtgenoot hoorden bij dat deel van die man-zoonwereld.

Zij belde in diepe wanhoop over de verschrikkingen van de daden van haar toenmalige echtgenoot. Niet alleen hij was veroordeeld, zij zocht haar deurkruk uit zijn gevangenis waartoe de rechter hem namens ons allen had veroordeeld wegens seksueel misbruik in een machtsverhouding van een klein kind en iets van 6 volwassenen in een lawine van schendingen waarvan het vinden van de omvang nog steeds voortgaat.

Wat begon met een aarzelende volwassene die goddank de mond opendeed rolt nog steeds.
Iedere keer weer ook haar en hun kinderen schendend, niets meer heel latend van wat ooit was. De destructie van zoveel gedeelde gezins- en ouderervaringen, waarbij niets meer mag en kan zijn wat het eerst leek maar in twijfel getrokken moet worden.
Vader en echtgenoot de seksueel- misbruiker in veelvoud.

Zij liet mij weten wat ik zolang heb geweten zonder het te weten; het voortdurende probleem van het isolement van ervaringskennis dat je het justitieel apparaat doet benijden:
wij kunnen pas iets doen, wanneer het te laat is.
Waar liggen de pleisters? En moet er een zoen of een pleister op die knie?

Bestaan er pleisters voor die voortdurende vraag wanneer is angst angst en wanneer is angst terechte kennis als ervaringen nooit als kennis erkend mag of mocht worden ?
Ik denk nog steeds niet dat die pleister bestaat.

Maar vandaag in Dublin zwegen mannen en vrouwen publiekelijk opdat we de individuele ervaringskennis tot gedeelde maatschappelijke kennis kunnen en moeten maken.
Zodat de samenleving haar werk kan doen.

Opdat we ooit weten waar die pleisters-die-nodig-zullen-blijven liggen; we die leugens uit pure minachting voor Leven en Angst niet meer nodig hebben, en Justitie en de noodzakelijke Zorg en hulpverlening haar werk kan doen, wanneer we toch te laat bleken te zijn.

Opdat we ons verantwoordelijk weten.
Durven kiezen het Heilige niet kwijt te raken.

Misschien ken ik dat woord toch wel: Kind, wat ben je prachtig, laat me je een zoen op je knie geven!
